Monroe County Board of County Commissioners met Oct. 28.

Here are the minutes provided by the board:

The special meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:00 a.m. by Chairman George E. Green. 

The meeting opened with the Pledge of Allegiance.

 Chairman George E. Green, Commissioner Vicki Koerber and Commissioner Doug Garmer were present. 

Others present included County Clerk Jonathan McLean, County Treasurer Kevin Koenigstein, Deputy Treasurer Scott Marquart, Regional Superintendent of Schools Kelton Davis, and Sheila Wetzler. 

Chairman Green asked for public comments. Pat Kelly expressed concerns about additional compensation to Mr. Davis to be the County Truancy Officer. 

Commissioner Koerber made a motion to approve the following County bills for payment. Second by Commissioner Garmer. All voting Aye. None Nay. None Absent. Motion carried.

Alicia Emmerich presented the budget for the County nursing home. 

Regional Superintendent of Schools Kelton Davis came before the Board to request an increase in the compensation for County Truancy Officer. Mr. Davis serves as the truancy officer. The request was taken under advisement by the Board. 

Commissioner Koerber made a motion to approve a franchise agreement with Spectrum Mid-America, LLC, also known as Charter Communications. Second by Commissioner Garmer. All voting Aye. None Nay. None Absent. Motion carried. 

Mr. Koenigstein reviewed the final draft copy of the fiscal year 2025 budget. There was a short discussion on the 2024 property tax levy (payable 2025). The estimated levy will be less than 5% due to the PTELL cap of 3.4%.

 Commissioner Koeber left the meeting at 9:00 a.m. 

Commissioner Garmer made a motion to adjourn. Second by Chairman Green. All voting Aye. None Nay. Commissioner Koeber Absent. Motion carried. 

Meeting adjourned at 9:33 a.m.
