Sparta Community Unit School District #140 Board of Education met November 8.

Here is the minutes provided by the Board:

The regular meeting was called to order at 7:00 p.m. by President Corey Rheinecker and upon the roll being called, Corey Rheinecker and the following members of the Board of Education answered present: Bert Byington, Angela Craig, Howard Gallois, Kevin Holliday, Kenneth Kempfer and Alan Young. Absent: none. Others present were: Superintendent Dr. Gabrielle Schwemmer, Recording Secretary Tina Witherby; Principals Jayson Baker, Scott Beckley and Amy Price; and members of the faculty, community and press (County Journal).

President Rheinecker led everyone in the Pledge of Allegiance.

Sparta Education Association President Laura French read a letter of resignation from Rob Kirk.

With no other public comment requests, the meeting continued.

Howard Gallois moved, Angela Craig seconded to approve the minutes of the October 12, 2017, regular meeting and the October 26 and November 1, 2017, special meetings as presented. Roll call vote. Yeas: Gallois, Craig, Holliday, Kempfer, Young, Byington and Rheinecker. Nays: none. Motion carried.

Kevin Holliday moved, Howard Gallois seconded to approve the Bills, Payroll, Cash Flow and Fund Balances as presented. Roll call vote. Yeas: Holliday, Gallois, Kempfer, Young, Byington, Craig and Rheinecker. Nays: none. Motion carried.

Ms. Craig asked about the consulting fees for Donna Whyte. She is a national literary consultant and classroom behavior management specialist. Ms. Whyte introduced herself and gave an overview of her services.

The next regular board meeting will be December 14, 2017, at 7 p.m. at Evansville Attendance Center

The regular meetings at Sparta Lincoln School will return to the Library.

Principal Jayson Baker reported that Evansville Attendance Center had a ceremony for the deployment of a student’s parent. Televisions have been put up to display students’ artwork, pictures and upcoming dates, etc. The locker room floor has been refinished. Five teachers have signed up for training. STEAM Club has started. They just had a pumpkin chuckin’. Trunk-or-Treat was a success. Mr. Baker has just finished the first round of evaluations. Grandparents’ Day dinner will be on November 14, 2017.

Principal Beckley announced that Sparta High School is almost one-to-one with chrome books. The teachers will be trained on November 15, 2017. There will be a parents’ night to explain the process. Students now have ID badges. The English Department has been working with Staci Cramper on Engage NY curriculum. There will soon be an office in the gym lobby for the athletic trainer. Mr. Beckley will have to amend the grant to cover that cost. Isaac Sinn placed 77 out of 210 runners at the state cross country meet. The scoreboard should be installed around November 30, 2017.

Mrs. Amy Price reported that Sparta Lincoln School teachers have been staying late to talk about students’ academic progress. Tomorrow will be the Veterans’ Day assembly. Girls’ and boys’ basketball teams have been doing very well. Next week, there will be a Reading Night, Harvest Dance and Trivia Night.

Dr. Schwemmer recognized the following people for the Superintendent Shout Out: Sparta High School Student Cameron Martin, Sparta High School Parents Bruce & Kelly Ethington, Sparta Lincoln School Student Quentin Littlepage, Sparta Lincoln School Parent Mekalia Cooper, Evansville Attendance Center Student Olivia Schilling and Evansville Attendance Center Parent Ashley Kloth.

Dr. Schwemmer presented a report from NWEA that indicates how the students will do on the state test. The results show that the district needs the consulting help to turn academics around.

Fall sports numbers were reviewed.

Kevin Holliday moved, Howard Gallois seconded to accept the resignation of Julie Draper as Assistant Softball Coach at Sparta High School effective October 30, 2017. Roll call vote. Yeas: Holliday, Gallois, Kempfer, Young, Byington, Craig and Rheinecker. Nays: none. Motion carried.

Howard Gallois moved, Kevin Holliday seconded to accept the resignation of Jodi Grau as a 6-hour Assistant Cook at Evansville Attendance Center effective November 17, 2017. Roll call vote. Yeas: Gallois, Holliday, Kempfer, Young, Byington, Craig and Rheinecker. Nays: none. Motion carried.

Kevin Holliday moved, Howard Gallois seconded to approve the resolution stating the aggregate amount of taxes estimated to be levied for the year 2017 is $3,880,841 not including the Bond and Interest Levy of $795,000 and that the aggregate amount of taxes estimated to be levied for the year 2017 does not exceed 105% of the taxes extended in the year 2016. Roll call vote. Yeas: Holliday, Gallois, Kempfer, Young, Byington, Craig and Rheinecker. Nays: none. Motion carried.

Kevin Holliday moved, Alan Young seconded to approve Quadrant Design Architects as the Architects for the District. Roll call vote. Yeas: Holliday, Young, Kempfer, Byington, Craig, Gallois and Rheinecker. Nays: none. Motion carried.

Kevin Holliday moved, Angela Craig seconded to appoint Howard Gallois to serve as the Delegate at the IASB Governing Board Assembly on November 18, 2017. Roll call vote. Yeas: Holliday, Craig, Kempfer, Young, Byington, Gallois and Rheinecker. Nays: none. Motion carried.

Kevin Holliday moved, Howard Gallois seconded to approve the Memorandum of Understanding with the City of Sparta Police Department General Law Enforcement as presented. Roll call vote. Yeas: Holliday, Gallois, Kempfer, Young, Byington, Craig and Rheinecker. Nays: none. Motion carried.

Alan Young moved, Howard Gallois seconded to accept the resignation of Rob Kirk as Football Coach at Sparta High School effective November 8, 2017. Roll call vote. Yeas: Young, Gallois, Byington, Craig, Holliday, Kempfer and Rheinecker. Nays: none. Motion carried.

Angela Craig moved, Alan Young seconded to adopt School Board Policy #2:100 Board Member Conflict of Interest; General Personnel Policy #5:120 Employee Ethics, Conduct and Conflict of Interest; Operational Services Policy #4:60 AP4 and E1 Administrative Procedure – Federal Award Procurement Procedures; Instruction Policy #6:2220 Bring Your Own Technology (BYOT) Program: Responsible Use and Conduct; and Instruction Policy #6:235 AP1, E1 Exhibit – Student Authorization for Access to the District’s Electronic Networks as presented. Roll call vote. Yeas: Craig, Young, Byington, Gallois, Holliday, Kempfer and Rheinecker. Nays: none. Motion carried.

Howard Gallois moved, Angela Craig seconded to enter into executive session at 7:55 p.m. to discuss items related to specific employee performance/hiring. Roll call vote. Yeas: Gallois, Craig, Holliday, Kempfer, Young, Byington and Rheinecker. Nays: none. Motion carried.

Kevin Holliday moved, Angela Craig seconded to come out of executive session at 8:53 p.m. Roll call vote. Yeas: Holliday, Craig, Kempfer, Young, Byington, Gallois and Rheinecker. Nays: none. Motion carried.

Howard Gallois moved, Kevin Holliday seconded to approve the executive session minutes as presented for the October 12 and November 1, 2017, meetings. Roll call vote. Yeas: Gallois, Holliday, Kempfer, Young, Byington, Craig and Rheinecker. Nays: none. Motion carried.

Howard Gallois moved, Kevin Holliday seconded to increase Mark Zollner’s employment from 10-month (217 days) custodian to 12-month (260 days) custodian for the reminder of the 2017-2018 school year. Roll call vote. Yeas: Gallois, Holliday, Kempfer, Young, Byington, Craig and Rheinecker. Nays: none. Motion carried.

Kevin Holliday moved, Howard Gallois seconded to employ Angel Hunter as a 10-month (217 days) custodian for the district for the remainder of the 2017-2018 school year subject to and contingent upon successful completion of a criminal history background check, physical and drug screening. Roll call vote. Yeas: Holliday, Gallois, Kempfer, Young, Byington, Craig and Rheinecker. Nays: none. Motion carried.

Howard Gallois moved, Kevin Holliday seconded to approve Tanner Hudson as a Volunteer Assistant Girls’ Basketball Coach at Sparta Lincoln School for the 2017-2018 school year. Roll call vote. Yeas: Gallois, Holliday, Kempfer, Young, Byington, Craig and Rheinecker. Nays: none. Motion carried.

Howard Gallois moved, Angela Craig seconded to approve Ben Lake as a Volunteer Assistant Basketball Coach at Evansville Attendance Center for the 2017-2018 school year subject to and contingent upon successful completion of a criminal history background check. Roll call vote. Yeas: Gallois, Craig, Holliday, Kempfer, Young, Byington and Rheinecker. Nays: none. Motion carried.

Kevin Holliday moved, Howard Gallois seconded to approve a medical leave-of-absence for Marsha Bird until November 27, 2017, pending doctor’s release. Roll call vote. Yeas: Holliday, Gallois, Kempfer, Young, Byington, Craig and Rheinecker. Nays: none. Motion carried.
