City of Red Bud Recreational Facilities Committee met Oct. 21.

Here are the minutes provided by the committee:

Committee Members Present: Kyle Donjon, Bill Hanebutt, Jeremy DeMond, Rodney Nevois, Alan Piel

Committee Members Absent: None

Council Members Present: Ben Schwartzkopf, Curt Guebert, Mike Rheinecker

Council Members Absent: None

Others Present: Mayor Susan Harbaugh, City Attorney Rebecca Cooper, City Superintendent Josh Eckart, Code Admin/City Engineer Jeff Mueller, Police Chief John Brittingham, Admin. Officer Jill Landgraf, City Clerk Joanne Cowell

Committee Chairman Donjon called the meeting to order at 6:57 P.M.

New Business

I. Approval of Prior Month’s Meeting Minutes – September 16, 2024 Recommendation made by Committee Chairman Donjon, seconded by Committee Member Nevois to approve the minutes from the September 16, 2024, meeting. Carried

II. Park Shelter Reservation Fees

Committee Chairman Donjon is proposing changing the ordinance waiving park shelter fees for organizations, to streamline meetings.

Recommendation made by Committee Chairman Donjon, seconded by Committee Member Nevois to authorize approval to change Ordinance 93-8 (E) adding “Not-for profit organizations, schools and churches may reserve a shelter by applying for a reservation at the City Hall and will have the fee waived.” Carried

III. Approval to Pay Sydenstricker Nobbe Partners Invoice

Superintendent Eckart said that the invoice from Sydenstricker for the park mower was inadvertently missed. Sydenstricker is trying to close out their books for the year and is requesting that this be paid before the end of the month. The mower was approved and has been received by the city.

Recommendation made by Committee Chairman Donjon, seconded by Committee Member Hanebutt to authorize approval of the invoice from Sydenstricker Nobbe for the park’s mower in the amount of $13,812.24. Carried

IV. Approval to Install Wm. Melly Memorial Stone at Ratz Park Recommendation made by Committee Chairman Donjon, seconded by Committee Member Hanebutt to authorize approval of the request from the Red Bud History Museum and Parks Committee to place the Wm. Melly Memorial Stone at Ratz Park, as presented. Carried

V. YMCA Pool Report

Adm. Officer Landgraf noted that the YMCA pool report is not final, but that they felt the numbers were pretty accurate and the city will owe the YMCA $34,874 for pool management for 2024. There are administrative fees which the YMCA has not billed the city for but plans on billing for in the next contract. Looking forward, Landgraf said she sees a couple of options for 2025: move ahead as we have this past year with the YMCA running everything; the city manage the pool and have the YMCA certify and train the lifeguards. Committee Chairman Donjon noted that he has not been impressed with the YMCA and feels that they have not met many of the contract requirements and feels that other options should be entertained. Landgraf said that with the state and age of the pool, the YMCA does not want to be responsible for water management. There is the issue with the sand. Eckart said that the YMCA has been trained on pump/water operations and the aquatic personnel have not done their job. Committee Chairman Donjon said the pool had not been vacuumed as it should. There are also issues with the life guards all standing around doing nothing and the snack stand not being manned.

VI. Pool Action Items

Mayor Harbaugh, Eckart, and Landgraf did a walk though at the pool to determine pool action items, which were included in the packets. The roof has a leak and needs to be repaired before the painting and tuckpointing of the pool house. Separating general maintenance items from major repairs was suggested. Mayor Harbaugh said they would work on that, try to get an estimate on the roof repair and bring the information to the next committee meeting. The sand is a major item, and it is unknown how much of a problem it is since the pool was not being vacuumed during the season as it should be.
