City of Columbia City Council met June 3.

Minutes of the Regular Meeting of the City Council of the City of Columbia, Illinois Held Monday, June 03, 2024 in the Council Room of City Hall.

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Aldermen Niemietz, Huch, Holtkamp, Riddle, Khoury, Lawlor, Nobbe, and Hitzemann.

Absent: None.

Quorum present.

Administrative Staff present:

City Clerk Derek Reichert

City Attorney Terry Bruckert

Chief of Police Jason Donjon

Director of Public Works Mike Sander

C. Pledge of Allegiance

City Administrator Douglas Brimm

EMS Chief Kim Lamprecht

Deputy City Clerk Kelly Mathews

Those in attendance recited the Pledge of Allegiance.

F. Comments & Announcements - Mayor

Mayor Hill gave an update on road maintenance performed by IDOT on Old Route 3. Mayor Hill also announced the City will be hosting Art in the Park on June 9, 2024 in Metter Park.

I. Consent Agenda

City Clerk Reichert read the Consent Agenda.

1. Motion to approve minutes of the Regular City Council Meeting held Monday, May 20, 2024

2. Motion to approve minutes of the Closed Session of the City Council held Monday, May 20, 2024

3. Motion to authorize the payment of vouchers for the period from May 16, 2024 through May 29, 2024 in the amount of $151,795.20

4. Motion to approve the Statement of Funds for the month ending Tuesday, April 30, 2024 as submitted and on file at City Hall

5. Motion to approve a Special Event Permit Application for Columbia July 4th Celebration, Picnic, and Fireworks (July 4, 2024) as submitted and on file at City Hall

6. Motion to approve a Special Event Permit Application for Columbia Sons of the American Legion Veteran's Honor-Que Fundraiser (November 8-9, 2024) as submitted and on file at City Hall

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

It was moved by Alderman Nobbe, and seconded by Alderman Huch, to approve the Consent Agenda as read.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Khoury, to Accept Proposals to Furnish Material for the Motor Fuel Tax Program (Various Vendors)

It was moved by Alderman Hitzemann, and seconded by Alderman Huch, to approve Engineering Agreement with Gonzalez Companies, LLC for Drainage Study in the Amount of $27,080 (Briegel/Rauch Sts. Area)

1. Motion to Approve Construction Engineering Services Agreement for the Ghent Road Reconstruction – Phase 2 Project to Gonzalez Companies, LLC in an Amount Not to Exceed $36,740.00

Motion:

It was moved by Alderman Holtkamp, and seconded by Alderman Lawlor, to approve Construction Engineering Services Agreement for the Ghent Road Reconstruction - Phase 2 Project to Gonzalez Companies, LLC in an Amount Not to Exceed $36,740.00

2. Motion to Award Bid for 2024 Concrete Replacement Program to Henke Excavating, Inc. in the Amount of $75,702.00

Mr. Sander announced one bid was received. Proposed areas to be replaced this year are Southwoods, Rueck Rd, Seminole, March CT., Veteran's Parkway, Gedern Dr., Columbia Center Dr., Brandington Ct., Eckert Ln., Eastwood, Meadowview Ln. E., Briar Hill Ln., Lakefield, Burroughs, and Burroughs Ct.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Nobbe, to award bid for 2024 Concrete Replacement Program to Henke Excavating, Inc. in the Amount of $75,702.00

3. Motion to Accept Proposal for Nuisance Abatement Services from CAV Construction, LLC

Mr. Brimm reported two proposals for services were received. This will provide an avenue for City to abate nuisance properties without burdening the Department of Public Works. Costs incurred by the City remain the responsibility of property owner, and would be recorded as a lien on the property if unpaid.

It was moved by Alderman Huch, and seconded by Alderman Riddle, to accept proposal for Nuisance Abatement Services from CAV Construction, LLC

L. Closed Session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session to discuss 5 ILCS 120/2(c)(1) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of specific employees of the public body and 5 ILCS 120/2(c)(6) Setting a Price for the Sale or Lease of Property Owned by the Public Body.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Nobbe, to direct the Mayor to go into Closed Session at 7:18 PM to discuss 5 ILCS 120/2(c)(1) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of specific employees of the public body and 5 ILCS 120/2(c)(6) Setting a Price for the Sale or Lease of Property Owned by the Public Body

Mayor Hill called the Regular Session of the City Council back to order at 7:37 PM. Upon return to Regular Session, Aldermen Niemietz, Huch, Holtkamp, Riddle, Khoury, Lawlor, Nobbe, Hitzemann and Mayor Hill were present.

M. Announcements

Aldermen Niemietz reminded everyone that items discussed during Closed Session should not be discussed in public.

N. Adjournment

Motion:

It was moved by Alderman Lawlor, and seconded by Alderman Niemietz, to adjourn the Regular City Council meeting held Monday, June 03, 2024 at 7:38 PM.
