City of Columbia City Council met Sept. 3.

Here are the minutes provided by the council:

A. Call Meeting to order 

Mayor Hill called the city council of columbia, Illinois to order at 7:00 PM. 

8. Rollcall 

Present: Aldermen Niemietz, Huch, Holtkamp, Riddle, Khoury, Lawlor, Nobbe, and Hitzemann. 

Absent: None. 

Quorum present. 

Administrative Staff present: 

City Clerk Derek Reichert City Attorney Terry Bruckert City Engineer Chris Smith 

City Administrator Douglas Brimm Chief of Police Jason Donjon EMS Chief Kim Lamprecht

Mayor Hill asked everyone to join him in a moment of silence in remembrance of Crawford Bryant, a sophomore at Columbia High School who tragically lost his life over the weekend.

Mayor Hill proclaimed September 17-13, 2024 as Constitution Week. 

2. Oath of office-Sergeant Kvle Hannon 

Mayor Hill administered the Oath of Office to Sergeant Kyle Hannon. 

E. Public lnput 

1. Mr. Carl Woodcock addressed the Council in regards to storm water drainage at his residence not properly exiting the property. 

2. Mr. Dan Jung addressed the Council in support of Mr. Woodcock and the storm water drainage issues.

I. Consent Agenda ___ 

City clerk Reichert read the Consent Agenda. 

1. Motion to approve minutes of the Regular City Council Meeting held Monday, August 19, 2024 

2. Motion to Approve Closed Session Minutes of the August 19, 2024 Regular City Council Meeting 

3. Motion to authorize the payment of vouchers forthe period from August 14, 2024 through August 27, 2024 in the amount of $140,302.20 

4. Motion to Approve statement of Funds July 31, 2024 

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none. 

Motion: 

Itwas moved by Alderman Hitzemann, and seconded by Alderman Lawlor, to approve the Consent Agenda as read. 

Motion Passed.

I. Unfinished Business 

1. Ordinance No. 3680 Amending Chapter 16.03 of the Columbia Municipal Code to Amend Requirements Pertaining to Final Plats of Land Subdivisions. 

Motion: 

lt was moved by Alderman Holtkamp, and seconded by Alderman Nobbe, to approve Ordinance No. 3680, an Ordinance Amending Chapter 16.03 of the Columbia Municipal Code to Amend Requirements Pertaining to Final Plats of Land Subdivisions 

Motion Passed.

2. Ordinance No. 3681 Approving a Zoning Map Amendment to Rezone Parcel #04-09-400- 003-000, Located on Quarry Road, between Palmer Creek Drive and Laura Court, From A-1 Agricultural District to R-3 One-Family Dwelling District.

lt was moved by Alderman Huch, and seconded by Alderman Khoury, to approve Ordinance No. 3681, an Ordinance Approving a Zoning Map Amendment to Rezone Parcel #04-09-400-003-000, Located on Quarry Road, between Palmer Creek Drive and Laura Court, From A-1 Agricultural District to R-3 One-Family Dwelling District. 

Motion Passed.

Motion: 

It was moved by Alderman Lawlor, and seconded by Alderman Niemietz, to approve Ordinance No. 3682, an Ordinance Amending Chapter 5.04 and Title 9 of the Columbia Municipal Code to Regulate the Sale to and Possession of Tobacco and Alternative Nicotine Products by Minors. 

Motion Passed.

K. NewBusiness 

1. Discussion of Briegel street Drainage study Findings 

City Administrator Doug Brimm and City Engineer Chris Smith reviewed the findings from the Gonzalez Companies pertaining to the intersection of Briegel and Rauch. 

L. Closed session 

There was no business addressed in Closed Session. 

M. Announcements 

Mayor Hill announced that the annual Songs4Soldiers event will be held September 13th and 14th at Bolm-Schuhkraft Park. 

N. Adjournment 

Motion: 

It was moved by Alderman Riddle, and seconded by Alderman Huch, to adjourn the Regular City Council meeting held Tuesday, September 03, 2024 at 7:43 PM. 

Motion Passed.
