City of Red Bud Public Works Committee met June 17.

Committee Chairman Guebert called the meeting to order at 6:02 P.M.

Old Business

I. Power Plant

A. Plant Report

The new catalyst for generator #1 has been installed. NESHAP testing and URGE testing on unit #1 is scheduled for Monday, June 24th for requalification. URGE testing on the other units is scheduled for July 9th.

II. Utilities/Streets

A. Electric – IMEA Contract Extension Consideration – IMEA Representative Will Be at Meeting for Presentation and Questions

Kevin Gaden, Michael Glenn, and Sean McCarthy from IMEA gave a presentation on the city’s history with IMEA, projected costs, and information on the IMEA Contract Extension. The current contract ends on 09/30/35. The contract extension would cover 10/01/2035 – 05/01/2055. Superintendent Eckart has the extension packet.

New Business

I. Approval of Prior Month’s Meeting Minutes – Meeting April 15, 2024, and May 20, 2024

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt to approve the minutes from the April 15, 2024, and May 20, 2024 (No Quorum), meetings. Carried

II. Request Authorization for Transfer of Funds from Cash Accounts to Capital Accounts – Electric and Gas Funds

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt, to authorize approval to transfer $500,000 from the electric cash account to the electric capital fund and $150,000 from the gas cash to the gas capital fund. Carried

III. American Tower Lease Amendment Proposal

The amended lease gives Verizon an option of 1,000 more square feet on the cell tower and would increase the monthly lease payment to the city by $150/month. The attorney has reviewed the lease.

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt, to authorize approval of signatures of the Mayor and City Clerk on the Fourth Amendment to Option and Land Lease Agreement between the City of Red Bud and Cellco Partnership d/b/a Verizon Wireless. Carried

IV. Truck #27 Proposal – Authorization to Purchase New Bucket Truck

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Rheinecker, to authorize approval to accept the proposal from Global Rental Co., Inc., to purchase a new bucket truck #27, NTE $199,370. Carried

V. Proposal from Moore Asphalt – Street Sealing

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Donjon, authorize approval to accept the proposal from Moore Asphalt, Inc., for street sealing, NTE $30,050. Carried

VI. Utility Rate Studies

A. Rate Study - Electric

Eckart is requesting authority to get a quote for the cost and benefits of a rate study.

B. IRWA Rate Study – Water & Sewer

Eckart is planning to get IRWA to do a water & sewer rate study, at no cost to the city.

VII. Computer for Water Department

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Rheinecker, authorize approval to purchase a Dell computer for the water plant, NTE $1,200. Carried

VIII. Mill Street Ditch/Drainage (Lori Rees)

Lori Rees addressed the committee regarding the drainage between the properties of Ronald/Shirley Jaenke and Tom Westcott. The ditch is eroding to 25-30 feetwide, 13-14 feet deep and has become an eyesore and a safety hazard. She contends that this was caused by the curb and guttering which was installed on the south side of Mill Street in the 1980’s. Ms. Rees referenced city council minutes, e-mails, conversations with past city superintendent, USDA representative. She turned over her documentation to Superintendent Eckart. She is asking that the city rectify the issue. Ronald Jaenke said that the city caused the water to run over Jaenke’s property and has nothing to do with the culvert, which was removed from under the railroad tracks. Chairman Guebert said the committee and Superintendent Eckart will further review.
