The City Council of Red Bud, Randolph County, Illinois met on Monday, May 6, 2024, at 6:00 P.M. at the Red Bud City Hall, Council Chambers.

A. National Prevention Week Proclamation

Jack Candler, RBHS read the Healthy Communities Alliance National Prevention Week Proclamation, May 12-18, 2024, and presented it to the mayor for signature. Mayor Harbaugh commended Jack Candler, Corbin Legendre, and Mrs. Erin Legendre for their leadership efforts in helping to decline the use of alcohol, drugs, and tobacco in our schools.

The FOP contract has been ratified by the police department, but the city has not received the final copy yet, with the agreed upon changes.

Motion made by Council Member Hanebutt, seconded by Council Member Nevois, to authorize approval of the FOP contract, with the changes in front of us. D. Public Works Committee - Meeting April 15, 2024

1. Authorization to Fill Vacant Laborer’s Position

Motion made by Council Member Hanebutt, seconded by Council Member Nevois, to authorize approval to move Byron Schlueter to full-time laborer at a starting pay of $21.88/hour, with an increase to $22.38/hour at the successful completion of the six-month probationary period, effective with the May 15, 2024, pay period. 2. Proposals from Maxim Silencers & BHMG – Generator #1 Catalyst Replacement and RICE NESHAP Testing

Motion made by Council Member Hanebutt, seconded by Council Member Donjon, to authorize approval of the contract with BHMG Engineers, Inc. for NESHAP-RICE Compliance Stack Testing, in the amount of $7,172 and approval of the Estimate from Maxim Silencers in the amount of $13,091.40, for generator #1 catalyst replacement. This reoccurring agreement was due May 1, 2024.

4. Authorization to Hire Summer/Part-Time Worker

I. Economic Development Commission – Meeting April 24, 2024

1. Red Bud Business Park – Authorization to Engage a Certified General Appraiser

Code Administrator/Engineer Jeff Mueller said the Economic Development Committee is recommending the hiring of a certified appraiser. Mueller has been unable to contact Ron Uhl, to date. Mueller is suggesting authorizing hiring Uhl to conduct lot appraisals on the Red Bud Business Park, NTE $4,000. After discussion regarding development costs, per acre, what information an appraiser will be giving us and the value of his service, no action was taken. Mueller will work up a cost per acre estimate for the committee meeting.

2. Façade Grant Program – Authorization to Adopt the Program, Starting with $16,000

Mayor Harbaugh explained the Red Bud Façade Program draft which was included in the packets. The program is geared towards the business district building’s curb appeal. The program was patterned after Waterloo’s successful program. Funding could come from the CD interest, starting with $16,000 seed money, from the economic development budget. Capping the total dollars available for grants was discussed. Will this work with the Enterprise Zone? This will be moved to the finance agenda for further discussion.

J. Recreational Facilities – Meeting April 15, 2024

1. Authorization to Purchase Weed Mat and Dirt for Additional Garden Boxes Built by Roeslein, NTE $800

Currently there are 52 boxes.

Jeff Mueller noted that Vortex has delivered the splash pad water feature to the plant.

Mayor Harbaugh thanks the police and the entire city for their efforts with the Eclipse Events. There were many visitors from out of town, with many good comments. Everything went very well.
