City of Red Bud Public Works Committee met June 16.

Here are the minutes provided by the committee:

Committee Members Present: Curt Guebert, Kyle Donjon, Bill Hanebutt, Rodney Nevois, Bryce Parsons

Committee Members Absent: None

Council Members Present: Patrick Mueller, Jeremy DeMond, Alan Piel

Council Members Absent: None

Others Present: Mayor Susan Harbaugh, City Attorney Rick Cooper, City Superintendent Josh Eckart, Code Admin./City Engineer Jeff Mueller, Police Chief John Brittingham, Administrative Officer Jill Landgraf, City Clerk Joanne Cowell

Committee Chairman Guebert called the meeting to order at 6:45 P.M.

Old Business

I. Power Plant

A. Plant Report

Business as usual, with the generation runs per schedule. The URGE/NESHAP/METHOD9 testing on June 9-10, 2025, ran smoothly.

II. Utilities/Streets

A. Electric

The electric department is getting ready to work on the RBBP installation.

B. Gas

The gas department is getting ready to work on the RBBP installation.

C. Water

No update

D. Sewer

No update

E. Streets

The culvert replacement on Theodore/Rock Hill will begin work at the beginning of July.

F. Utility Rate Studies

1. Electric – Utility Financial Solutions, LLC

The report is continued to be worked on. The plan is to present UFS’ recommendation in September.

G. Succession Planning

1. Updated Plan & Organizational Chart

An updated schedule and organizational chart were included in the packet.

New Business

I. Approval of Prior Month’s Meeting Minutes – Meeting May 19, 2025

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt to approve the minutes from the May 19, 2025, meeting. Carried

II. Sewer Adjustment – 564 Cameron Drive

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Parsons to issue a sewer adjustment of $768.20 to Joni Mills at 564 Cameron Drive, for a water leak which did not enter the sewer system. Carried

III. MidAmerican Technology, Inc. Proposal – Locator with Accessories

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt to accept the quote from MidAmerican Technology, Inc. for a locator with accessories in the amount of $8,160.00. Carried

IV. Gas Department: Shiloh Regulator Station – New Regulator with Installation

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Parsons to approve the installation of a new regulator at the Shiloh Station in the amount of $8,500.00. Carried

V. Training Request for Byron Schlueter – Lineman Pre-Apprentice Assessment - August 4-9, 2025

Eckart noted that this is the first step in Byron Schlueter’s lineman training. Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt to approve the request to send Byron Schlueter to training entitled “Lineman Pre-Apprentice Assessment” on August 4-8, 2025, in Huntsville, AL, NTE $4,596.00. Carried

VI. Permanent Street Program Bid Results – Approval to Award Contract The low bid from Rooters is for $159,720.75, but Superintendent Eckart asked the committee to approve the bid, NTE $180,000, to cover any extra patching or repairs. The streets involved are Hilltop from Charles, McCarthy to Thomas, Steven, Patti, Diane, Laverne, and Clarence.

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt to accept the bid from Rooters for permanent street repair, NTE $180,000, at the unit price quoted. Carried

VII. Truck #6 Repairs

Eckart said that Truck #6 (2006) broke down in Smithton after having the new bed installed and had to be towed. The timing chain went out, due to mileage. A remanufactured engine installed, with a three-year warranty, is $11,300. There is enough money in the streets budget for this.

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt to approve the engine repairs to Truck #6, NTE $11,300. Carried

VIII. Public Comments/Anything for the Good of the City

None

The meeting was adjourned at 6:55 P.M.
