City of Waterloo Water & Sewer Committee met June 3.

1. Petitions by Citizens on Non-Agenda Items – None

2. Update on Future Water Supply – There are three parts to the Water Project, the water tower that is currently under budget and is set to be completed on time. The Transmission line, currently under budget and is set to be completed on schedule. The treatment plant, it is currently over budget by $73,325 and will not be completed on schedule. The contract states substantial competition date 6-27-2024, Korte & Luitjohan has sent HMG Engineers a letter asking for the substantial completion date be moved to October 26, 2024. They have listed a few different factors contributing to the extension, but the biggest issue is a pair of large valves not arriving on time. Originally, they were supposed to be delivered in September of 2023, it was then moved to March of 2024 and now it is supposed to be June of 2024.

The Committee isn’t happy with the extension, they would like Korte & Luitjohan to exhaust every possible avenue to find a way to get the plant done by the contract date. John Weiters from HMG was going to talk with Korte & Luitjohan to see if there are any other options.

3. Extension of the ROINC Contract – The current contract for the ROINC contract is going to expire at the end of June 2024. Tim Birk would like the advice of the committee on what to do at this time. The committee advised Tim Birk to ask the current ROINC if they would extend their contract until October 31st, 2024.

4. Third Street Watermain Replacement – There is an older 4” watermain on Moore Street, currently the City of Waterloo is not experiencing any problems with the main, but it is connected to 8” mains on each end and the City of Waterloo doesn’t allow 4” mains in new construction anymore. Tim Birk asked the committee if while the road was being replaced with a replacement street project would the committee like to replace the 4” main with a new 8” main for a length of around 800’ and a cost of $50,000. It was pointed out that if the new street project is completed and there is a problem with the 4” main at that point it will be more costly to replace it then and it will do damage to a newly refinished road in the community. Alderman Jim Hopkins made a motion to replace the 4” main with an 8” main. Alderman Joel Vogt seconded that motion all members on the committee voted in favor.

5. Future Connections – HMG Engineer John Weiters and Tim Birk expressed the desire to reach out to Illinois American Water to have an emergency hook up in place when we go online with the new Waterloo Water Plant. All the committee was in favor of setting up a meeting to talk with Illinois American Water about an emergency connection. The connection with Fountain Water was mentioned, the City of Waterloo has reached out to the attorney for Fountain Water many times in the past to schedule a meeting and nothing has been scheduled. The conclusion is that Fountain Water District has no interest in making the connection. If Fountain Water District would reach out after the plant is completed and the crews are no longer on the job site, the cost will be much more expensive to hook up to get water, than to do it before that time. The decision to reach out directly to the President of the Fountain Water District board was decided to find out officially if they have an interest at this time.

6. Comments – Alderman Kyle Buettner and Tim Birk met with Ron and Mike Stumpf about a crop damage claim, release, and the issuance of a check to them. At the meeting a few minor language issues were discussed. The impression of Kyle Buettner and Tim Birk is after those language issues are changed in the release, the release will be signed and the check will be exchanged.
