City of Waterloo City Council met Oct. 20.

Here are the minutes provided by the council:

1. The meeting was called to order by Mayor Darter at 7:30 p.m.

2. The following Aldermen were present: Vogt, Matt Buettner, Hopkins, Trantham, Charron, Kyle Buettner, Riley, and Most.

3. Pledge of Allegiance led by Mayor Stan Darter.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

A. Approval of the October 6, 2025, 7:10 p.m., Public Hearing Meeting Minutes. Motion made by Alderman Vogt and seconded by Alderman Most to approve the October 6, 2025, 7:10 p.m., Public Hearing Minutes.

Motion passed unanimously with Aldermen Vogt, Matt Buettner, Hopkins, Trantham, Charron, Kyle Buettner, Riley, and Most voting ‘aye’.

B. Approval of the October 6, 2025, 7:20 p.m., Public Hearing Meeting Minutes. Motion made by Alderman Vogt and seconded by Alderman Matt Buettner to approve the October 6, 2025, 7:20 p.m., Public Hearing Minutes.

Motion passed unanimously with Aldermen Vogt, Matt Buettner, Hopkins, Trantham, Charron, Kyle Buettner, Riley, and Most voting ‘aye’.

C. Approval of the 10-06-25 City Council Meeting Minutes.

Motion made by Alderman Vogt and seconded by Alderman Riley to approve the October 06, 2025, City Council Meeting Minutes.

Motion passed unanimously with Aldermen Vogt, Matt Buettner, Hopkins, Trantham, Charron, Kyle Buettner, Riley, and Most voting ‘aye’.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector / Budget Officer. Report unavailable as Collector was absent.

B. Report of Treasurer.

1. Monthly Treasurer’s Report.

The report is in the packet.

Motion to accept the Monthly Treasurer’s Report was made by Alderman Hopkins and seconded by Alderman Kyle Buettner.

Motion passed unanimously with Aldermen Hopkins, Trantham, Charron, Kyle

Buettner, Riley, Most, Vogt, and Matt Buettner voting ‘aye’.

2. Annual Treasurer’s Report.

The report is in the packet.

Motion to accept the Annual Treasurer’s Report was made by Alderman Most and seconded by Alderman Charron.

Motion passed unanimously with Aldermen Most, Vogt, Matt Buettner, Hopkins, Trantham, Charron, Kyle Buettner, and Riley voting ‘aye’.

I. Report and Communication by Mayor.

1. Presentation of Commendation to the Waterloo Piranhas Swim Team for their First Place Finish at the 2025 Kaskaskia Swim League Conference Meet and finishing as the 2025 Season Champions with an undefeated regular season.

2. Non-Profit Grant Program Check Presentation to the Waterloo Lion’s Club in the Amount of $7,500.00 for their Project, “Lion’s Park Accessibility Project”.

8. Report of Standing Committees. None.

9. Report of Special Committees. None.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen. None.

11. Unfinished Business. None.

12. Miscellaneous Business.

A. Consideration and Action on Full Page Ad to be placed in the 2026 Visitor’s Guide in the amount of $2,200.00 (discounted 60% with membership and advertising bundle) to be paid out of the Hotel / Motel Tax Fund.

Motion made by Alderman Charron and seconded by Alderman Riley to approve a Full Page Ad to be placed in the 2026 Visitor’s Guide in the amount of $2,200.00 (discounted 60% with membership and advertising bundle) to be paid out of the Hotel / Motel Tax Fund.

Motion passed unanimously with Aldermen Charron, Kyle Buettner, Riley, Most, Vogt, Matt Buettner, Hopkins, and Trantham voting ‘aye’.

B. Consideration and Action on Approval of a Special Event Permit Application submitted by Randy’s RR Bar for their 35th Anniversary Block Party to be held August 07, 2026, 2:00 p.m., through August 08, 2026, 11 p.m., including the closure of Main Street between Mill Street and the alley south of Stubborn German Brewery; and, a couple of parking spaces on the south side of Mill Street east of Main Street.

Motion made by Alderman Hopkins and seconded by Alderman Vogt on Approving a Special Event Permit Application submitted by Randy’s RR Bar for their 35th Anniversary Block Party to be held August 07, 2026, 2:00 p.m., through August 08, 2026, 11 p.m., including the closure of Main Street between Mill Street and the alley south of Stubborn German Brewery; and, a couple of parking spaces on the south side of Mill Street east of Main Street.

C. Consideration and Action on Approval of Health Insurance Broker.

Motion made by Alderman Most and seconded by Alderman Matt Buettner on approval of the Health Insurance Broker.

Comments: Alderman Most, Chairman of the Insurance Committee mentioned meetings were held with several insurance brokers, which were attended by employee union representatives, aldermen, and office staff. From these discussions, a broker was recommended to the Insurance Committee. The committee agreed with the recommendation, and now proposes MBHealth Insurance Agency as the insurance broker.

Motion passed unanimously with Aldermen Most, Vogt, Matt Buettner, Hopkins, Trantham, Charron, Kyle Buettner, and Riley voting ‘aye’.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. Alderman Hopkins expressed his appreciation for the thorough work by the Insurance Committee.

Alderman Trantham stated he had received a few inquiries regarding The Parrot Head Perch and whether a sign would be placed on Mill Street. The Zoning Administrator responded that no request has been submitted for a sign on Mill Street; however, the business is requesting a special sign permit for its location on Obernagel Lane. Alderman Trantham mentioned that feather signs are currently displayed on Mill Street, despite not being permitted under the sign ordinance.

Alderman Kyle Buettner passed on congratulations to the Waterloo Piranhas Swim Team and recommended signing up for the team if you have children interested.

Alderman Most mentioned that he heard that once the asbestos is remediated, the old Ahne’s building will be demolished and replaced with a new structure.

14. Motion to Adjourn made by Alderman Most and seconded by Alderman Riley. Motion passed with a unanimous voice vote.

Mayor Darter adjourned the meeting at 7:48 p.m.
