Anna City Council discusses golf cart usage ordinance

Anna City Council met Tuesday, Sept. 6.

The Anna City Council meets at 5 p.m. on the first and third Tuesday of every month.

Here are the minutes as provided by Anna:

MINUTES OF THE REGULAR SESSION OF THE ANNA CITY COUNCIL SEPTEMBER 6, 2016

The Anna City Council met in regular session at the Anna City Hall at 5:00 p.m. on September 6, 2016. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Brandon Bierstedt, Commissioner David Isom, Commissioner Al Kamp, and Commissioner Martha Webb. No council members were absent.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED TO APPROVE THE AUGUST 16, 2016 ANNA CITY COUNCIL REGULAR SESSION MINUTES AS SUBMITTED AS THE OFFICIAL MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

City Administrator Guined gave the following updates/reports: 1) Main Street Project contracts are signed, pre-construction meeting is scheduled for this week with work to commence in the near future, 2) Park Project contracts have been signed by IDNR, site visit is scheduled for 9-16-16, construction should begin in the spring with completion scheduled for 2017.

Resolution 2016-16; Zoning Board of Review RAVE was tabled pending further discussion requested by the city attorney, with the matter to be voted upon at the 9-20-16 city council meeting.

City Attorney Foley had submitted an amended draft liquor ordinance regarding outside liquor consumption. Discussion was held regarding language being added to clarify the definition of premise as well as noise control. The ordinance was tabled pending changes by the city attorney with the matter to be voted upon at the 9-20-16 city council meeting.

Golf cart usage ordinances and specifics of use were discussed, as well as Safety issues, fees and application processes, and travel allowances on State highways. The mayor will instruct the city attorney to address the issues and present a draft ordinance for council review.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be RESOLVED TO APPROVE RESOLUTION 2016-21. A-JCHS HOMECOMING PARADE ON SEPTEMBER 30, 2016 AT 1:00 PM. A vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and seconded by Commissioner Bierstedt that it be RESOLVED TO APPROVE RESOLUTION 2016-22 VETERANS DAY PARADE ON NOVEMBER II, 2016 AT 2:00 PM. A vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Kamp that it be RESOLVED TO APPROVE RESOLUTION 20I6-23, 9 II CALL HANDLING AGREEMENT ANNA FIRE DEPARTMENT. A vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED TO APPROVE A ZONING PERMIT FOR SEVERS HOME PARTNERSHIP AT 108 BEECHWOOD. A vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and seconded by Commissioner Webb that it be RESOLVED TO APPROVE A PARK USAGE/PARKING LOT USAGE APPLICATION FOR NAZARENE CHURCHS THE CHURCH HAS LEFT THE BUILDING EVENT ON 9-25-16. A Vote Was taken upon the motion with the following results. Commissioner Bierstedt,

Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED TO APPROVE A STREET CLOSURE APPLICATION FOR CHILDRENS MIRACLE NETWORK 5K ON 10-I-16. A vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bierstedt and seconded by Commissioner Webb that it be RESOLVED TO APPROVE A PARK USAGE APPLICATION FOR CHILDREN'S MEDICAL AND MENTAL HEALTH RESOURCE NETWORK KIDS FEST ON 10-8-16. A VOte Was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Fire Chief Rider discussed Boy Scout Explorer Post insurance coverages which he also submitted for council review. General discussion followed and Chief Rider was instructed to report back to the council with the approximate number of program participants expected.

Discussion was held regarding bus traffic and related safety/traffic concerns and remedies.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF SEPTEMBER 6, 2016 BE ADJOURNEDAT 5:40 PM. A vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
