PUBLIC HEARING OF THE PINCKNEYVILLE CITY COUNCIL
HELD MONDAY, AUGUST 26, 2024 FOR THE PROPOSED FEDERAL AND STATE FUNDED PROJECT CONSISTING OF THE REPLACEMENT OF SIDEWALK WITH NEW ADA-COMPLIANT SIDEWALK AND PEDESTRIAN LIGHTING IN THE COUNCIL CHAMBERS, CITY HALL
ROLL CALL
Mayor Robert L. Spencer called the public hearing for the proposed federal and state funded project consisting of the replacement of sidewalk with new ADA-compliant sidewalk and pedestrian lighting to order at 5:30 p.m. in the Council Chambers, City Hall. Members present: Commissioners Kevin B. Hicks, Joshua L. Kuhnert, Sammy D. Peradotta, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Administrative staff present: Deputy City Clerk Terri Lindner, City Attorney Don Bigham, Fire Chief Curtis Miller, and Economic Development Coordinator Carrie Gilliam. HMG Engineer Mark O’Brien was also in attendance
PUBLIC HEARING
City Attorney Don Bigham stated this public hearing allows interested parties an opportunity to express their views and ask questions on the proposed federal and state funded project consisting of the replacement of sidewalks with new ADA-compliant sidewalk featuring stamped concrete and pedestrian lighting called ITEP. Attorney Don Bigham asked Mark O’Brien to talk about the project. Engineer O’Brien stated that the City of Pinckneyville has applied for this grant before. He stated that there is no design as of right now but explained that the sidewalks will be replaced with ADA-compliant sidewalks, new lighting and will begin on South Walnut from Water Street and run to Randolph Street. Commissioner Kuhnert asked questions about the ADA compliant details of the sidewalk. Engineer O/Brian explained what the ADA-compliant sidewalks consisted of. Resident Jim Gielow asked if the water lines were in consideration of being replaced before this project is done. He stated that there have been a lot of repairs along this stretch of road and that they needed replaced. Engineer O’Brien said it will all be looked at. Engineer O’Brien explained that this grant is a 3-million-dollar maximum grant. He also explained how the state and federal funding amounts work with using our community score as well as project federal forgiveness up to 50%. Local business owner Laura Loos asked if there were other surrounding towns that are participating in the ITEP. Engineer O’Brien mentioned a few towns in Southern Illinois that are benefiting from this program as well. Mayor Spencer stated that the drainage along Walnut Street is being looked at. They have plans to redo all the drains. Local business owner Laura Loos asked if the street is being widened. It was answered by Engineer O’Brian with a no. After no further questions or comment, the meeting was called to adjourn.

Motion made by Commissioner Kuhnert, seconded by Commissioner Peradotta to close the public hearing. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried and the public hearing was adjourned at 5:43 p.m.
