City of Columbia City Council met June 17.

Minutes of the Regular Meeting of the City Council of the City of Columbia, Illinois

Held Monday, June 17, 2024 in the Council Room of City Hall.

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Aldermen Niemietz, Huch, Holtkamp, Khoury, Lawlor, Nobbe, and Hitzemann.

Absent: Alderman Riddle.

Quorum present.

Administrative Staff present:

City Engineer Chris Smith

Director of Public Works Mike Sander

City Administrator Douglas Brimm

Chief of Police Jason Donjon

Those in attendance recited the Pledge of Allegiance.

F. Comments & Announcements - Mayor

Mayor Hill stated that Art in the Park held on June 9th at Metter Park was a success.

Mayor Hill announced the following upcoming events:

1. Music at Metter Park June 23rd

2. C.R.O.W.N. Bike Parade July 4th

3. July 4th Celebration with Fireworks at Columbia American Legion

G. Comments & Announcements - Aldermen

Aldermen Lawlor brought up concerns about undermining of City streets and current condition of Sunnyhill Lane.

H. Comments & Announcements - Department Directors

There were no Department Director Comments & Announcements.

I. Consent Agenda

City Clerk Reichert read the Consent Agenda.

1. Motion to approve minutes of the Regular City Council Meeting held Monday, June 03,2024

2. Motion to approve minutes of the Closed Session of the City Council held Monday, June 03,2024

3. Motion to authorize the payment of vouchers for the period from May 30, 2024 through June 13, 2024 in the amount of $430,071.36

4. Motion to approve a Special Event Permit Application for C.R.O.W.N. 4th of July Bike Parade (July 4, 2024) as submitted and on file at City Hall.

5. Motion to approve a Special Event Permit Application for Eppinger Foundation Shakespeare in the Park (August 1,2024) as submitted and on file at City Hall.

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

Motion:

It was moved by Alderman Khoury, and seconded by Alderman Hitzemann, to approve the

Consent Agenda as read.

Motion Passed.

J. Unfinished Business

1. Ordinance No. 3674 Amending Ordinance No. 3667 Which Established and Designated the Route 3/1255 Business District; and Approved the Route 3/1-255 District Plan Within the City of Columbia, Illinois

Motion:

It was moved by Alderman Lawlor, and seconded by Alderman Niemietz, to Approve Ordinance No. 3674, and Ordinance Amending Ordinance No. 3667 Which Established and Designated the Route 3/1-255 Business District; and Approved the Route 3/1-255 District Plan Within the City of Columbia, Illinois

Motion Passed.

It was moved by Alderman Lawlor, and seconded by Alderman Niemietz, to Approve Ordinance No. 3675, an Ordinance Amending Ordinance No. 3668 Which Established and Imposed Certain Business District Taxes

Motion Passed.

K. New Business

1. Discussion of Timber Rock Estates Preliminary Subdivision Plat

Mr. Coy Mullenix, Developer and Mr. Jim Vogt P.E. with Heneghan and Associates reviewed agenda items K.1. and K.2. together. Mr. Mullenix provided an update on the Timber Rock Estates Development. Mr. Vogt reported the lot count has decreased due to karst topography than originally contemplated.

2. Discussion of a Community Unit Plan Type A Overlay District to Allow a Residential Development on Columbia Quarry Road South of Bluffside Road, Monroe County Parcel #04-14-100-002-000 and St. Clair County Parcels #11140100008, 11140200010 and 11140200008

Agenda items K.1. and K.2. were discussed together.

3. Discussion of a Development Agreement Between Immaculate Conception Church {ICS) and the City of Columbia

Mr. John Whitworth, a representative for ICS, explained the future development of the proposed athletic fields and parking lot. Mr. Whitworth explained the Parish has expressed concerns regarding "settlement" related to the proposed parking area. As such, they are requesting a delay in paving the parking area for a period of up to 5 years.

L. Closed Session

There was no business addressed in Closed Session.

M. Announcements

Mr. Brimm announced that the Code Compliance Officer vacancy has been filled. Tentative start date has been set for July 1, 2024.

N. Adjournment

Motion:

It was moved by Alderman Nobbe, and seconded by Alderman Khoury, to adjourn the Regular City Council meeting held Monday, June 17, 2024 at 7:36 PM.

Motion Passed.
