MINUTES OF A PUBLIC HEARING HELD MONDAY, DECEMBER 9, 2024 FOR THE TRUTH IN TAXATION PUBLIC HEARING FOR THE PROPOSED TAX INCREASE FOR THE PINCKNEYVILLE PUBLIC LIBRARY OF THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS IN THE COUNCIL CHAMBERS, CITY HALL
ROLL CALL
Mayor Robert L. Spencer called the public hearing to order at 5:30 p.m. in the Council Chambers, City Hall, for the truth in taxation hearing for the proposed tax increase for the Pinckneyville Public Library of the City of Pinckneyville, Perry County, Illinois. Members present: Commissioners Kevin B. Hicks, Joshua L. Kuhnert, Sammy D. Peradotta, Wiliam B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, Library Director Alex Fisher, and five Library Board Members: Charlene Butcher, Jonathan Harris, Sarah Issler, Barry Kellerman, and Jill Tegethoff.
PUBLIC HEARING
City Attorney Don Bigham stated this public hearing is being held in compliance with the Truth in Taxation Act. The City is proposing a tax levy ordinance for the Pinckneyville Public Library separate from the City’s tax levy ordinance because they are proposing to increase the library tax levy from $52,550.70 last year to $66,000.00 this year, representing a 25.59% increase. The library can use the additional funding to cover expenses including those that the City has been assisting with over the years. The ordinance will be placed on file at the City Council meeting following this public hearing and will be approved at the following City Council meeting on December 23, 2024.
PUBLIC COMMENT
Library Director Alex Fisher agreed the library can use the additional funds. Library Board Member Charlene Butcher said the entire board echoes that comment.
CLOSE PUBLIC HEARING
Motion made by Commissioner Hicks, seconded by Commissioner Kuhnert to close the public hearing. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried and the public hearing was adjourned at 5:33 p.m.
