City of Columbia Police Pension Board met Oct. 14.

Here is the agenda provided by the board:

1. CALL TO ORDER / ROLL CALL

2. PUBLIC COMMENTS

3. MINUTES - Reading and approval of the minutes of the July 8, 2025 meeting.

4. CORRESPONDENCE

A) Discuss 9/15/25 letter from IPOPIF re: Enterprise Cash Flow Module (ECFM) form.

B) Freedom of Information Act request from Owen Wang of Prairie State Wire, if available.

5. BILLS

6. TREASURER’S REPORT - Emily Voellinger / INVESTMENT REPORT

A) Verify cash balances in local checking account to pay beneficiaries and bills.

B) IPOPIF update of investment portfolio

C) Review and update contact information, eCFM form, Authorized Agents form, and Account Representative form to be sent to IPOPIF, if necessary.

7. OLD BUSINESS

A) Review and approve Annual Statement, Interrogatories and Audit to be filed with the Illinois Department of Insurance no later than October 30, 2025.

B) Discuss status of May 6, 2024 and June 4, 2024 correspondence from IRS.

Discuss receipt of any final notice from IRS.

C) Confirm reappointment of Mike Kossina as appointed board member.

8. NEW BUSINESS

A) Discuss and approve setting of 2026 board meeting dates (currently meet on the 2nd Tuesday of quarterly months at 12:30 p.m. (1/13, 4/14, 7/14, 10/13/2026)).

B) Review and approve annual COLA increases, effective January 1, 2026.

9. APPLICATION FOR MEMBERSHIP

A) Emma Fromme, Tier II, Date of Hire 8/18/2025
