City of Pinckneyville City Council met Sept. 22.

Here are the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Kevin B. Hicks, Joshua L. Kuhnert, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer requested to remove Resolution No. R-2025-26 from the agenda and then announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, City Treasurer Pat Kattenbraker, Fire Chief Curtis Miller, and Fire Captain James Gielow. The Pledge of Allegiance was led by Commissioner Peradotta.

PREVIOUS MINUTES

Commissioner Peradotta made a motion to approve the minutes of the September 8, 2025, Regular Council Meeting. The motion was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the Treasurer’s Report of Bank Balances and stated that the balance total for the period ending August 2025 was $11,589,200.35, up from last year, and unrestricted balance total was $2,254,265.47, down from last year. Commissioner Stotlar then reviewed the Treasurer’s Report of Comparative Payroll Cost and stated that Total Gross Payroll was $1,779,444.98 for the payroll period ending August 2025, up from last year. He stated that the regular hours of 58,972.75 were down from last year, while overtime hours of 2,119 were up from last year. Commissioner Stotlar made a motion to approve both Treasurer’s Reports. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar made a motion to approve the accounts payable which was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Stotlar welcomed Pat Kattenbraker to the Council Meeting and thanked her for accepting the City Treasurer Position. He noted she has already started working in the position after her appointment and provided the August Treasurer Reports for tonight’s meeting. City Treasurer Pat Kattenbrker thanked the Council for hiring her for this position and stated she is available to them for any questions or requests for additional reports.

Commissioners Hicks and Kuhnert noted the 5th Annual Cubfest & Cub Cadet Tractor Show held at the City Park last weekend was well-attended.

PERRY COUNTY BACKSTOPPERS REQUEST TO COLLECT ON CITY STREETS OCTOBER 4, 2025

Commissioner Hicks presented a request from the Perry County Backstoppers to collect at the four-way stop for their “fill the boot” collection on October 4, 2025, from 8:00 a.m. to Noon. Commissioner Hicks made a motion to approve the request, which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ST. BRUNO CHURCH REQUESTS TO CLOSE NORTH SULLIVAN STREET FOR TRUNK-N-TREAT OCTOBER 24, 2025

Commissioner Hicks presented a request from St. Bruno Church to close North Sullivan Street in front of St. Bruno Parish Center for Trunk-N-Treat on Friday, October 24, 2025, from 4:00 p.m. to 6:30 p.m. Commissioner Hicks made a motion to approve the request, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CLASS A, D, AND F LIQUOR ESTABLISHMENTS APPROVED TO REMAIN OPEN UNTIL 2:00 A.M. ON MARDI GRAS NIGHT AND NEW YEAR’S EVE

Motion by Commissioner Hicks, seconded by Commissioner Kuhnert to approve liquor establishments with Class A, D, and F liquor licenses to remain open until 2:00 a.m. on Mardi Gras night and New Year’s Eve. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

SET DATE FOR TRICK-OR-TREAT ON OCTOBER 31, 2025

Commissioner Hicks made a motion to set the date for Trick-or-Treating on Friday, October 31, 2025, from 6:00 p.m. to 9:00 p.m. for houses with porch lights on only. The motion seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVE ESTIMATE FROM USDI TO REPLACE METER AT HIGH SCHOOL

Commissioner Kuhnert requested approval of an estimate from USDI in the amount of $11,836.63 for a regulator and meter set replacement for the meter at the high school to be paid from Gas - Capital Outlay. He stated the meter is inoperable and needs to be replaced. Commissioner Kuhnert made a motion to approve the request, which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

HIRE KERRY DESPAIN AS A MAINTENANCE - WATER TREATMENT PLANT/WATER TREATMENT PLAN RELIEF OPERATOR

Commissioner Kuhnert made a motion to hire Kerry DeSpain as a Maintenance - Water Treatment Plant/Water Treatment Plan Relief Operator. Commissioner Hicks seconded the motion. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVE ESTIMATE FROM UNITED STEEL / KELLERMAN’S FEED & SUPPLY TO PURCHASE A CARPORT FOR STREET DEPARTMENT

Commissioner Peradotta requested approval of an estimate from United Steel, through Kellerman’s Feed & Supply, in the amount of $15,781.50 to purchase a 30’ x 50’ heavy duty gauge carport for the street department. He stated he went with a heavy gauge steel which comes with a 20-year warranty compared to a light gauge steel with a 5-year warranty. The building will be placed on the north side of the existing building. Commissioner Peradotta made a motion to approve the request, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVAL OF ANNUAL FLU/PNEUMONIA VACCINES FOR ALL CITY EMPLOYEES

Commissioner Stotlar made a motion to approve the annual flu/pneumonia vaccines for all full-time and part-time City employees. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

FISCAL YEAR 2025 AUDIT

Commissioner Stotlar recognized Sarah Kary, CPA, of Rice Sullivan, LLC to present the Fiscal Year 2025 audit report. Ms. Kary noted the audit went well. Rice Sullivan provided a clean opinion with no deficiencies with the internal controls. She stated most accounts were within budget, except the police fund was $11,000 over budget, pool was $44,000 over budget, and library was $3,000 over budget. She stated there was a 9% increase in government cash funds. Commissioner Stotlar made a motion to place on file the City of Pinckneyville’s 2025 audit report. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2025-26 TO ENTER INTO AN AGREEMENT FOR GRANT ASSISTANCE WITH A TASTE OF FANTASY, LLC D/B/A PINCKNEYVILLE DAIRY QUEEN

Mayor Spencer requested to remove this resolution from the agenda at the beginning of the meeting.

Motion by Commissioner Hicks, seconded by Commissioner Kuhnert to adjourn the meeting at 6:17 p.m. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
