City of Waterloo City Council met Aug. 19.

Here is the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller. Alderman Notheisen was absent.

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

Motion made by Alderman Darter and seconded by Alderman Heller to approve the August 05, 2019, 7:30 p.m., City Council Meeting Minutes. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Thomas, Hopkins and Trantham voting yea.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

The report is in the packet. Motion to accept the report made by Alderman Hopkins and seconded by Alderman Row. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Buettner, Row, Heller and Thomas voting yea.

B. Report of Treasurer.

The report is in the packet. Motion to accept the report made by Alderman Darter and seconded by Alderman Row. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Thomas, Hopkins and Trantham voting yea.

C. Report of Subdivision and Zoning Administrator. No report.

D. Report of Building Inspector/Code Administrator. The report is in the packet.

E. Report of Director of Public Works.

Tim Birk reported on August 21, 2019 Illinois American will switch chemicals in the water system which may produce a slight difference in the taste of the water. August 13, 2019 the Public Works department sent 4 men to work with the City of Highland for 12 hours.

F. Report of Chief of Police. No report.

G. Report of City Attorney. No report.

H. Report and Communication by Mayor.

1. Presentation of Downtown Beautification Grant Check to Stratton Chiropractic.

2. Presentation of Downtown Beautification Grant Check to Philomena & Ruth.

3. Presentation of IMEA Electric Efficiency Program Incentive Payment to the VFW Post #650.

8. Report of Standing Committees. No report.

9. Report of Special Committees.

Alderman Heller reported the visiting students from Germany were treated to a meal at Papa Vito’s before departing for home.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen. None.

11. Unfinished Business. None.

12. Miscellaneous Business.

A. Consideration and Action on Approval of Rear Yard Setback Request at 301 West Mill Street.

Motion made by Alderman Hopkins and seconded by Alderman Heller to approve a rear yard setback request at 301 West Mill Street. Discussion. Alderman Heller stated the Planning Committee agreed with this request. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Buettner, Row, Heller and Thomas voting yea.

B. Consideration and Action on Approval of Glandt Roofing as Low Bidder in the Amount of $39,070.00 for the Power Plant Roof Replacement Project, with extras not to exceed $10,000.00.

Motion made by Alderman Row and seconded by Alderman Darter to approve Glandt Roofing as low bidder in the amount of $39,070.00 for the Power Plant Roof Replacement Project, with extras not to exceed $10,000.00. Motion passed unanimously with Aldermen Row, Heller, Thomas, Hopkins, Trantham, Darter and Buettner voting yea.

C. Consideration and Action on Approval of Final Plat for Waterloo Commons Lot #5. Motion made by Alderman Darter and seconded by Alderman Row to approve the Final Plat for Waterloo Commons Lot #5. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Thomas, Hopkins and Trantham voting yea.

D. Consideration and Action on Approval of a Site Plant for the “Clean Car” Carwash located at 821 North Pointe Drive and Authorization for Mayor’s Signature on IEPA Permit Application.

Motion made by Alderman Heller and seconded by Alderman Row to approve a Site Plan for the “Clean Car” Carwash located at 821 North Pointe Drive and Authorization for Mayor’s Signature on the IEPA Permit Application. Motion passed unanimously with Aldermen Heller, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

E. Consideration and Action on Solicitation Request from the Monroe County Shriners to hold their Annual Paper Drive on Friday, October 18th and Saturday, October 19th, 2019 at the intersections of Main/Mill and Rogers/Hamacher.

Motion made by Alderman Hopkins and seconded by Alderman Buettner to approve a Solicitation Request from the Monroe County Shriners to hold their Annual Paper Drive on Friday, October 18th and Saturday, October 19th, 2019 at the intersections of Main/Mill and Rogers/Hamacher. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Buettner, Row, Heller and Thomas voting yea.

F. Consideration and Action on Solicitation Request from House of Neighborly Service to participate in the Annual Old Newsboy Day on Thursday, November 21, 2019 from 6:30 a.m. to 9:00 a.m. at the four-way stop intersections of Hamacher/Rogers, Main/Mill, Church/Fourth and Moore/Columbia.

Motion made by Alderman Buettner and seconded by Alderman Row to approve a Solicitation Request from the House of Neighborly Service to participate in the Annual Old Newsboy Day on Thursday, November 21, 2019 from 6:30 a.m. to 9:00 a.m. at the four-way stop intersections of Hamacher/Rogers, Main/Mill, Church/Fourth and Moore/Columbia. Motion passed unanimously with Aldermen Buettner, Row, Heller, Thomas, Hopkins, Trantham and Darter voting yea.

13. Discussion of Matters by Council Members Arising After Agenda Deadline.

Alderman Hopkins stated ‘it’s nice to see people getting in their permit requests in on time.’ Alderman Darter said “See you at the Homecoming.”

Alderman Buettner stated the successful amount for “Fill the Boot” for the Fire Department was $5,600.00

Mayor Smith thanked Aldermen Darter and Notheisen for their work with the County Dispatching.

14. Motion to Adjourn made by Alderman Buettner and seconded by Alderman Heller. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 7:40 p.m.
