The City Council of Red Bud, Randolph County, Illinois met on Monday, December 19, 2016 at 7:59 P.M. at Red Bud City Hall, City Council Chambers.
Members Present: Mayor Tim Lowry, Clem Esker, Don Thompson, Mike Reed, Bill Hanebutt, Glenn Linnertz, Kyle Donjon, Clarence Nail
Members Absent: David Friess

Call to Order at 7:59 P.M. by Mayor Lowry

III. RB 150 New Year’s Day Celebration – Authorization to Close Bloom Street
Motion made by Council Member Nail, seconded by Council Member Hanebutt, to approve the closure of Bloom Street for approximately one block on Monday, January 1, 2017 from approximately 11:30 A.M. – 12:30 P.M. for the RB 150 New Year’s Day Celebration. The vote was as follows: Esker, aye; Thompson, aye; Reed, aye; Hanebutt, aye; Linnertz, aye; Donjon, aye; Nail, aye. Motion carried.
IV. Wellness Program – Authorization to Purchase Items
Pam Poetker explained the recommendations of the Ad Hoc Health Insurance Committee for a Wellness Program, starting with a 50% shared cost between the city/employees for a Fitbit and quarterly goals/contests. Bill Schmaltz offered to donate 5 Fitbit units to the program. Initially the Fitbit program would be offered to only the employee (no dependents, at this time) and council members. The YMCA $10 per year lease expires 01/31/17 and this might be a good time to negotiate reduced memberships for city employees/council members. The cost of the program would come from the health insurance savings fund. The goal is to reduce the cost of employee medical, especially pharmacy and chiropractor expenses.
Motion made by Council Member Hanebutt, seconded by Council Member Nail, to authorize a budget of up to $2,600 for the Fitbit Wellness Program starting January 1, 2017. The vote was as follows: Thompson, aye; Reed, aye; Hanebutt, aye Linnertz, aye; Donjon, aye; Nail, aye; Esker, aye. Motion carried.
