City of Columbia City Council met Aug. 5.

Here are the minutes provided by the council:

A. Call Meeting to order

Mayor Hill called the city council of Columbia, Illinois to order at 7:00 PM.

8. Rollcall

Present: Aldermen Niemietz, Huch, Holtkamp, Riddle, Lawlor and Nobbe

Absent: Aldermen Khoury and Hitzemann

Quorum present.

Administrative Staff present:

City Administrator Douglas Brimm

City Attorney Terry Bruckert

Chief of Police Jason Donjon

Director of Public Works Mike Sander

Deputy Chief of Police Karla Heine

Finance Director/Treasurer Emily Voellinger

City clerk Derek Reichert

EMS Chief Kim Lamprecht

Deputy City Clerk Kelly Mathews

lT Director James Mitchell

City Engineer Chris Smith

C. Pledge of AIlegiance

Those-in attendance recited the Pledge of AIIegiance.

D. Proclamations /Recognitions /Presentations

Mayor Hill introduced Director of Finance/Treasurer Emily Voellinger.

There was-no public input.

F. Comments & Announcements - Mayor

Mayor Hill made reviewed the following:

• Shakespeare in the park was a great hit and well attended

• Electronic Recycling on August 3rd had a good turnout

• City of Columbia will host a shred Event in October

• The final Music in Metter park series was on August 4th

• Columbia Days Festival & Parade will be on August l6th & 17th

• School startsonAugust l5th

Mayor Hill also thanked everyone for their cooperation and understanding with the July 16th torrential rain event. Mayor Hill reported the City received around 8" of rain within a 6-hour window. Evaluations are underway regarding stabilization of the intersection of valmeyer Road at D Road.

G. Comments & Announcements -Aldermen

There were no Aldermen Comments & Announcements.

H. Comments & Announcements -Department Directors

Chief Donjon addressed recent Illinois State Police-led trafficking operation within Columbia. Chief Donjon stressed that the City of Columbia was just used as a host site for the ISP event.

I. Consent Agenda

City clerk Richert read the Consent Agenda.

1. Motion to approve minutes of the Regular City Council Meeting held Monday, July 15, 2024

2. Motion to approve minutes of the Closed Session of the City Council held Monday, July 15, 2024

3. Motion to authorize the payment of vouchers for the period from July 12, 2024 through July 31, 2024 in the amount of $342,679.32

4. Motion to Approve Special Event Application -Columbia Days Festival & Parade (August 16-17, 2024)

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

Motion:

lt was moved by Alderman Nobbe, and seconded by Alderman Huch, to approve the Consent Agenda as read.

Motion Passed.

Roll Call Vote results:

6 Aye: Aldermen Niemietz, Huch, Holtkamp, Riddle, Lawlor and Nobbe 0 Nay:

2 Absent: Khoury and Hitzemann

Unfinished Business

1. Ordinance No. 3679 Amending Title 5 of the Columbia Municipal Code to Provide for Licensure/Regulation of Mobile Vendors.

Motion:

It was moved by Alderman Holtkamp, and seconded by Alderman Lawlor, to Approve Ordinance No. 3679, an Ordinance Amending Title 5 of the Columbia Municipal Code to Provide for Licensure/Regulation of Mobile Vendors.

Motion Passed.

0 Nay:

2 Absent: Khoury and Hitzemann

K. New Business

1. Discussion of proposed Dog park-Admiral Trost park

Alderman Nobbe reviewed the dog park concept and answered questions from the Council.

There was no business addressed in Closed Session.

There were no announcements.

N. Adiourmment

Motion:

lt was moved by Alderman Niemietz, and seconded by Alderman Lawlor to adj.ourn the Regular City Council meeting held Monday, August 05, 2024 at 7:53 PM.

Motion Passed.
