ROLL CALL
Mayor Robert L. Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa S. Kellerman, City Attorney Don Bigham, Police Chief Kenny Kelley, and Fire Chief Jim Gielow. Due to the COVID-19 Pandemic, the public was invited to attend by social distancing in the lobby area and the Council Chambers of City Hall or by calling in on a conference line. The Pledge of Allegiance was led by Commissioner Hicks.
PREVIOUS MINUTES
Motion was made by Commissioner Cicardi to approve the minutes of the April 13, 2020, regular council meeting. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
TREASURER’S REPORT
Commissioner Stotlar reviewed the comparative payroll from the treasurer’s report and stated that Total Gross Payroll was $605,368.98 for the payroll April 2020, up from last year. Total Hours Paid were down from last year while Overtime Hours were up from last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
ACCOUNTS PAYABLE
Commissioner Stotlar made a motion to approve the accounts payable. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
CORRESPONDENCE
Commissioner Hicks thanked Greg Thompson of Country Financial for the $1,000 donation to the Fire Department to go towards the purchase of a battery-powered ventilation fan. He also thanked Greg and the Grecian Steakhouse for recently providing lunch to the police and fire department and other healthcare workers in the community. He then thanked Fenton’s Custom & Collision in Du Quoin for providing lunch last Friday. Commission Hicks, on behalf of the City Council and the City of Pinckneyville, thanked everyone for supporting the local businesses during this difficult time.
RESOLUTION NO. R-2020-13 AUTHORIZING LEASES OF REAL ESTATE OWNED BY THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS FOR AGRICULTURAL PURPOSES
Commissioner Cicardi presented Resolution No. R-2020-13, a resolution placed on file at the April 13, 2020, regular council meeting, authorizing leases of real estate owned by the City of Pinckneyville, Perry County, Illinois for Agricultural Purposes. These leases are with Edward Bruns and Stephen and Brent Epplin. Attorney Bigham stated that the acreage originally listed for the Epplin Lease has been reduced by 5.1 acres that they are no longer farming. The Epplins also stated that there was a prior agreement with the City that a field that is leased to them has been used for sludge and the rent gets adjusted for the acres that are idle. The final draft of the Epplin Lease reflects the corrected acreage and that rent would be adjusted for any acres that are idle for sludge disposal. Commissioner Cicardi made a motion to approve Resolution No. R¬ 2020 13. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
REQUEST APPROVE TO HIRE PART-TIME SUMMER HELP
Commissioner Cicardi requested approval to hire part-time summer help at $10.00 per hour. He requested to hire Grant Biby and Landon Millikin to weed eat and do some painting around the water plant. Commissioner Cicardi made a motion to approve the hiring of part-time summer help. The motion was seconded by Commissioner Peradotta. Commissioner Hicks asked if they would help Tom Garner at the Park as well, and Commissioner Cicardi stated they would work wherever they were needed. Mayor Spencer asked when they would start. Commissioner Cicardi stated he’d like to start them as soon as their background checks and drug tests were completed. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Stotlar voted YEA. NAYS: None. ABSTAINED: Mayor Spencer. Motion declared carried.
REQUEST TO ACCEPT PROPOSAL FOR CLEANING AND TELEVISING IL-127 SANITARY SEWER
Commissioner Cicardi presented two proposals for cleaning and televising the IL-127 Sanitary Sewer. He stated HMG has stated there is a good chance if this line isn’t being used, they can eliminate the manhole and avoid closing 127 when they put the new sewer system in. This could save the City approximately $125,000 to shut down IL-127 and re-route traffic for three days later on. One bid from ACE Pipe Cleaning was $3,481.50 and the other was from Visu-Sewer for $5,290.00. Commissioner Cicardi made a motion to accept the lowest bid from ACE Pipe Cleaning at $3,481.50. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
REQUEST FROM OPTIMIST CLUB TO CANCEL COLLECTION ON CITY STREETS
Commissioner Hicks stated the Optimist Club has requested to cancel their collection on city street on May 16, 2020, due to COVID-19. They requested the ability to reschedule the event as the situation improves.
REQUEST APPROVE TO HIRE PART-TIME SUMMER HELP
Commissioner Peradotta requested approval to hire part-time summer help at $10.00 per hour. He requested to hire Daron Chandler and Riley Maxey. He stated they won’t start until June and they will be worked 2-3 days per week to assist while other full-time workers are off during the summer months. Commissioner Peradotta made a motion to approve the hiring of part-time summer help. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Stotlar voted YEA. NAYS: None. ABSTAINED: Mayor Spencer. Motion declared carried.
REVIEW OF MFT AUDIT FOR JANUARY 1, 2018 THROUGH DECEMBER 31, 2019
Commissioner Peradotta presented the MFT Audit for January 1, 2018 through December 31, 2019. The audit was sent to IDOT and everything has been approved.
RESOLUTION NO. R-2020-14 TO AWARD AND AUTHORIZE A CONTRACT WITH SAMRON MIDWEST CONTRACTING, INC., FOR SIDEWALK IMPROVEMENTS IN THE CITY OF PINCKNEYVILLE, ILLINOIS
Commissioner Peradotta introduced Resolution No. R-2020-14, a resolution to be placed on file to award and authorize a contract with Samron Midwest Contracting Inc., for sidewalk improvements in the City of Pinckneyville. The City received a Grant last year for $60,000, and SAMRON came in with the lowest bid of $62,747. Only one other bid was received for $83,000, and SAMRON’s bid was under the engineer’s estimate. Commissioner Peradotta made a motion to place on file Resolution No. R-2020-14. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
RESOLUTION NO. R-2020-16 COMMITTING LOCAL FUNDS FOR THE SOUTH WALNUT STREET RESURFACING PROJECT AS REQUIRED BY THE LOCAL PUBLIC AGENCY AGREEMENT FOR FEDERAL PARTICIPATION WITH THE ILLINOIS DEPARTMENT OF TRANSPORTATION
Commissioner Peradotta presented Resolution No. R-2020-16, a resolution committing local funds for the South Walnut Street resurfacing project as required by the local public agency agreement for federal participation with IDOT. The project cost is estimated at $205,000, and the City must commit 20% in matching funds or approximately $41,000, which is already in the budget. Commissioner Peradotta made a motion to approve Resolution No. R-2020-16. The motion was seconded by Commissioner Stotlar. Commissioner Stotlar presented Ordinance No. O-2020-07, an ordinance placed on file at the April 13, 2020, regular council meeting, approving the Estimate of Revenues for the City of Pinckneyville, Perry County, Illinois for the fiscal year ending April 30, 2021. Commissioner Stotlar made a motion to approve Ordinance No. O-2020-07. The motion was seconded by Commissioner Cicardi. Commissioner Stotlar presented Ordinance No. O-2020-08, an ordinance placed on file at the April 13, 2020, regular council meeting, to adopt the Annual Budget for the City of Pinckneyville, Perry County, Illinois for the fiscal year ending April 30, 2021. Commissioner Stotlar made a motion to approve Ordinance No. O-2020-08. The motion was seconded by Commissioner Hicks. REVIEW AUDIT RECOMMENDATIONS BY AZAVAR GOVERNMENT SOLUTIONS AND STATUS OF CITY AGREEMENT WITH AZAVAR GOVERNMENT SOLUTIONS
Commissioner Stotlar reviewed the audit recommendations by Azavar Government Solutions, regarding Short-Term Online Rental Marketplace (STORM) income that is not being realized from AirBNB and HomeAway rentals in the City of Pinckneyville. The City would need to change an Ordinance in order to gain a very small amount of income from these types of rentals. Commissioner Stotlar recommended, since there has been little savings realized from their recommendations, the City terminate the agreement with Azavar Government Solutions. Commissioner Stotlar made a motion to terminate the agreement with Azavar Government Solutions. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
RESOLUTION NO. R-2020-15 AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO AN ADDENDUM TO THE COLLECTIVE BARGAINING AGREEMENT WITH THE LABORERS’ INTERNATIONAL UNION OF NORTH AMERICA, THE SOUTHERN AND CENTRAL ILLINOIS LABORERS’ DISTRICT COUNCIL, AND LABORERS’ LOCAL 773
Mayor Spencer introduced Resolution No. R-2020-15, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into an addendum to the Collective Bargaining Agreement with the Laborers’ International Union of North America, the Southern and Central Illinois Laborers’ District Council, and Laborers’ Local 773. Commissioner Stotlar made a motion to place on file Resolution No. R-2020-15. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
