Sparta Community Unit School District #140 Board of Education met May 10.
Here is the minutes as provided by the board:
The regular meeting was called to order at 7:00 p.m. by President Corey Rheinecker and upon the roll being called, Corey Rheinecker and the following members of the Board of Education answered present: Bert Byington, Angela Craig, Howard Gallois, Kevin Holliday, Kenneth Kempfer and Alan Young. Absent: none. Others present were: Superintendent Dr. Gabrielle Schwemmer, Recording Secretary Tina Witherby; Principals Jayson Baker, Scott Beckley and Amy Price; and members of the community and faculty.
President Rheinecker led everyone in the Pledge of Allegiance.
With no public comment requests, the meeting continued.
Howard Gallois moved, Kevin Holliday seconded to approve the minutes of the April 12, 2018, regular meeting and April 23, 2018, special meeting as presented. Roll call vote. Yeas: Gallois, Holliday, Kempfer, Young, Byington, Craig and Rheinecker. Nays: none. Motion carried.
Kevin Holliday moved, Howard Gallois seconded to approve the Bills, Payroll, Cash Flow and Fund Balances as presented. Roll call vote. Yeas: Holliday, Gallois, Kempfer, Young, Byington, Craig and Rheinecker. Nays: none. Motion carried.
The next regular board meeting will be June 14, 2018, at 7 p.m. at Sparta Lincoln School.
Jayson Baker of Evansville Attendance Center reported that PARCC testing and the Illinois Science test were finished. There is a new audio system in the gymnasium. PTO purchased a gaga pit and parents installed it. The tentative schedule for next year will include a balanced-age classroom for grades 3-5. There should be an average of 18 students per classroom. Evansville Attendance Center had three state qualifiers in track: Kayla Braun, Olivia Schilling and Hayley Drake.
Principal Amy Price reported that Sparta Lincoln School is finishing with NWEA testing. The students have had a progress parade, and teachers put results up in the hallways. A majority of the students have made gains. The students attended the city carnival. Mrs. Price announced that Sparta Lincoln School had several state qualifiers for track. They were: Keyan Hagene, Domontez Mullins, Meyaurra Rowell, Kylie McDaniel, Ebony Monroe, Tomyia Bardo-Spiller, Sydney Rheinecker and Garrett Kempfer.
Sparta High School Principal Scott Beckley reported that Sparta High School is awaiting the NWEA, SAT and Science testing results. New LED lighting has been placed on the exterior of the building. The college career fair was successful.
Dr. Schwemmer recognized the following people for the Superintendent Shout Out: Evansville Attendance Center – Ron Heinen and Savannah Hall; Sparta Lincoln School – Kaitlyn Soderlund and Kerry Kloos; and Sparta High School –Janet Gerlach and Jake Price.
Dr. Schwemmer reported that the students have really shown an improvement in their vocabulary. As soon as each class is finished with testing, the teacher can access the data.
Teacher Amanda Braun talked about the improvements her students had made with their testing because they were using the Engage NY curriculum.

Howard Gallois moved, Angela Craig seconded to accept the resignation of Sheila Eaton as the Shooting Team Coach and WYSE Team Sponsor at Sparta High School effective at the end of the 2017-2018 school year. Kevin Holliday moved, Howard Gallois seconded to approve the addition of a Science Club at Evansville Attendance Center for the 2018-2019 school year. Roll call vote. Yeas: Holliday, Gallois, Kempfer, Young, Byington, Craig and Rheinecker. Nays: none. Motion carried.
This will create another stipend. Diane Chambers will be the sponsor. There are 35 kids in the Science Club.
Howard Gallois moved, Angela Craig seconded to approve the FY 2018 tentative amended budget, to establish the public hearing on the budget which will be held prior to the June 2018 board meeting, to publish notice of the public hearing and to display the FY 2018 tentative amended budget in the district office for 30 days. Roll call vote. Yeas: Gallois, Craig, Holliday, Kempfer, Young, Byington and Rheinecker. Nays: none. Motion carried.
Kevin Holliday moved, Howard Gallois seconded to adopt the School Board Policies #2:230 Public Participation at School Board Meetings and Petitions to the Board, #2:240 Board Policy Development; and #2:250 Access to District Public Records as presented. Roll call vote. Yeas: Holliday, Gallois, Kempfer, Young, Byington, Craig and Rheinecker. Nays: none. Motion carried.
First readings were held for General School Administration Policies #3:10 Goals and Objectives; #3:30 Chain of Command; #3:40 Superintendent; #3:50 Administrative Personnel Other Than the Superintendent; #3:60 Administrative Responsibility of the Building Principal; and #3:70 Succession of Authority.
