Waterloo City Council met December 4.

Here is the minutes provided by the Council:

1. The meeting was called to order by Mayor Tom Smith.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor.

None.

5. Approval of Minutes as Written or Amended.

Motion as made by Alderman Heller and seconded by Alderman Darter to approve the November 20, 2017 City Council Meeting Minutes. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

A. Consideration and Action on Ordinance No. 1740 Amending the City Code of the City of Waterloo, Illinois, Chapter 24 Motor Vehicle Code, Article VIII Traffic Schedules, Schedule D: No Parking Zones, by the addition of Hamacher Street (south side) at Bellefontaine Drive.

Motion made by Alderman Heller and seconded by Alderman Notheisen to approve Ordinance No. 1740 amending the City Code of the City of Waterloo, Illinois, Chapter 24 Motor Vehicle Code, Article VIII Traffic Schedules, Schedule D: No Parking Zones by the addition of Hamacher Street (south side) at Bellefontaine Drive. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

B. Consideration and Action on Ordinance No 1741 Levying Taxes for Corporate Purposes for the Current Fiscal Year Commencing on the 1st Day of May, 2017 and Ending on the 30th Day of April, 2018 for the City of Waterloo, Illinois.

Motion made by Alderman Heller and seconded by Alderman Darter to approve Ordinance No. 1741 levying taxes for corporate purposes for the current fiscal year commencing on the 1st day of May, 2017 and ending on the 30th day of April, 2018 for the City of Waterloo, Illinois. Discussion. Shawn Kennedy explained the lower tax rate. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row.

12. Miscellaneous Business.

A. Consideration and Action on Warrant No. 560.

Motion made by Alderman Darter and seconded by Alderman Buettner to approve Warrant No. 560. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

B. Consideration and Action on Great America Leasing Company Rental Agreement for the Mailing System.

Motion made by Alderman Heller and seconded by Alderman Notheisen to approve a Great America Leasing Company Rental Agreement for the mailing system. Discussion. Shawn Kennedy explained the functions and the need for a new machine. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

C. Consideration and Action on Renewal of Group Health Insurance Coverage with Blue Cross Blue Shield of Illinois effective January 01, 2018 for a Twelve-Month Period.

Motion made by Alderman Thomas and seconded by Alderman Hopkins to approve the renewal of group health insurance coverage with Blue Cross Blue Shield of Illinois effective January 01, 2018 for a twelve-month period. Discussion. Alderman Thomas explained the renewal. Motion passed unanimously with Aldermen Thomas, Hopkins, Trantham, Darter, Buettner, Row, Heller and Notheisen voting yea.

D. Consideration and Action on Health Reimbursement Arrangement (HRA) Administration with Benefit Planning Consultants Inc. beginning January 1, 2018.

Motion made by Alderman Thomas and seconded by Alderman Hopkins to approve the Health Reimbursement Arrangement (HRA) Administration with Benefit Planning Consultants Inc. beginning January 1, 2018. Discussion. Alderman Thomas explained the HRA and the Insurance Committee’s approval. Motion passed unanimously with Aldermen Thomas, Hopkins, Trantham, Darter, Buettner, Row, Heller and Notheisen voting yea.

13. Discussion of Matters by Council Members Arising After Agenda Deadline.

Alderman Notheisen announced the Waterloo Garden Club will meet tomorrow evening on the 2nd floor at City Hall to make wreaths.

Alderman Darter thanked Tim Birk and the street department for their excellent work at Vandebrook.

14. Motion to Adjourn. Motion made by Alderman Heller and seconded by Alderman Buettner to adjourn. Motion passed by unanimous voice vote. Mayor Smith adjourned the meeting at 7:45 p.m.
