City of Waterloo City Council met June 17.

Here are the minutes provided by the council:

1. The meeting was called to order by Mayor Darter at 7:30 p.m.

2. The following Aldermen were present: Vogt, Matt Buettner, Hopkins, Charron, Kyle Buettner, Row, and Most.

Absent: Trantham.

3. Pledge of Allegiance led by Mayor Stan Darter.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

Approval of the June 03, 2024, City Council Meeting Minutes.

Motion made by Alderman Kyle Buettner and seconded by Alderman Row to approve the June 03, 2024, City Council Meeting Minutes as presented.

Motion passed unanimously with Aldermen Kyle Buettner, Row, Most, Vogt, Matt Buettner, Hopkins, and Charron voting ‘aye’.

6. Petitions by Citizens on Non-Agenda Items.

Mr. John Miller thought the decision to outsource the operation of the water plant to an external Water System contractor was a terrible idea and it would be better to keep it under our management. Mr. Miller believes that nobody will demonstrate the same level of care for the water as the employees of Waterloo.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector - Shawn Kennedy

The Collection Report is in the packet.

Motion to accept the Collection Report was made by Alderman Most and seconded by Alderman Matt Buettner.

Motion passed unanimously with Aldermen Most, Vogt, Matt Buettner, Hopkins, Charron, Kyle Buettner, and Row voting ‘aye’.

B. Report of Treasurer – Brad Papenberg

The Treasurer Report is in the packet.

Motion to accept the Treasurer Report was made by Alderman Matt Buettner and seconded by Alderman Vogt.

Motion passed unanimously with Aldermen Matt Buettner, Hopkins, Charron, Kyle Buettner, Row, Most, and Vogt voting ‘aye’.

C. Report of Subdivision and Zoning Administrator – Nathan Krebel

The report is in the packet.

D. Report of Building Inspector / Code Administrator – Brad Yearian. No report.

H. Report and Communication by Mayor.

1. Presentation of Certificate of Commendation to Danielle Mudd for being the State Winner in the Illinois FFA State Proficiency Award in Oil & Fiber Production.

2. Presentation of Certificate of Commendation to Riley McDermott for being the State Winner in the Illinois FFA State Proficiency Award in Vegetable Production.

3. Presentation of Certificate of Commendation to the Waterloo High School Softball Team for their Fourth Place Finish at the IHSA Class 3A State Tournament.

4. Presentation of a Plaque to Mr. Todd Osterhage for his 12 Years of Service on the Waterloo Police Pension Board.

5. Appointment of Mr. Bill Rebholz to the Waterloo Police Pension Board for a Two Year Term to Expire on May 12, 2026.

The appointment was approved unanimously with Vogt, Matt Buettner, Hopkins, Charron, Kyle Buettner, Row, and Most voting ‘aye’.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen.

A. Consideration and Action on Resolution No. 24-19 Approving the Waterloo AW SVCS Certified Water Operator Services Agreement between the City of Waterloo, IL and Albers Water Services for the term July 01, 2024 through December 31, 2024. Motion made by Alderman Kyle Buettner and seconded by Alderman Vogt to accept Resolution No. 24-19 Approving the Waterloo AW SVCS Certified Water Operator Services Agreement between the City of Waterloo, IL and Albers Water Services for the term July 01, 2024 through December 31, 2024.

Comments: The Director of Public Works explained that the Certified Water Operator contract terminates at the end of June 2024. This resolution will extend the contract’s duration until December 31, 2024.

Motion passed unanimously with Aldermen Kyle Buettner, Row, Most, Vogt, Matt Buettner, Hopkins, and Charron voting ‘aye’.

B. Consideration and Action on Resolution No. 24-20 Approving the Waterloo AW SVCS IEPA Certified Water System Operator Contract for Contractual Operation of Public Water Supply between the City of Waterloo, IL and Timothy G. Albers for the term July 01, 2024 through December 31, 2024.

Motion made by Alderman Matt Buettner and seconded by Alderman Most to accept Resolution No. 24-20 Approving the Waterloo AW SVCS IEPA Certified Water System Operator Contract for Contractual Operation of Public Water Supply between the City of Waterloo, IL and Timothy G. Albers for the term July 01, 2024 through December 31, 2024.

Motion passed unanimously with Aldermen Matt Buettner, Hopkins, Charron, Kyle Buettner, Row, Most, and Vogt voting ‘aye’.

C. Consideration and Action on Resolution No. 24-21 Authorizing the Execution of a Contract between Solar Turbines, Inc. and the City of Waterloo, Illinois in the Amount of $7,528,006.00 for the Purchase, Delivery and Installation of a Solar Turbine PGM70, Taurus 70 Packaged Generator Set for the Electric Generating Capacity Addition Project – Combustion Turbine #3.

Motion made by Alderman Row and seconded by Alderman Hopkins to accept Resolution No. 24-21 Authorizing the Execution of a Contract between Solar Turbines, Inc. and the City of Waterloo, Illinois in the Amount of $7,528,006.00 for the Purchase, Delivery and Installation of a Solar Turbine PGM70, Taurus 70 Packaged Generator Set

for the Electric Generating Capacity Addition Project – Combustion Turbine #3. Motion passed unanimously with Aldermen Row, Most, Vogt, Matt Buettner, Hopkins, Charron, and Kyle Buettner voting ‘aye’.

A. Consideration and Action on ½ Page Ad to be placed in the Tourism Times Fall/Winter Issue in the Amount of $700.00 to be paid out of the Hotel/Motel Tax Fund.

B. Consideration and Action on Approval of Proposal #3450 from Moore Asphalt, Inc. in the Amount of $35,900.00 for the Paula Drive Asphalting Project.

C. Consideration and Action on Approval of Purchase of Plush Canines from Hero Industries, Inc. in the Amount of $2,750.00.

D. Consideration and Action on Approval of Purchase of a Motorola APX1500 Radio for Dispatch Recording from Motorola Solutions, Inc. in the Amount of $4,239.28.

E. Consideration and Action on Solicitation Request from the Knights of Columbus for their 2024 Intellectual Disabilities (Tootsie Roll) Fund Drive to be held on September 13 and 14, 2024 at the Intersections of Main / First and Rogers / Hamacher.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. Mayor Darter mentioned the following:

• There will be a Grand Opening Ceremony on June 18, 2024 for the little library in front of City Hall at 10:30 AM.

• Porta Westfalica Festival is this Tuesday, June 18, 2024. The parade starts at 6pm, but the festival itself starts at 4PM.

• The Korean War and the Iraq/Afghanistan/Gulf War era statues are scheduled to arrive on June 19, 2024 at 9:00AM.

14. Motion to Adjourn made by Alderman Vogt and seconded by Alderman Most. Motion passed with a unanimous voice vote.

Mayor Darter adjourned the meeting at 7:56 p.m.
