The City Council of Red Bud, Randolph County, Illinois met on Monday, December 2, 2024, at 6:00 P.M. at the Red Bud City Hall, Council Chambers.

Members Present: Mayor Susan Harbaugh, Curt Guebert, Mike Rheinecker, Bill Hanebutt, Jeremy DeMond, Rodney Nevois, Kyle Donjon

Members Absent: Ben Schwartzkopf, Alan Piel

VII. Correspondence, Public and Guest Comments

A. Ron Deedrick from Illinois Realtors – Check Presentation for Comprehensive Plan

Ron Deedrick, Rick Swain, Erica Kirk, and Trisha Brand presented a check for $7,500 from the Southern Illinois Board of Realtors to go toward the cost of the city’s comprehensive plan update. Mayor Harbaugh thanked the SIBR for their support and generous donation.

B. UltraSite – Check Presentation for Dog Park

Mike Moll and Mandy Creek from UltraSite presented a check for $8,893 to go toward the Lincoln Park Dog Park Project. Mr. Moll thanked everyone in the community for their participation in the Jukebox bingo and street collection, which made this donation possible. Council Member Hanebutt thanked the employees of UltraSite and their volunteers in promoting community volunteerism and spirit.

A. Finance Committee - Meeting November 18, 2024

1. Maturing CDs

2. Kristen Rahn Loan Update

The required appraisal did not support the conditions of the loan.

Ms. Rahn is open to committing to a life insurance policy and collateral to meet the requirements of an economic loan. Ms. Rahn would like to start the renovations with the apartment, the milk shop retail space and potentially the beer garden area and not start on the restaurant and speak-easy until later, because she feels that she can get that done and begin to earn some income. Council Member Rheinecker feels that the city would need to know the cash value of the life insurance policies and then consider the value of the houses that Rahn owns in Red Bud, to be able to collateralize the $300,000 loan. This will go back to the Economic Development Committee for discussion. The committee will make a recommendation to the City Council. Rheinecker feels like the best option would be to complete the renovation on the restaurant and start generating some income; that the retail space revenue will be very limited. To summarize, the city is looking for collateralization to match the loan and if the collateralization is not there, then a meeting needs to take place to see where it all goes from here for the loan. Rahn should get appraisals on the property which she presently owns in Red Bud and give a better presentation of the retail space plans and present itemized renovation costs/total budget to the committee.

B. Personnel Committee - Meeting November 18, 2024

1. Ordinance No. 1555 – Employee Training Request

Motion made by Council Member DeMond, seconded by Council Member Rheinecker, to authorize approval of Ordinance No. 1555: “AN ORDINANCE AMENDING TITLE III, CHAPTER 41 OF THE CITY OF RED BUD CODE OF ORDINANCES 2021 PERTAINING TO EMPLOYEE & PERSONNEL POLICY.” The vote was as follows: DeMond, aye; Nevois, aye; Donjon, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye. Motion carried.

C. Public Health & Safety Committee - Meeting November 18, 2024

1. Potential Crossing Guard Hiring

Motion made by Council Member Hanebutt, seconded by Council Member Donjon, to authorize approval to hire Wyatt Dugan as crossing guard at the normal rate of pay, pending physical and drug test results. The vote was as follows: Nevois, aye; Donjon, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye. Motion carried.

D. Public Works Committee - Meeting November 18, 2024

1. Succession Planning

A. Recommendation for Electric Leadman Position

Motion made by Council Member Guebert, seconded by Council Member Hanebutt, to authorize approval to promote Cliff Crafton to the electric leadman in training position at the rate of $39.68/hour, with step increases as presented, effective December 11, 2024. Crafton would remain eligible for any other pay increases as approved by the city council. The vote was as follows: Donjon, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye. Motion carried.

2. Training Request for Derek Allen - IRWA

Motion made by Council Member Guebert, seconded by Council Member Nevois, to authorize approval to send Derek Allen to training entitled “IRWA, EPA, NRWA Training Program” on January 9, 2025, in Woodlawn, IL, NTE $500. The vote was as follows: Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye. Motion carried.

3. Water Department Contract Operator – Approval of EPA & AW Services Contract

Approval of renewing the water contract operator proposal, which

ends December 31, 2024. The same fees apply.

Motion made by Council Member Guebert, seconded by Council Member Rheinecker, to authorize approval to renew the water department contract operator EPA & AW Services contract. The vote was as follows: Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Guebert, aye. Motion carried.

4. Approval of BHMG Master Services Agreement

Motion made by Council Member Guebert, seconded by Council Member Hanebutt, to authorize approval of the BHMG Master Services Agreement. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Guebert, aye; Rheinecker, aye. Motion carried.

G. Recreational Facilities – Meeting November 18, 2024

1. Pool Structure and Functionality

Council Member Nevois contacted Mike Ehret, Ehret Plumbing, regarding camera scoping the pool pipes. His proposal is to use two different sized cameras to try and locate the pool/sand issue. If a break in the pipe is found, the camera can pinpoint it within one foot. His proposal is for $5,025. Vic Mohr confirmed that the backfill of the pipes was sand. Both Mike Ehret and Vic Mohr feel that there must be a break in the pipe for the sand to be getting into the filters. The pipes remain under the closed off baby pool, the pipes have close off valves on them and the drain was plugged and concreted.

The roof estimated repair is $28,00 for a new insulated roof with metal and gutters. Nevois will secure some roofing bids.

Guebert asked about the filtration system cost, to get a handle on the whole cost. Donjon said the current pump and filter still works.

Motion made by Council Member Donjon, seconded by Council Member Rheinecker, to authorize approval of the proposal for Ehret Plumbing to scope the pool pipes, NTE 6,000. The vote was as follows DeMond, aye; Nevois, aye; Donjon, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye. Motion carried.
