City of Chester City Council met Oct. 7.

Here are the minutes provided by the council:

I. CALL TO ORDER

The City Council of Chester, Illinois, met in regular session on Monday, October 7, 2024, in the Municipal Building, 1330 Swanwick Street. Mayor Page called the meeting to order at 6:00 p.m.

II. ROLL CALL

Present: Alderman Bob Buckham Alderman Robert Platt

Alderman James Maes Alderman Danny Valleroy

Alderman Don Berry Alderman Randy Dudenbostel

Absent: Alderman Alex Moore Alderman Tim Lochhead

III. PLEDGE OF ALLEGIANCE

IV. READING OF MINUTES OF PREVIOUS MEETING

Alderman Maes moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Maes, Berry, Dudenbostel, Buckham, Valleroy. Nays: None. Absent: Aldermen Lochhead, Moore. Motion carried.

V. CORRESPONDENCE

• Letter of Resignation from Water Plant Employee Ricky Casten

• Letter of Resignation from Park Board Members Courtney Hecht and Jeremy Hargis

• Chester Library Appreciation Day for Betty Welge on 11/12/24 from 1 p.m.-3 p.m.

• Tax Revenue Report provided by City Clerk Berner

VI. REPORTS

Mayor:

Mayor Page advised Ames Construction laborers are now working evenings. Mayor Page stated that in the next 60 days, people should be able to see part of the bridge structure coming out of the water.

VII. COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Platt moved to approve payment of bills, subject to audit. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Valleroy, Maes, Platt, Buckham, Dudenbostel. Nays: None. Absent: Aldermen Lochhead, Moore. Motion carried.

Alderman Platt moved to approve the monthly report of the Evergreen Cemetery Clerk as presented. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Maes, Platt, Valleroy, Buckham, Dudenbostel. Nays: None. Absent: Aldermen Lochhead, Moore. Motion carried.

Streets & Alleys Committee (Chairman Berry):

Alderman Berry reported that the city has been told by Menard Correctional Center that it can no longer take yard debris to the prison. Alderman Berry stated the city has found another spot for disposal of debris.

VIII. DEPARTMENT HEADS

Fire Department ( Marty Bert)

Fire Chief Marty Bert advised the fire department responded to eight calls for service in September.

Sewer Plant Employee:

Alderman Buckham moved to approve Bobby Roberts for employment at the sewer plant. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Maes, Dudenbostel, Platt, Buckham. Nays: None. Absent: Aldermen Lochhead, Moore. Alderman Valleroy abstained. Motion carried.

Library Employees:

Alderman Maes moved to approve Sonia Rosales for part-time employment at the library. Alderman Valleroy seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Valleroy, Maes, Dudenbostel, Platt, Buckham. Nays: None. Absent: Aldermen Lochhead, Moore. Motion carried.

Auxiliary Firefighter:

Alderman Berry moved to approve Brandon Cole for as an auxiliary firefighter. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Valleroy, Maes, Dudenbostel, Platt, Buckham. Nays: None. Absent: Aldermen Lochhead, Moore. Motion carried.

Riverview Blvd. – Water Main Replacement:

Alderman Valleroy moved to accept the bid from Korte Luitjohan Contractors, Inc. for $279,458.50 for water line replacement on Riverview Blvd. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Valleroy, Maes, Dudenbostel, Platt, Buckham. Nays: None. Absent: Aldermen Lochhead, Moore. Motion carried.

Water Department – Vacancy:

Alderman Maes moved to advertise for employment at the water plant. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Valleroy, Maes, Dudenbostel, Platt, Buckham. Nays: None. Absent: Aldermen Lochhead, Moore. Motion carried.

ORDINANCE #1821—AN ORDINANCE AMENDING ARTICLE III, SECTION 1-3-1 (B) OF CHAPTER 1 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS, RELATING TO THE CITY CLERK’S SALARY:

Alderman Dudenbostel moved to approve Ordinance #1821 establishing the salary for the city clerk. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Maes, Dudenbostel, Platt, Buckham. Nays: Aldermen Valleroy. Absent: Aldermen Lochhead, Moore. Motion carried.
