City of Red Bud Cultural Committee met April 21.

Committee Members Present: Ben Schwartzkopf, Curt Guebert, Mike Rheinecker, Jeremy DeMond, Kyle Donjon

Committee Members Absent: None

Council Members Present: Bill Hanebutt, Rodney Nevois, Alan Piel

Others Present: Mayor Susan Harbaugh, City Attorney Rebecca Cooper, City Superintendent Josh Eckart, Code Admin./City Engineer Jeff Mueller, Police Chief John Brittingham, Admin. Officer Jill Landgraf, Finance Officer Liz Cowell, City Clerk Joanne Cowell

Committee Chairman Schwartzkopf called the meeting to order at 6:14 P.M.

I. Approval of Prior Month’s Meeting Minutes – Meeting March 17, 2025

Recommendation made by Committee Chairman Schwartzkopf, seconded by Committee Member Guebert, to approve the minutes from the March 17, 2025, meeting. Carried

II. Special Request for Park Reservations

A. Christina Wahl Request to Allow an Inflatable at Ratz Park – July 13, 2025

Recommendation made by Committee Chairman Schwartzkopf, seconded by Committee Member Guebert, to approve the request from Christina Wahl to allow an inflatable at Ratz Park #3 on July 13, 2025. Carried

B. RBI Request to Allow a Tent & Inflatables at Ratz Park – August 16, 2025

Recommendation made by Committee Chairman Schwartzkopf, seconded by Committee Member Guebert, to approve the request from RBI to allow a tent and an inflatable at Ratz Park #3 on August 16, 2025. Carried

III. Street Closure Request for Firemen’s Parade – Resolution 25-001

Recommendation made by Committee Chairman Schwartzkopf, seconded by Committee Member Donjon, to approve RESOLUTION NO. 25-001 “A RESOLUTION AUTHORIZING APPROVAL OF THE STREET CLOSING FOR THE RED BUD FIRE DEPARTMENT PARADE” for June 29, 2025, from 3:45-5:30PM. Carried

IV. Request to Collect at Four-Way Stop

A. Santa’s Village on July 25, 2025, from 4PM-6PM and November 28, 2025, from 2:30PM-4:30PM

Recommendation made by Committee Chairman Schwartzkopf, seconded by Committee Member Rheinecker, to approve the request from Santa’s Village to collect at the four way stop on July 25, 2025, from 4PM-6PM and November 28, 2025, from 2:30 PM-4:30 PM. Carried

B. Red Bud Beautification on November 14, 2025, from 2PM-5PM and November 15, 2025, from 8AM-12PM

Recommendation made by Committee Chairman Schwartzkopf, seconded by Committee Member Rheinecker, to approve the request from Red Bud Beautification to collect at the four-way stop on November 14, 2025, from 2PM-5PM and November 15, 2025, from 8:00AM-12:00PM. Carried

V. Street Closure Request for Lighted Parade – Resolution 25-002

Recommendation made by Committee Chaiman Schwartzkopf, seconded by Committee Member Donjon, to approve RESOLUTION NO. 25-002 “A RESOLUTION AUTHORIZING APPROVAL OF THE STREET CLOSING FOR THE RED BUD CHAMBER OF COMMERCE LIGHTED PARADE/HOLIDAY HAPPENINGS” on Friday, November 28, 2025, from 5:30PM-7:30PM. Carried

VI. Randolph County YMCA Request to Reserve Basketball Court at Lincoln Park for 3v3 Summer Basketball Leagues – Dates Listed

Recommendation made by Committee Chairman Schwartzkopf, seconded by Committee Member Guebert, to approve the special request from the Randolph County YMCA to reserve one of the Lincoln Park basketball courts on Friday evenings from 5:00PM 9:00PM, from June 25th-August 2, 2025, excluding July 4, 2025, for a 3v3 summer basketball league. Carried
