City of Red Bud Public Works Committee met May 20.

Here is the minutes provided by the committee:

Committee Members Present: Curt Guebert, Kyle Donjon, Bill Hanebutt, Clem Esker, Mike Rheinecker

Committee Members Absent:

Council Members Present: Jeremy DeMond, David Friess, Susan Harbaugh

Others Present: Mayor Tim Lowry, City Attorney Paul Ray, City Superintendent Josh Eckart, Code Administrator Jeff Mueller, Police Chief John Brittingham, Admin. Assist. Pam Poetker, City Clerk Joanne Cowell

Committee Chairman Guebert called the meeting to order at 7:21 P.M.

Old Business

I. Power Plant

a. Plant Report – Unit #3 Repairs

Eckart reported that all repairs for Unit #3 are completed and has been requalified. Unit #1 has a leak, which is being looked into.

II. Utilities/Streets

a. Electric - Underground & Structure Replacement Project

Phase II will have to comply with Fair Housing and HUD requirements. Poetker will work with Attorney Ray to come up with a list of requirements.

b. Gas – MRT Rate Case Update None

c. Water – Water Service for Sewer Plant

There is a water leak behind the power plant running down to the sewer plant. The line is buried under a radiator foundation. Eckart is working on a plan to run a new service off the 12” line. A temp line is in place.

d. Sewer – Lagoon Survey Update

Bio Solutions completed the lagoon survey. The report showed that an annual chemical maintenance treatment process should handle this at an annual cost of approximately $5,000.

e. Streets – MFT Update

The MFT oil and chip program is scheduled for August 13-14, 2019, with a rain date of August 16th. A tar potting schedule is being worked out.

III. Utility Rates

New Business

I. Approval of Prior Month’s Meeting Minutes – Meeting April 15, 2019

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt, to approve the minutes from the April 15, 2019 meeting. Carried

II. Training Requests

a. GUA Annual Meeting – Josh Eckart and Kenny Langrehr

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Rheinecker, to approve authorization to send Josh Eckart and Kenny Langrehr to training entitled “GUA Annual Meeting” on June 11, 2019 in Effingham. Transportation is required. Carried

b. IMEA Power Plant Operator Workshop – Josh Eckart and Keith Bauer

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Esker, to approve authorization to send Josh Eckart and Keith Bauer to training entitled “IMEA Power Plant Operator Workshop” on June 4, 2019 in Springfield. Transportation is required. Carried

III. Authorization to Purchase Equipment

a. Sewer Push Camera

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Rheinecker, to approve authorization to purchase a VeriSight Pro+ 330’ Push Camera from Key Equipment & Supply Co., NTE $11,775. Carried

b. Tilt Trailer

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Rheinecker, to approve authorization to purchase a tilt trailer as quoted from Camper Exchange Inc., NTE $9,700. Carried

IV. Authorization to Hire Part-Time Employee

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Rheinecker to approve authorization to hire Brendan Kueker as part-time help for the summer, at the normal rate of pay, pending physical and drug testing. Carried

V. Public Comments/Anything for the Good of the City

Eckart reported that the city has received some IMEA energy efficiency money for the parking lot project ($3,500); lighting project ($9,200) and the river wells VFD project.

Donjon asked about the sidewalk repairs schedule. Eckart said there are plans, but other projects have taken priority.

Meeting was adjourned at 7:34 P.M.
