City of Columbia City Council met July 1.

Here is the minutes provided by the council:

Call To Order Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 P.M. Upon roll call, the following were:

Quorum present. Those in attendance recited the Pledge of Allegiance.

II. Delegation / Public Comments

A. Yard of the Month Recipients

Aldermen Agne and Riddle presented the Yard of the Month award for Ward 1 to Mr. John Love, and Aldermen Niemietz and Holtkamp presented the Yard of the Month award for Ward 4 to Ms. Paula Schlecht. Beth Luhr was recognized for Ward 2 and Gary and Theresa Hart were recognized as recipients for Ward 3.

III. Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, June 17, 2019 were submitted for approval.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Ebersohl, to approve the minutes of the Regular Meeting of the City Council held Monday, June 17, 2019 as on file at City Hall. Motion Passed 8 to 0.

Alderman Holtkamp abstained because he was not present for the meeting.

IV. Report of Departments and Officers

A. Community Development

The report of the Community Development Department was presented to the Council.

1. Ordinance No. 3466 – Amend Chapter 2.32 of Municipal Code - Plan Commission

Motion:

It was moved by Alderman Huch, and seconded by Alderman Agne, to approve Ordinance No. 3466, an ordinance amending Chapter 2.32 of the City of Columbia Municipal Code regarding the Plan Commission. Motion Passed 8 to 0.

2. Resolution No. 2019-14 - Approve Bylaws of Plan Commission

Motion: It was moved by Alderman Agne, and seconded by Alderman Holtkamp, to approve Resolution No. 2019-14, a resolution approving Bylaws for the City of Columbia, Illinois Plan Commission, Motion Passed 8 to 0.

3. Ordinance No. 3467 – Right-of-Way Plat for Rueck Road

Motion: It was moved by Alderman Ebersohl, and seconded by Alderman Huch, to pass and approve Ordinance No. 3467, an ordinance approving a Right-Of-Way Plat and accepting the dedication of the corresponding Rueck Road Right-Of-Way, Motion Passed 8 to 0.

4. Ordinance No. 3468 – Plat of Survey and Land Transfer by Real Estate Exchange

Motion: It was moved by Alderman Ebersohl, and seconded by Alderman Huch, to approve Ordinance No. 3468, an ordinance approving a Plat of Survey and authorizing the Land Transfer of part of St. Clair County Parcel No. 11-040-400-007 to St. Clair County Parcel No. 11-040-200-024, in the City of Columbia, Illinois by Real Estate Exchange. Motion Passed 8 to 0.

B. City Engineer/Public Works

The report of the City Engineer and the Public Works Department was presented to the Council.

1. Engineering Services Agreement with Heneghan and Associates - Centerville Road Water Main

Motion: It was moved by Alderman Ebersohl, and seconded by Alderman Holtkamp, to authorize the Mayor to enter into an Engineering Services agreement with Heneghan and Associates for the Centerville Road Water Main Replacement Project. Motion Passed 8 to 0.

2. Engineering Services Agreement with Oates Associates, Inc - Main Street Streetscape

Resurfacing

Motion: It was moved by Alderman Ebersohl, and seconded by Alderman Riddle, to authorize the Mayor to enter into an Engineering Services agreement with Oates Associates Inc. for the Main Street Streetscape - Phase 2 and 3 and South Main Street Resurfacing Project. Motion Passed 8 to 0.

C. Finance

1. Vouchers To Be Paid

Motion: It was moved by Alderman Roessler, and seconded by Alderman Niemietz, to authorize the payment of vouchers received through June 27, 2019 in the amount of two hundred forty one thousand, two hundred sixty-six dollars and forty-one cents ($241,266.41). Motion Passed 8 to 0.

D. City Clerk

The City Clerk presented his report to the Council.

E. City Attorney

The City Attorney presented his report to the Council.

The report of the City Administrator was presented to the Council.

Mr. Hudzik informed the Council the final two interviews for city administrator will be conducted in Executive Session during the July 8, 2019 Committee of the Whole meeting.

G. Mayor

The report of the Mayor was presented to the Council.

V. Old Business There was no Old Business brought before the Council,

VI. New Business There was no New Business brought before the Council.

VII. Report of Standing Committees There were no Reports of Standing Committees.

VIII. Call for Committee Meetings - July 8, 2019 Committee of the whole

IX. Executive Session Mayor Hutchinson inquired if there was any business to be addressed in Executive Session. There was none.

Motion: It was moved by Alderman Agne, and seconded by Alderman Ebersohl, to adjourn the Regular City Council meeting held Monday, July 1, 2019 at 7:12 P.M. Motion Passed 8 to 0.
