ROLL CALL
Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Kevin B. Hicks, Joshua L. Kuhnert, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, and City Attorney Don Bigham. The Pledge of Allegiance was led by Commissioner Stotlar.
PREVIOUS MINUTES
Commissioner Peradotta made a motion to approve the minutes of November 25, 2024, Regular Council Meeting. The motion was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
TREASURER’S REPORT
Commissioner Stotlar reviewed the treasurer’s report and stated that Total Gross Payroll was $2,408,683.31 for the payroll period ending November 2024, up from last year. He stated that the regular hours of 87,192.50 and overtime hours of 2,106, were both up from last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
ACCOUNTS PAYABLE
Commissioner Stotlar made a motion to approve the accounts payable, with the addition of six invoices: Egyptian Electric – four invoices totaling $418.30; Frontier - $84.87; Illinois Fire & Police Commissioner Association - $400.00; for a total added of $903.17. The motion was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2024-51 TO ACCEPT BID PROPOSAL FROM SENTINEL EMERGENCY SOLUTIONS, LLC FOR PURCHASE OF A MINI-PUMPER FIRE TRUCK

RESOLUTION NO. R-2024-48 TO ENTER INTO A CERTIFIED WATER OPERATOR SERVICES AGREEMENT WITH ALBERS WATER SERVICES, LLC
Commissioner Kuhnert introduced Resolution No. R-2024-48, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a Certified Water Operator Services Agreement with Albers Water Services, LLC. Commissioner Kuhnert made a motion to place on file Resolution No. R-2024-48, which was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
APPROVAL OF ESTIMATE FROM HAIER PLUMBING & HEATING, INC. FOR GORDON STREET LIFT STATION AUXILIARY PUMP CONNECTION REPAIR
Commissioner Kuhnert requested approval of an estimate from Haier Plumbing & Heating, Inc., in the amount of $25,500.00 for the Gordon Street Lift Station auxiliary pump connection repair to be paid from the Sewer Fund. He stated this repair is required by EPA. Commissioner Kuhnert made a motion to approve the repairs, which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
RESOLUTION NO. R-2024-52 TO ACCEPT A PROPOSAL FROM HAIER PLUMBING & HEATING, INC., TO FURNISH LABOR AND MATERIALS AND TO APPROVE THE AWARD OF A CONTRACT FOR THE IL-154 AND FAIRGROUND ROAD WATER MAIN REPLACEMENT PROJECT
Commissioner Kuhnert introduced Resolution No. R-2024-52, a resolution to be placed on file, to accept a proposal from Haier Plumbing & Heating, Inc., to furnish labor and materials and to approve the award of a contract for the IL-154 and Fairground Road water main replacement project. Commissioner Kuhnert made a motion to place on file Resolution No. R-2024-52, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
ORDINANCE NO. O-2024-14 LEVYING FOR TAXES FOR CORPORATE PURPOSES OF THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, FOR THE FISCAL YEAR COMMENCING MAY 1, 2024, AND ENDING APRIL 30, 2025
Commissioner Stotlar presented Ordinance No. O-2024-14, an ordinance placed on file at the November 25, 2024, regular council meeting, levying for taxes for corporate purposes of the City of Pinckneyville, Perry County, Illinois, for the fiscal year commencing May 1, 2024, and ending April 30, 2025. Commissioner Stotlar made a motion to approve Ordinance No. O-2024-14, which was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
ORDINANCE NO. O-2024-15 LEVYING FOR TAXES FOR THE PINCKNEYVILLE PUBLIC LIBRARY OF THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, FOR THE FISCAL YEAR COMMENCING MAY 1, 2024, AND ENDING APRIL 30, 2025
Commissioner Stotlar introduced Ordinance No. O-2024-15, an ordinance to be placed on file, levying for taxes for the Pinckneyville Public Library of the City of Pinckneyville, Perry County, Illinois, for the fiscal year commencing May 1, 2024, and ending April 30, 2025. Commissioner Stotlar made a motion to place on file Ordinance No. O-2024-15, which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
PUBLIC COMMENT
Genevieve Hester requested members of the Council to provide voice-overs for Christmas.
Jeff Egbert asked if the two employment contracts would be read after executive session and the Mayor confirmed they would.
ADJOURNMENT TO EXECUTIVE SESSION
Motion by Commissioner Peradotta, seconded by Commissioner Kuhnert to move the meeting to Executive Session at 6:09 p.m. for the discussion of: Section 2 (c) (1) Appointment, employment, compensation, discipline, performance, or dismissal of an employee and Section 2 (c) (11) Litigation, pending or probable. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
RETURN TO REGULAR MEETING
Motion by Commissioner Kuhnert, seconded by Commissioner Stotlar to return to the regular meeting at 6:55 p.m. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
RESOLUTION NO. R-2024-49 AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO AN EMPLOYMENT CONTRACT WITH MELISSSA S. KELLERMAN (CITY CLERK)
Mayor Spencer introduced Resolution No. R-2024-49, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into an Employment Contract with Melissa S. Kellerman (City Clerk). The Council agreed to change Item 3 - Compensation to provide for backpay to June 1, 2024, at a rate of $33.10 per hour, then rate increase to $34.20 per hour on June 1, 2025, then rate increase to $35.30 per hour on June 1, 2026. Commissioner Peradotta made a motion to place on file Resolution No. R-2024-49, which was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
RESOLUTION NO. R-2024-50 AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO AN EMPLOYMENT CONTRACT WITH CARRIE GILLIAM (ECONOMIC DEVELOPMENT COORDINATOR/ZONING ADMINSTRATOR)
Mayor Spencer introduced Resolution No. R-2024-50, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into an Employment Contract with Carrie Gilliam (Economic Development Coordinator/Zoning Administrator). The Council agreed to rates of pay in Item 3 – Compensation as $29.41 effective January 1, 2025, $30.51 effective January 1, 2026, and $31.61 effective January 1, 2027. Commissioner Kuhnert made a motion to place on file Resolution No. R-2024-50, which was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
