Waterloo Community Unit School District 5 Board of Education met Feb. 24.

Here is the minutes provided by the board:

The meeting was called to order by President John Caupert. The following members were present: Kim Ahne, Jo Ellen (Jodi) Burton, John Caupert, Lori Dillenberger, Neil Giffhorn, Gary Most, and James Yaekel Jr. The following administration was present: Superintendent Brian Charron; Special Education Coordinator Julie Bender; District Curriculum Coordinator Johnathan Schmieg; Principals: Lori Costello, Alan Guehne, Christine Osterhage, Nicholas Schwartz, Jessica Washausen, Brian Smith, and Mary Gardner; Athletic Director & HS Dean of Students Mitchell North; and Director of Buildings & Grounds Jack Latchem.

The following guests were present: Casie Anderson, Charity Eugea, James Moss, and Jane Nold.

Motion was made by Giffhorn and seconded by Yaekel Jr. that an executive closed session be called at 6:08 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. [5 ILCS 120/2(c)(1)] Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Yaekel Jr. and seconded by Most for the Board to close the executive session at 7:30 p.m. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Most and seconded by Yaekel Jr. to approve the minutes of the January 27, 2020 regular board meeting.

Further, to approve the executive session minutes of the January 27, 2020 regular board meeting.

Further, to: 1) instruct the Superintendent to have the tentative amended budget for the 2019-2020 fiscal year prepared for Finance Committee review; 2) set the time and place for a public hearing at the April 20, 2020, regular board meeting on the tentative amended budget; and 3) instruct the Board Secretary to give notice according to law and Board policies that the tentative amended budget will be on file and conveniently available for public inspection for thirty days prior to the public hearing with date of display being set on Thursday, March 19, 2020.

Further, to approve a 2020 summer session for Kennel Klub, contingent on adequate enrollment.

Further, to approve an updated signature card, effective February 25, 2020, with First National Bank of Waterloo for the Waterloo CUSD5 District Activity Fund by allowing the authorized signatures: Julie Bradley, Marla Byrd, and Stacy Snodgrass.

Further, to approve an updated signature card, effective February 25, 2020, with State Bank of Waterloo for the Waterloo CUSD5 Imprest Fund by allowing the authorized signatures: Deana Batson, Julie Bradley, Marla Byrd, and Stacy Snodgrass.

Further, to approve an updated signature card, effective February 25, 2020, with First National Bank of Waterloo for the Waterloo High School Activity Fund by allowing the authorized signatures: Julie Bradley, Sheri Jones, Connie Lambeck, and Julie Whitlock.

Further, to accept a letter of resignation, dated January 28, 2020, from Linmarie Mantia, cafeteria worker, effective January 28, 2020.

Further, to accept a letter of resignation, dated February 11, 2020, from Mitchell North, District Athletic Director, effective June 30, 2020.

Further, to accept a letter of retirement, dated January 13, 2020, from Lisa Tiedemann, HS science teacher, effective at the end of the 2019-2020 school year.

Further, to accept a letter of retirement, dated January 24, 2020, from Mary Ann Kreinberg, JH reading and language teacher, effective at the end of the 2019-2020 school year.

Further, to accept an irrevocable letter of retirement, dated January 28, 2020, from Kara Lavoie in accordance with the contract Agreement Between the Board of Education of Waterloo Community Unit School District No. 5 and the Waterloo Classroom Teachers' Association (W.C.T.A.), as stated in Article IX, Section 9.10, Severance Incentive, effective at the end of the 2023-2024 school year.

Motion was made by Burton and seconded by Ahne to accept the treasurer’s report and student activity reports. There were no investments for January. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Most and seconded by Burton to approve the attached list of bills for January for Waterloo Community Unit School District No. 5 and the payment of the bills for the current month (February). Further, that the District Treasurer, Julie Bradley, be given authority to pay said bills. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Burton and seconded by Yaekel Jr. to approve the 2020-2021 Official School Calendar with school starting on Tuesday, August 11, 2020 and ending on Wednesday, May 26, 2021, with six (6) emergency days included. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Most and seconded by Yaekel Jr.to approve the extra-duty assignments, effective for the 2020-2021 school year as per recommendation from the District Athletic Director, Mitch North, and administration. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Giffhorn and seconded by Ahne to approve an intergovernmental agreement between the Board of Education and City Counsel of the City of Waterloo, for provision of a School Resource Officer. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.
