The City Council of Red Bud, Randolph County, Illinois met on Monday, May 5, 2025, at 6:00 P.M. at the Red Bud City Hall, Council Chambers.

A. National Prevention Week Proclamation

Mayor Harbaugh read and signed the Healthy Communities Alliance National Prevention Week Proclamation, May 11-17, 2025. John Wright, Recovery Coordinator for ComWell, thanked the City of Red Bud for their ongoing support of leadership efforts in helping to decline the use of alcohol, drugs, and tobacco in our schools.

1. Recognition of Officer Cleland

Chief Brittingham read a Letter of Commendation for Officer Tyler Cleland for his efforts in rescuing a FedEx driver from her disabled vehicle in the flooded street and carrying her to safety, on April 11, 2025.

2. Accept Ted Stellhorn’s Retirement Notice, Effective June 6, 2025

Motion made by Council Member Hanebutt, seconded by Council Member Rheinecker, to authorize approval to accept the retirement notice from Theodore Stellhorn, III, effective June 6, 2025. The vote was as follows: DeMond, aye; Piel, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye. Motion carried.

3. Hire Replacement Full-Time Police Officer

Officer Robert Brittingham will replace the position opened with Officer Ted Stellhorn’s retirement.

Motion made by Council Member Hanebutt, seconded by Council Member Guebert, to authorize approval to hire Robert Brittingham as a full-time police officer at the current rate of pay. The vote was as follows: Piel, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye. Motion carried.

Mayor Harbaugh thanked all the officers, the utility departments, Barb Moeller and Patty Rieke and the volunteer fire department for all they have done and for being a part of an outstanding team, in the events of the past couple of weeks.

1. Approval of SN Partners Proposal – New Lawn Mower

Motion made by Council Member Guebert, seconded by Council Member Rheinecker, to authorize approval of the proposal in the amount of $11,312.24 from SN Partners for a new John Deere Z970R ZTrak lawn mower, with trade-in. The vote was as follows: Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Piel, aye. Motion carried.

2. Authorization to Go Out for Bids for Overlay Work as a Part of the Permanent Street Program

Laverne Ct., Diane Ct., Patti Ct., Steven Dr., McCarthy, and Hilltop are involved. Eckart and Mueller will work on getting the bid specs together. Motion made by Council Member Guebert, seconded by Council Member Hanebutt, to authorize approval to prepare and go out for bids for the overlay work, as part of the permanent streets program. XI. Elected Officials Transition

A. Recognition of Outgoing Elected Officials

Mayor Harbaugh recognized Ben Schwartzkopf (2021-2025) and Mike

Rheinecker (1991-1995 & 2019-2025) for their service to the City as aldermen.

Council Member Rheinecker was awarded a plaque for his years of service and Council Member Schwartzkopf was unable to be at the meeting. He will receive his plaque later. Council Member Rheinecker exited the meeting at 6:09PM.

B. Oath of Office for Newly Elected Officials

City Clerk Joanne Cowell administered the oath of office to new elected Bryce Parsons, Alderman Ward I, and Patrick Mueller, Alderman Ward IV, and reelected Curtis Guebert, Alderman Ward III, and William Hanebutt, Alderman Ward II.

Jeff Mueller noted that the Ratz Park Splash Pad is open from 10AM-8PM daily.

Mayor Harbaugh acknowledged Clerk Joanne Cowell and Deputy Clerk Jill Landgraf in recognition of the 56th Annual Municipal Clerks Week, May 4th – 10th.

Mayor Harbaugh acknowledged that there is seventy years of experience among the council and the leadership team has 60 years of service. “We need to depend on each other and work with each other.”
