City of Columbia City Council met May 20.

Minutes of the Regular Meeting of the City Council of the City of Columbia, Illinois Held Monday, May 20, 2024 in the Council Room of City Hall.

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Aldermen Niemietz, Huch, Holtkamp, Riddle, Lawlor, Nobbe, and Hitzemann.

Absent: Alderman Khoury.

Quorum present.

Administrative Staff present:

City Clerk Derek Reichert

City Attorney Terry Bruckert

City Engineer Chris Smith

IT Director James Mitchell

Library Director Annette Bland

City Administrator Douglas Brimm

Chief of Police Jason Donjon Deputy

Chief of Police Karla Heine

Those in attendance recited the Pledge of Allegiance.

D. Proclamations /Recognitions /Presentations

1. Resignation - Douglas Garmer. Alderman. Ward I

Mayor Hill announced Doug Garmer resigned as Alderman, Ward I due to being appointed as a Monroe County Commissioner. Mayor Hill thanked Mr. Garmer for his 7- year commitment to the City as a Plan Commissioner and Alderman, Ward I.

2. National EMS Week (May 19. 2024 - May 25. 2024)

Mayor Hill proclaimed the week of May 19, 2024 - May 25, 2024 as EMS Week.

3. National Public Works Week (May 19. 2024 - May 25. 2024)

Mayor Hill proclaimed the week of May 19, 2024- May 25, 2024 as Public Works Week.

4. Columbia Police Department Environmental Report

Jeff Faust, a consultant with Environmental Consultants, LLC, reviewed the Environmental Site Assessment of the City's Police Department.

E. Business Prior to Public Input

1. Confirmation of Mayoral Appointment - Alderman, Ward I (Andrew Hitzemann) Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Riddle, to approve Mayor Hill's Appointment for Alderman, Ward I (Andrew Hitzemann)

Motion Passed.

Roll Call Vote results:

6 Aye: Niemietz, Huch, Holtkamp, Riddle, Lawlor, and Nobbe

0 Nay:

1 Absent: Khoury

0 Abstain:

2. Oath of Office, Alderman, Ward I

The Honorable Judge Hitzemann administered the Oath of Office to Alderman Hitzemann.

3. Confirmation of Mayoral Appointment - City Clerk (Derek Reichert)

Motion:

It was moved by Alderman Nobbe, and seconded by Alderman Lawlor, to approve the Consent Agenda as read.

Motion Passed.

Director Mike Sander presented an overview of the Department of Public Works.

City Clerk Reichert read the Consent Agenda.

1. Motion to Approve Minutes ofthe May 6, 2024 Regular City Council Meeting

2. Motion to Approve Closed Session Minutes of the May 6, 2024 Regular City Council Meeting

3. Motion to Approve Payment of Vouchers for the Period of May 2, 2024 through May 15, 2024 totaling $960,965.61

4. Resolution No. 2024-14 Providing for the Appointment of Members of Certain Boards, Commissions, and Committees of the City of Columbia, Illinois for the Fiscal Year of the City Commencing May 1, 2024 and Ending April 30, 2025

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

Motion:

It was moved by Alderman Lawlor, and seconded by Alderman Nobbe, to approve the Consent Agenda as read.

Motion Passed.

Motion:

It was moved by Alderman Hitzemann, and seconded by Alderman Niemietz, to pass and approve Resolution No. 2024-15, a Resolution Approving a Master Services Agreement Between the City of Columbia, Illinois and CivicPlus, LLC (Columbia Municipal Code Recodification Project)

Motion Passed.

It was moved by Alderman Huch, and seconded by Alderman Nobbe, to Award Bid for Creekside Park - Sanitary Sewer Relocations Project to Haier Plumbing in the Amount of $59,140.00

Motion:

It was moved by Alderman Huch, and seconded by Alderman Holtkamp, to table the Discussion of a Special Use Request to Allow a Mini Storage Business at 201 Southwoods Drive, in the C-3 Highway Business District

Motion Passed.

Alderman Huch stated he would like it to be a requirement for any Special Use Permit Applicants to attend the Council meeting.

M. Closed Session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session to discuss 5 ILCS 120/2(c)(l), the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of specific employees of the public body and 5 ILCS 120/2(c)(6) setting of a price for sale or lease of property owned by the public body.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Lawlor, to direct the Mayor to go into Closed Session at 8:04 PM to discuss 5 ILCS 120/2(c)(l), the Appointment,

Employment, Compensation, Discipline, Performance, or Dismissal of specific employees of the public body and 5 ILCS 120/2(c)(6) setting of a price for sale or lease of property owned by the public body

Mayor Hill called the Regular Session of the City Council back to order at 9:17 PM. Upon return to Regular Session, Aldermen Niemietz, Huch, Holtkamp, Riddle, Lawlor, Nobbe, Hitzemann and Mayor Hill were present.

Motion:

It was moved by Alderman Riddle, and seconded by Alderman Huch, to adjourn the Regular City Council meeting held Monday, May 20, 2024 at 9:17 PM.

Motion Passed.
