Waterloo City Council met August 6.

Waterloo City Council met Sept. 6.

Here is the agenda provided by the Council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Buettner, and Heller.

Aldermen Trantham, Darter and Row were absent.

3. Pledge of Allegiance led by Mayor Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor.

Motion made by Alderman Notheisen and seconded by Alderman Heller to add Item #12-I, Executive Session per ILCS 120/2(c)(1) to the agenda. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Buettner and Heller voting yea.

5. Approval of Minutes as Written or Amended

Motion made by Alderman Heller and seconded by Alderman Thomas to approve the July 16, 2018, 7:30 p.m. City Council Minutes. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins and Buettner voting yea.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

Tim Birk reported the high-pressure gas main project will begin on HH Road to North Winds.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen.

A. Consideration and Action on Resolution No. 1761 Amending the Revised Code of Ordinances for the City of Waterloo, Illinois, Chapter 40 Zoning Regulations, Section 40-4-3 Fences, Walls and Hedges, regarding Chain Link Fencing.

Motion made by Alderman Heller and seconded by Alderman Notheisen to approve Resolution No. 1761 amending the Revised Code of Ordinances for the City of Waterloo, Illinois, Chapter 40 Zoning Regulations, Section 40-4-3 Fences, Walls and Hedges, regarding Chain Link Fencing. Discussion. The Ordinance Committee clarified ‘chain link.’ The Planning Commission and Zoning Board approved Ordinance No. 1761. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins and Buettner voting yea.

12. Miscellaneous Business.

A. Consideration and Action on Warrant No. 568.

Motion made by Alderman Heller and seconded by Alderman Thomas to approve Warrant No. 568. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins and Buettner voting yea.

B. Consideration and Action on One (1) Year Commitment at the Builder Level of $10,000.00 to the Monroe County, Illinois Economic Development Corporation. Motion made by Alderman Thomas and seconded by Alderman Hopkins to approve a one-year commitment at the Builder Level of $10,000.00 to the Monroe County, Illinois Economic Development Corporation. Motion passed unanimously with Aldermen Thomas, Hopkins, Buettner, Heller and Notheisen voting yea.

C. Consideration and Action on Solicitation Request from the Waterloo Fire Department for their Annual “Fill the Boot” Campaign for Muscular Dystrophy to be held at the Intersection of Mill and Main Street on Friday, August 17, 2018 from 4:00 p.m. to 8:00 p.m. and Saturday, August 18, 2018 from 8:00 a.m. to 2:00 p.m.

Motion made by Alderman Notheisen and seconded by Alderman Buettner to approve a Solicitation Request from the Waterloo Fire Department for their annual “Fill the Boot” campaign for muscular dystrophy to be held at the intersection of Mill and Main Street on Friday, August 17, 2018 from 4:00 p.m. to 8:00 p.m. and Saturday, August 18, 2018 from 8:00 a.m. to 2:00 p.m. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Buettner, and Heller voting yea.

D. Consideration and Action on Special Event Permit Application No. 18-018-E from the Waterloo Lions Club and VFW Post #7980 for the Waterloo Homecoming to be held on Friday, August 24, 2018 at 4:00 p.m. to Sunday, August 26, 2018 at 1:00 a.m. with the Street Closures of Mill, Main and Third around the Courthouse Square. Parade will be held Saturday, August 25, 2018 at 5:00 p.m.

Motion made by Alderman Buettner and seconded by Alderman Heller to approve Special Event Permit Application No. 18-018-E from the Waterloo Lions Club and VFW Post #7980 for the Waterloo Homecoming to be held on Friday, August 24, 2018 at 4:00 p.m. to Sunday, August 26, 2018 at 1:00 a.m. with the street closures of Mill, Main and Third around the Courthouse Square. Parade will be held Saturday, August 25, 2018 at 5:00 p.m. Motion passed unanimously with Aldermen Buettner, Heller, Notheisen, Thomas and Heller voting yea.

E. Consideration and Action on Special Event Permit Application No. 18-019-E from the Waterloo Optimist Club for their Annual Walk/Run to be held on Saturday, August 25, 2018 from 6:30 a.m. till 10:00 a.m., with the Temporary Street Closure of Rogers Street between Rogers Elementary School and Country Club Lane.

Motion made by Alderman Heller and seconded by Alderman Thomas to approve Special Event Permit Application No. 18-019-E from the Waterloo Optimist Club for their Annual Walk/Run to be held on Saturday, August 25, 2018 from 6:30 a.m. till 10:00 a.m., with the temporary street closure of Rogers Street between Rogers Elementary School and Country Club Lane. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins and Buettner voting yea.

F. Consideration and Action on Special Event Permit Application N o. 18-020-E from the Vintage Wine Bar for a Rock n Blues Charity Concert to be held on Sunday September 02, 2018 from 12:00 p.m. till 10:00 p.m., with the Closure of an Alley between Third Street and the First National Bank Administrative Building.

Motion made by Alderman Notheisen and seconded by Aldermen Buettner to approve Special Event Permit Application No. 18-020-E from the Vintage Wine Bar for a Rock n Blues Charity Concert to be held on Sunday, September 02, 2018 from 12:00 p.m. till 10:00 p.m., with the closure of an alley between Third Street and the First National Bank Administrative Building. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins Buettner and Heller voting yea.

G. Consideration and Action on Special Event Permit Application No. 18-021-E from J.V.’s Downtown Bar and Grill for their Annual Block Party to be held on Friday, September 14, 2018 from 6:00 p.m. till 11:00 p.m. with the Street Closure of Main Street between Alley South of J.V.’s to Driveway South of Diehl’s.

Motion made by Alderman Thomas and seconded by Alderman Hopkins to approve Special Event Permit Application No. 18-021-E from J.V.’s Downtown Bar and Grill for their Annual Block Party to be held on Friday, September 14, 2018 from 6:00 p.m. till 11:00 p.m., with the street closure of Main Street between alley south of J.V.’s to driveway south of Diehl’s. Motion passed unanimously with Aldermen Thomas, Hopkins, Buettner, Heller and Notheisen voting yea.

H. Consideration and Action on Special Event Permit Application No. 18-022-E from Life Network of Southern Illinois for their Annual 5K Run/Walk/Bike Ride to be held on Saturday, September 15, 2018 from 7:30 a.m. till 1:00 p.m. with the Temporary Street Closures of Covington Drive between Lighthouse Learning Center and Rogers, and Rogers Street between Covington and Hamacher.

Motion made by Alderman Hopkins and seconded by Alderman Heller to approve Special Event Permit Application No. 18-022-E from Life Network of Southern Illinois for their Annual 5K Run/Walk/Bike Ride to be held on Saturday, September 15, 2018 from 7:30 a.m. till 1:00 p.m., with the temporary street closures of Covington Drive between Lighthouse Learning Center and Rogers, and Rogers Street between Covington and Hamacher. Motion passed unanimously with Aldermen Hopkins, Buettner, Heller, Notheisen and Thomas voting yea.

I. Consideration and Action on Approval of Executive Session for Personnel as per 5ILCS 120/2(c)(1).

Motion made by Alderman Notheisen and seconded by Alderman Heller to go into Executive Session for the discussion of Personnel as per 5ILCS 120/2(c)(1). Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Buettner and Heller voting yea. Time: 7:22 p.m.

Motion to reconvene made by Alderman Thomas and seconded by Alderman Buettner. Motion passed unanimously with voice vote. The City Council reconvened at 7:44 p.m.

13. Discussion of Matters by Council Members Arising After Agenda Deadline.

Aldermen Hopkins spoke with the Monroe County Probation Officer about the Community Service Program which is being revised.

Alderman Heller thanked Mayor Smith for greeting the visiting German students who will be returning to Germany on August 25.

14. Motion to Adjourn. Motion made by Alderman Buettner and seconded by Alderman Heller to adjourn. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 7:50 p.m.
