City of Pinckneyville City Council met Dec. 23.

Here are the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Absent: Commissioner Joshua L. Kuhnert. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman. The Pledge of Allegiance was led by Commissioner Hicks.

PREVIOUS MINUTES

Commissioner Peradotta made a motion to approve the minutes of December 9, 2024, Public Hearing, and December 9, 2024, Regular Council Meeting. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the treasurer’s report and stated that the ending balance total for the period ending November 2024 was $11,037,565.11 and unrestricted balance total was $2,680,874.24, both up from last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar made a motion to approve the accounts payable, with the addition of two invoices from Sparklight totaling $183.90. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Hicks stated the Duster Thomas Hoops Classic will be held at Thomas Gym Friday, Saturday, and Monday, December 26, 27, and 30. There will be 16 teams in town for the tournament.

PURCHASE VEHICLE RADIO REPEATER FROM ROY WALKER COMMUNICATIONS

Commissioner Hicks requested approval to purchase one vehicle radio repeater from Roy Walker Communications at a total cost of $2,827.00 to be paid from the Police Account. He stated this is for the new police car and should be more efficient in the transmission of police calls. Commissioner Hicks made a motion to approve the purchase, which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2024-54 ESTABLISHING AND DESIGNATING SCHOOL SPEED ZONES AROUND ST. BRUNO SCHOOL CAMPUS

Commissioner Hicks presented Resolution No. R-2024-54, a resolution establishing and designating School Speed Zones within the City of Pinckneyville, Perry County, Illinois. This establishes a 20-mph school speed zone around the St. Bruno School Campus for safety purposes. Commissioner Hicks made a motion to approve Resolution No. R-2024-54, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2024-55 AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO AN EMPLOYMENT CONTRACT WITH KENNETH L. KELLEY (CHIEF OF POLICE)

Commissioner Hicks introduced Resolution No. R-2024-55, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into an Employment Contract with Kenneth L. Kelley (Chief of Police). Commissioner Hicks made a motion to place on file Resolution No. R-2024-55, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2024-56 TO ENTER INTO A CERTIFIED WATER OPERATOR SERVICES AGREEMENT WITH ALBERS WATER SERVICES, LLC

Mayor Spencer, on behalf of Commissioner Kuhnert, presented Resolution No. R-2024-56, formerly listed as Resolution No. R-2024-48 in error, a resolution placed on file at the December 9, 2024, regular council meeting, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a Certified Water Operator Services Agreement with Albers Water Services, LLC. Commissioner Stotlar made a motion to approve Resolution No. R-2024-56, which was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2024-52 TO ACCEPT A PROPOSAL FROM HAIER PLUMBING & HEATING, INC., TO FURNISH LABOR AND MATERIALS AND TO APPROVE THE AWARD OF A CONTRACT FOR THE IL-154 AND FAIRGROUND ROAD WATER MAIN REPLACEMENT PROJECT

Mayor Spencer, on behalf of Commissioner Kuhnert, presented Resolution No. R-2024-52, a resolution placed on file at the December 9, 2024, regular council meeting, to accept a proposal from Haier Plumbing & Heating, Inc., to furnish labor and materials and to approve the award of a contract for the IL-154 and Fairground Road water main replacement project. Commissioner Peradotta made a motion to approve Resolution No. R-2024-52, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2024-53 FOR THE 2025 MOTOR FUEL TAX MAINTENANCE PROGRAM

Commissioner Peradotta introduced Resolution No. R-2024-53, a resolution to be placed on file for the 2025 Motor Fuel Tax Maintenance Program. Commissioner Peradotta replaced page 1 of the resolution included in the original packet which had an incorrect written amount. The correct amount for the 2025 Motor Fuel Tax Maintenance Program is $230,000.00. Commissioner Peradotta then made a motion to place on file Resolution No. R-2024-53, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2024-15 LEVYING FOR TAXES FOR THE PINCKNEYVILLE PUBLIC LIBRARY OF THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, FOR THE FISCAL YEAR COMMENCING MAY 1, 2024, AND ENDING APRIL 30, 2025

Commissioner Stotlar presented Ordinance No. O-2024-15, an ordinance placed on file at the December 9, 2024, regular council meeting, levying for taxes for the Pinckneyville Public Library of the City of Pinckneyville, Perry County, Illinois, for the fiscal year commencing May 1, 2024, and ending April 30, 2025. Commissioner Stotlar made a motion to approve Ordinance No. O-2024-15, which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

SET MUNICIPAL CALENDAR FOR 2025 CITY COUNCIL MEETINGS

Mayor Spencer announced the Pinckneyville City Council will hold regular council meetings on the second and fourth Mondays of each month at 6:00 p.m. in the Council Chambers, City Hall, 104 S. Walnut Street, Pinckneyville, Illinois. Meetings falling on holidays will be held on the following Tuesday at 6:00 p.m. Further notice will be given of Special, Rescheduled or Reconvened Meetings. Commissioner Hicks made a motion to approve the 2025 City Council Meeting dates. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2024-49 AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO AN EMPLOYMENT CONTRACT WITH MELISSSA S. KELLERMAN (CITY CLERK)

Mayor Spencer presented Resolution No. R-2024-49, a resolution placed on file at the December 9, 2024, regular council meeting, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into an Employment Contract with Melissa S. Kellerman (City Clerk). Commissioner Stotlar made a motion to approve Resolution No. R-2024-49, which was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2024-50 AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO AN EMPLOYMENT CONTRACT WITH CARRIE GILLIAM (ECONOMIC DEVELOPMENT COORDINATOR/ZONING ADMINSTRATOR)

Mayor Spencer presented Resolution No. R-2024-50, a resolution placed on file at the December 9, 2024, regular council meeting, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into an Employment Contract with Carrie Gilliam (Economic Development Coordinator/Zoning Administrator). Commissioner Peradotta made a motion to approve Resolution No. R-2024-50, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
