City of Chester City Council met Sept. 16.

Here is the minutes provided by the council:

I.CALL TO ORDER

The City Council of Chester, Illinois, met in regular session on Monday, September 16, 2019, in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

II.ROLL CALL

Present: Alderman Ray Allison                  Alderman Randy Dudenbostel

              Alderman Russ Rader                 Alderman Scott Stumpe

              Alderman Dan Ohlau                   Alderman D. Michael Blechle

Absent:  Alderman Robert Platt                Alderman Daniel Geisen

III.PLEDGE OF ALLEGIANCE

IV.READING OF MINUTES OF PREVIOUS MEETING

Alderman Ohlau moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. 

UPON ROLL CALL: Ayes: Aldermen Ohlau, Rader, Stumpe, Allison, Blechle, Dudenbostel. Nays: None. Absent: Aldermen Platt, Geisen. Motion carried.

V.CORRESPONDENCE

The following correspondence was acknowledged:

•Letter of resignation from Aaron Runge from the Chester Police Department

•Chester Christian Food Pantry Inc. newsletter dated September 11, 2019

•Chester Chamber of Commerce meetings and events

•Information from Chester Water Department on hydrant flushing

•Tax Revenue for the month of August from City Clerk Berner

VI.REPORTS

Mayor:

Mayor Page encouraged the aldermen to attend the Chester Chamber of Commerce luncheon on September 17th. The guest speaker will provide an update on the Chester Bridge.

City Clerk:

The city clerk presented four applications for raffle licenses for the Chester Community Golf Club. Alderman Ohlau moved to issue the raffle licenses and waive the fidelity bond required of the raffle managers. Alderman Allison seconded the motion. 

UPON ROLL CALL: Ayes: Aldermen Ohlau, Rader, Stumpe, Allison, Blechle, Dudenbostel. Nays: None. Absent: Aldermen Platt, Geisen. Motion carried.

The city clerk presented an application for raffle licenses for St. Mary’s School. Alderman Ohlau moved to issue the raffle license and waive the fidelity bond required of the raffle managers. Alderman Allison seconded the motion. 

UPON ROLL CALL: Ayes: Aldermen Ohlau, Rader, Stumpe, Allison, Blechle, Dudenbostel. Nays: None. Absent: Aldermen Platt, Geisen. Motion carried.

VII.COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Dudenbostel moved to approve payment of bills, subject to audit, and to include payment to Bert’s Auto Service in the amount of $60.00 (fiscal year total, $285.90). Alderman Allison seconded the motion. 

UPON ROLL CALL: Ayes: Aldermen Rader, Dudenbostel, Stumpe, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Platt, Geisen. Motion carried.

Alderman Dudenbostel presented Invoice #20206 payable to J. T. Blankinship Inc. for engineering services provided for the Chester Turn Lane Project for $5,001.50. Alderman Rader seconded the motion. 

UPON ROLL CALL: Ayes: Aldermen Rader, Dudenbostel, Stumpe, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Platt, Geisen. Motion carried.

IDOT Supplemental Resolution:

Alderman Blechle presented a supplemental resolution to appropriate an additional $10,000.00 in the 2019 Motor Fuel Tax maintenance program for oiling and chipping roads. Alderman Allison seconded the motion. 

UPON ROLL CALL: Ayes: Aldermen Rader, Dudenbostel, Stumpe, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Platt, Geisen. Motion carried.

Part Time Police Officer Residency:

Chief Bobby Helmers requested the council consider amending the residency requirements for a part-time police officer. Currently, a part time officer must reside in the Chester School District. Chief Helmers recommends that guidelines be changed to allow a part-time officer to be a resident of Randolph County, Illinois. Alderman Ohlau motioned to authorize Attorney Kerkhover to prepare an Ordinance changing the residency requirements for a part-time officer. Alderman Rader seconded the motion. 

UPON ROLL CALL: Ayes: Aldermen Rader, Dudenbostel, Stumpe, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Platt, Geisen. Motion carried.

Part Time Dispatcher:

Chief Bobby Helmers recommends the council approve part time employment for Danielle Rude. Alderman Blechle moved to approve the employment of Danielle Rude as a part-time police dispatcher. Alderman Allison seconded the motion. 

UPON ROLL CALL: Ayes: Aldermen Rader, Dudenbostel, Stumpe, Ohlau, Allison, Blechle. Nays: None. Absent: Aldermen Platt, Geisen. Motion carried.

XI.ADJOURNMENT

At 6:12 p.m., Alderman Ohlau moved to adjourn the meeting. Alderman Dudenbostel seconded the motion. VOTE: Ayes: Aldermen Ohlau, Dudenbostel, Rader, Stumpe, Allison, Blechle. Nays: None. Absent: Aldermen Platt, Geisen. Motion carried.
