Pinckneyville City Council met Jan. 13.

Here is the minutes provided by the council:

ROLL CALL

Mayor Robert L. Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Commissioner Cicardi added two bills to accounts payable that total $50.00; $25.00 each for Mike Millikin and Toby Dinkleman to attend the 12th Annual Winter Conference January 29, 2020. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa S. Kellerman, City Attorney Don Bigham, City Treasurer Arthur F. Reese, Police Chief Kenny Kelley, and Fire Chief Jim Gielow. The Pledge of Allegiance was led by Commissioner Peradotta.

PREVIOUS MINUTES

Motion was made by Commissioner Hicks to approve the minutes of the December 23, 2019 regular council meeting, and the minutes of the December 30, 2019 special council meeting. The motion was seconded by Commissioner CIcardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

City Treasurer Arthur F. Reese reviewed the treasurer’s report and stated that the total ending bank balances as of December 30, 2019 was $5,944,206. Unrestricted bank balances as of December 30, 2019 was $1,493,779, an increase from the last two years. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar made a motion to approve the accounts payable with the additional $50.00 Commissioner Cicardi had addressed. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Hicks congratulated the Pinckneyville High School Basketball Team for winning the 16-team Holiday Tournament. He noted there were a lot of new people in town and the tournament was well-attended.

Commissinoer Hicks also mentioned that the Pinckneyville High School Cheerleaders got 4th at State.

APPROVAL FOR NOTICE OF BID FOR LICENSED OPERATOR – SEWER TREATMENT PLANTS

Commissioner Cicardi made a motion approve a Notice of Bid for Licensed Operator for the Sewer Treatment Plants. He noted there is an opening for a Licensed #1 Sewer Plant Operator. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVAL FOR NOTICE OF BID FOR LICENSED OPERATOR – WATER PLANT

Commissioner Cicardi made a motion approve a Notice of Bid for Licensed Operator for the Water Plant. He noted Ron Helvey had retired so there is an opening for a Licensed Water Plan Operator. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

STREET COLLECTION REQUEST FROM PCHS BASEBALL TEAM

Andrea Keene representing the PCHS Baseball Team requested permission to collect at the 4-way Stop intersection, the North intersection of the Courthouse, the stop sign by the Perry County Jail, the intersection by McDonald’s, and at Panther Drive on Saturday, February 1, 2020 from 8:00 a.m. to 2:00 p.m. Commissioner Hicks stated that the collections are normally limited to 4 hours, so the time needed to be adjusted to only be for 4 hours. Commissioner Hicks made a motion to approve the collection request. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

STREET COLLECTION REQUEST FROM OPTIMIST CLUB

Mike Kovic representing the Pinckneyville Optimist Club requested permission to collect at the square and intersection of Water and Walnut Streets on Saturday, May 16, 2020 from 7:00 a.m. to 11:00 a.m. Commissioner Hicks made a motion to approve the collection request. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETIRED POLICE K-9

Commissioner Hicks made a motion approve that the retired police K-9 be left in the care and ownership of Police Officer Morgan. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

SHEFFER INSURANCE / ICRMT

Jared Sheffer, President of Sheffer Insurance Agency, LLC, thanked the council for the opportunity to provide insurance to the City of Pinckneyville. He stated they are one of the leading insurance agencies in Southern Illinois and have been around for over 50 years. They partner with IMPG which has ICRMT, Illinois Counties Risk Management Trust, with over 300 members throughout the State including Perry County, City of Marion, City of Mt. Vernon, City of Carterville. Jeff Weber, Executive Vice President, IPMG/ICRMT, thanked the council for their business and noted they have a 97% retention. He noted that within the first 12 months they will provide a professional property appraisal by a third party property appraisal firm, at no cost to the City, to give the City a true replacement cost of all buildings to make sure the City is properly insured. He noted they also have an open door legal service with third party attorneys that specialize in public entities in Illinois in the event of legal action against the City. They also have a unique service that is a crisis management service to assist with PR advice. Kyle Shell, Senior Risk Manager, IPMG/ICRMT, will meet with department heads assisting with any training, policies, and any other specific department needs.

RESOLUTION NO. R-2020-01 DESTRUCTION OF AUDIO RECORDINGS

Mayor Spencer introduced Resolution No. R-2020-01, a resolution authorizing the destruction of audio recordings of the closed council meetings of the City of Pinckneyville, Perry County, Illinois, conducted on or before June 30, 2018. Commissioner Peradotta made a motion to approve Resolution No. R-2020-01. The motion was seconded by Commissioner HIcks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PUBLIC COMMENTS

Jeff Egbert of the Pinckneyville Press questioned if Mayor Spencer was still the FOIA Officer. Mayor Spencer confirmed he is. Mr. Egbert then stated, “The Illinois Attorney General’s Public Access Counselor recently found the City improperly withheld records regarding complaints lodged against Commissioner Peradotta. The City gave us documents last week. My question for you, as the Mayor and the City’s FOIA Officer, is can you assure me that the release is a full, properly-redacted representation of all the information sought in the original FOIA request?” Mayor Spencer stated, “Yes, I can.”

ADJOURNMENT TO EXECUTIVE SESSION

Motion by Commissioner Peradotta, seconded by Commissioner Hicks to move the meeting to Executive Session at 6:20 p.m. for the discussion of Section 2 (c) (1) Appointment, employment, compensation, discipline, performance, or dismissal of an employee. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Peradotta, seconded by Commissioner Cicardi to return to the regular meeting at 6:45 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT

Motion by Commissioner Cicardi, seconded by Commissioner Stotlar to adjourn the meeting at 6:46 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
