City of Chester City Council met July 18.

Here are the minutes provided by the council:

I. CALL TO ORDER

The City Council of Chester, Illinois, met in regular session on Thursday, July 18, 2024, in the Municipal Building, 1330 Swanwick Street. Mayor Page called the meeting to order at 6:00 p.m.

II. ROLL CALL

Present: Alderman Robert Platt 

Alderman Bob Buckham

Alderman Randy Dudenbostel 

Alderman Alex Moore

Alderman Don Berry 

Alderman James Maes

Alderman Danny Valleroy

Absent: None

III. PLEDGE OF ALLEGIANCE

IV. OATH OF OFFICE OF APPOINTED OFFICAL

Tim Lochhead was sworn in by City Clerk Berner for office of Alderman—Ward 1.

V. READING OF MINUTES OF PREVIOUS MEETING

Alderman Maes moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Moore, Berry, Platt, Valleroy, Maes, Lochhead, Dudenbostel. Nays: None. Absent: None. Motion carried.

VI. CORRESPONDENCE

• Beautification/Tourism Commission minutes dated June 20, 2024

VII. REPORTS

Mayor:

Mayor Page advised Ames Construction is approximately one month behind schedule due to high water levels in the Mississippi River. After an inquire from Alderman Berry, Mayor Page stated David Duke from Ames Construction will be scheduling another Bridge Replacement Project meeting for the public.

City Treasurer:

City Treasurer Dan Colvis reinvested a Natural Gas Fund CD for $250,000.00 for a two-year term at 4.6% with LPL Financial. Secondly, the interest from the matured Natural Gas CD was invested in a money market with J.P. Morgan.

City Clerk:

The city clerk presented an application for raffle license for the Chester Parks and Recreation. Alderman Maes moved to issue the raffle licenses and waive the fidelity bond required of the raffle managers. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Maes, Berry, Dudenbostel, Lochhead, Moore, Platt, Valleroy. Nays: None. Absent: None. Motion carried.

A raffle license from Cartwright Concealed Carry was tabled for additional information.

VIII. COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Chairman Platt moved to approve payment of bills, subject to audit, and to include payment for Bert’s Auto Service in the amount of $125.20 (fiscal year, $225.20). Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Dudenbostel, Buckham, Platt, Maes, Valleroy, Lochhead. Nays: None. Absent: None. Motion carried.

Park & Recreation Committee (Chairman Moore):

Chairman Moore encouraged the community to attend the River City Rock Out event at Cole Park on July 27th.

Streets & Alleys Committee (Chairman Berry):

Chairman Berry stated City Engineers, City Clerk Berner and himself attended an ADA compliance meeting at J.A. Logan.

Beautification/Tourism Commission:

Alderman Maes moved to appoint Chelsie Halterman as a new member of the Beautification/Tourism Commission. Alderman Valleroy seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Buckham, Platt, Dudenbostel, Valleroy, Maes, Lochhead. Nays: None. Absent: None. Motion carried.

Park & Recreation Board:

Alderman Dudenbostel moved to appoint Courtney Hecht as a new member of the Park & Recreation Board. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Buckham, Platt, Dudenbostel, Valleroy, Maes, Lochhead. Nays: None. Absent: None. Motion carried.

ORDINANCE #1820 – ANNUAL APPROPRIATION ORDINANCE:

A hearing was held at 5:30 p.m. prior to the council meeting this evening in regard to the proposed Appropriation Ordinance. Alderman Dudenbostel moved to pass the Appropriation Ordinance for Fiscal Year 2025. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Buckham, Platt, Dudenbostel, Maes, Valleroy, Lochhead. Nays: None. Absent: None. Motion carried.

IL Warn – Water and Wastewater Mutual Aid Agreement:

After explanation from City Clerk Berner, Alderman Platt moved to pass the mutual aid assistance agreement for water and wastewater plant. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Buckham, Platt, Dudenbostel, Maes, Valleroy, Lochhead. Nays: None. Absent: None. Motion carried.

XIII. ADJOURNMENT

At 6:14 p.m., Alderman Maes moved to adjourn the meeting. Alderman Berry seconded the motion. VOTE: Ayes: Aldermen Platt, Moore, Berry, Buckham, Dudenbostel, Maes, Valleroy, Lochhead. Nays: None. Absent: None. Motion carried.
