Monroe County Board of County Commissioners met July 1.

Here are the minutes provided by the board:

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:15 a.m. by Chairman George E. Green.

The meeting opened with the Pledge of Allegiance.

Chairman George E. Green, Commissioner Doug Garmer and Commissioner Vicki Koerber were present.

Others present included County Clerk Jonathan McLean, State’s Attorney Ryan Webb, Sheila Wetzler, and Scott Woodsmall of the Republic-Times.

Chairman Green asked for public comments. George Bieber expressed concerns about medical bills he received while incarcerated at the Monroe County Jail.

Commissioner Koeber made a motion to approve the County bills and payroll for payment. Seconded by Commissioner Garmer. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve the minutes of the June 20, 2024 open and closed Board meetings. Second by Commissioner Garmer. All voting Aye. None Nay. None Absent. Motion carried.

There were no Oak Hill Care Center accounts payable to approve.

County Clerk Jonathan McLean presented the most current list of election judges. He explained that the Board needs to approve the list and he will file it with the circuit court for a hearing later this month. Commissioner Koerber made a motion to approve the list of election judges. Second by Commissioner Garmer. All voting Aye. None Nay. None Absent. Motion carried.

County Clerk Jonathan McLean presented a new service contract from Americom for technology services. The contract is month-to-month with a 90-day cancellation clause. The cost is $8,933.09 per month. Commissioner Koerber made a motion to approve the contract with Americom. Second by Commissioner Garmer. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Garmer made a motion to approve the reappointment of Kevin Koenigstein as Trustee to the Palmier Hill Cemetery Board for a term of three years with term to commence on July 2, 2024 and term to expire on July 1, 2027 or until a successor is appointed and has qualified. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Resolution #24-70

Commissioner Koerber made a motion to approve the appointments of William Rebholz, Sarah Bartosik and Sabrina Gummersheimer to the Community Mental Health 708 Funding Board, for a term of four years with term to commence on July 1, 2024 and term to expire on July 31, 2028 or until a successor is appointed and has qualified. Second by Commissioner Garmer. All voting Aye. None Nay. None Absent. Motion carried. Resolution #24-71

Commissioner Koerber made a motion to approve the reappointment of Aaron Metzger to the Monroe County Flood Prevention District, for a term of three years with term to commence on July 7, 2024 and term to expire on July 6, 2027 or until a successor is appointed and has qualified. Second by Commissioner Garmer. All voting Aye. None Nay. None Absent. Motion carried. Resolution #24-72

Commissioner Koerber made a motion to approve the reappointment of Aaron Metzger to the Southwestern Illinois Metropolitan and Regional Planning Commission Executive Committee for a term of one year with term to commence on June 1, 2024 and term to expire on May 31, 2025 or until a successor is appointed and has qualified. Second by Commissioner Garmer. All voting Aye. None Nay. None Absent. Motion carried. Resolution #24-73

State’s Attorney Ryan Webb discussed a proposed amendment to the zoning code to automatically deem variance applications approved and send them to the board of appeals in situations where there is a lack of quorum at the planning commission meeting. There have been two instances in the past year where the applicant showed up to a planning commission meeting and it had to be rescheduled due to lack of quorum. Since the planning commission is an advisory committee only, Mr. Webb recommends that the application should proceed to the board of appeals so that it does not create an inconvenience for the applicant. Commissioner Koeber made a motion to table the matter so she can research the matter further. Her motion to table was seconded by Commissioner Garmer. The matter was tabled.

County Engineer Aaron Metzger presented a resolution to enter into an agreement with the Village of Hecker for North Park Street Drainage Improvements. Commissioner Koerber made a motion to approve the agreement. Second by Commission Garmer. All voting Aye. None Nay. Motion carried. Resolution #24-74

There were no updates presented regarding the Sheriff’s Office Expansion.

Commissioner Koerber made a motion to go into closed session for the purpose of personnel and litigation. Second by Commissioner Garmer. All voting Aye. None Nay. None Absent. Motion carried. Resolution #24-75

The meeting was closed at 9:14 a.m.

Commissioner Koerber made a motion to come out of closed session. Second by Commissioner Garmer. All voting Aye. None Nay. None Absent. Motion carried. Resolution #24-76

The meeting was opened at 10:10 a.m.

Commissioner Koerber made a motion to adjourn. Second by Commissioner Garmer. All voting Aye. None Nay. None Absent. Motion carried.
