City of Red Bud City Council met Nov. 18.

The City Council of Red Bud, Randolph County, Illinois met on Monday, November 18, 2024, at 7:31 P.M. at Red Bud City Hall, City Council Chambers. 

Members Present: Mayor Susan Harbaugh, Ben Schwartzkopf, Curt Guebert, Mike Rheinecker, Bill Hanebutt, Rodney Nevois, Kyle Donjon

Members Absent: Jeremy DeMond, Alan Piel

Others Present: City Attorney Rebecca Cooper, City Superintendent Josh Eckart, Code Admin./City Engineer Jeff Mueller, Police Chief John Brittingham, Administrative Officer Jill Landgraf, City Clerk Joanne Cowell

I. Call to Order at 7:31 P.M. by Mayor Susan Harbaugh

Motion made by Council Member Nevois, seconded by Council Member Schwartzkopf to authorize approval to reinvest $100,000 Sewer Fund at Dieterich Bank for six months at 4.65% rate off interest, $750,000 Electric Fund and $150,000 Gas Fund at Buena Vista National Bank for a term of one year at 4.45% rate of interest, and $1,000,000 Streets Fund at Dieterich Bank for a term of one year at 4.45% rate of interest. The vote was as follows: Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; Nevois, aye; Donjon, aye. Motion carried. 

IV. Approval of IP Voice Phone Transfer

Motion made by Council Member Hanebutt, seconded by Council Member Guebert to authorize approval of the proposals from Harrisonville Telephone Company and Complete Technology Solutions for the IP voice phone transfer system. The vote was as follows: Guebert, aye; Rheinecker, aye; Hanebutt, aye; Nevois, aye; Donjon, aye; Schwartzkopf, aye. Motion carried. 

V. Ratz Park Power Pole Auto Accident – Recommendation from Insurance Company The city’s insurance company is recommending that the city sign the release for $25,000 from the party responsible for the damage to the Ratz Park power pole (approximately $40,000), leaving the city to pay $15,000. Superintendent Eckart will ask the insurance representative to contact City Attorney Cooper to clarify the recommendation. No Action Taken

VI. Pool Management

Motion made by Council Member Donjon, seconded by Council Member Hanebutt to authorize approval of payment of the YMCA invoice for $33,978 for the 2024 pool management. The vote was as follows: Rheinecker, aye; Hanebutt, aye; Nevois, aye; Donjon, aye; Schwartzkopf, aye; Guebert, aye. Motion carried. 

VII. Pool Structure and Functionality

This will be discussed at the December council meeting when more information in available regarding cameras. No Action Taken

VIII. Public/Guest Comment

Mayor Harbaugh thanked the Christmas Decoration Committee, utility workers, the business owners, volunteers, and residents for getting the city ready for the FOX Channel 2 broadcast, highlighting Red Bud. The energy and enthusiasm were great. She also thanked UltraSite for the square collection and the jukebox bingo fundraising on the City’s behalf.

IX. Adjournment

Motion made at 7:38 P.M. by Council Member Hanebutt, seconded by Council Member Guebert, to adjourn the meeting. The vote was as follows: all ayes. Motion carried.
