I. Call to Order

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 P.M. Upon roll call, the following were:

Quorum present. Those in attendance recited the Pledge of Allegiance.

III. Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, March 6, 2017 were Submitted for approval.

Motion: It was moved by Alderman Reis, and seconded by Alderman Huch, to approve the minutes of the Regular Meeting of the City Council held Monday, March 6, 2017 as on file at City Hall. Motion Passed 8 to O.

The report of the Emergency Medical Services was presented to the Council.

D. Community Development

The report of Community Development was presented to the Council.

1. Request for Certificate of Appropriateness - Sunset Overlook

Mayor Hutchinson stated the City was aware of concerns from neighboring property owners about the proposed project.

Motion: It was moved by Alderman Agne, and seconded by Alderman Niemietz, to accept the recommendation of the Historic and Preservation Commission and approve the Certificate of Appropriateness for Sunset Overlook, LLC for the construction of an addition to a structure having a historic landmark designation located at 11604 Bluff Road, Columbia, Illinois. Motion Passed 8 to 0.

2. Special Event Request-Ticket to the Beatles

Motion: It was moved by Alderman Martens, and seconded by Alderman Holtkamp, to approve the Special Event Permit for Ticket to the Beatles, as submitted and on file at City Hall. Motion Passed 8 to 0.

The report of the City Engineer was presented to the Council.

1. Ordinance No. 3316 - Transfer of Land Rights from IDOT to City of Columbia

Motion: 

It was moved by Alderman Ebersohl, and seconded by Alderman Holtkamp, to approve Ordinance No. 3316, an ordinance approving the Transfer of Land Rights from the Illinois Department of Transportation to the City and authorizing the Mayor to execute the Local Agency State Agreement for Jurisdictional Transfer. Motion Passed 8 to 0.

2. Sanitary Sewer Flow Monitoring Agreement with Gonzalez Companies, LLC

Motion: It was moved by Alderman Holtkamp, and seconded by Alderman Ebersohl, to authorize the Mayor to sign the Sanitary Sewer Flow Monitoring Agreement with Gonzalez Companies, LLC for flow monitoring at six (6) designated locations at a cost not to exceed $19,800.00. Motion Passed 8 to O.

1. Vouchers To Be Paid

Motion: It was moved by Alderman Roessler, and seconded by Alderman Huch, to authorize the payment of vouchers received through March 16, 2017 in the amount of two hundred twenty-six thousand, one hundred sixteen dollars and eighty-two cents ($226,116.82). Motion Passed 8 to 0.

The City Attorney presented his report to the Council.

H. City Administrator

The report of the City Administrator was presented to the Council.

1. Bruckert, Gruenke & Long, P.C. Fee Agreement

Motin:

It was moved by Alderman Reis, and seconded by Alderman Ebersohl, to authorize the Mayor to sign the Bruckert, Gruenke & Long, P.C. Fee Agreement for fiscal year 2017-2018 for professional services as the City Attorney. Motion Passed 8 to 0.
