City of Pinckneyville City Council met June 8.

ROLL CALL

Mayor Robert L. Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. City Clerk Kellerman made a correction to the agenda: Ordinance No. O-2020-16 listed under Commissioner Cicardi should have stated that it is “to be placed on file”. Mayor Spencer stated that items number 3 and 7 under his name on the Agenda were being tabled until the June 22, 2020, regular council meeting, and items number 4 and 6 would under his name on the Agenda would be discussed after the Executive Session. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa S. Kellerman, City Attorney Don Bigham, Police Chief Kenny Kelley, Fire Chief Jim Gielow, and Economic Development Coordinator Carrie Gilliam. Due to the COVID-19 Pandemic, the public was invited to attend by social distancing in the lobby area and the Council Chambers of City Hall or by calling in on a conference line. The Pledge of Allegiance was led by Commissioner Stotlar.

PREVIOUS MINUTES

Motion was made by Commissioner HIcks to approve the minutes of the May 26, 2020, regular council meeting. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar announced that due to the early date of the council meeting, the bank statements were not received in time to have the treasurer’s report prepared. The treasurer’s report at the June 22, 2020, regular council meeting will contain the full report of bank balances and payroll information.

ACCOUNTS PAYABLE

City Clerk Kellerman added an invoice from Bigham Tanner and Foster for $796.00 for closing costs on the Community Center to the accounts payable. Commissioner Stotlar made a motion to approve the accounts payable with the additional invoice. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2020-16 AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO A LEASE ON THE PREMISES AT 5512 STATE ROUTE 154, PINCKNEYVILLE, ILLINOIS, WITH PERRY-JACKSON COUNTY CHILD ADVOCACY CENTER

Commissioner Cicardi introduced Ordinance No. O-2020-16, an ordinance to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a lease on the premises at 5512 State Route 154, Pinckneyville, Illinois, with Perry-Jackson County Child Advocacy Center. This is a 3-year lease renewal. Commissioner Cicardi made a motion to place on file Ordinance No. O-2020-16. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CITY STREETS TO BE OILED AND CHIPPED

Commissioner Peradotta stated that some City streets would be oiled and chipped on June 22, 23, and 24, starting at 7:00 a.m. until 4-6 p.m., weather permitting. He said to allow 20 minutes per street. No Parking Signs will be posted ahead of time for the affected streets. Fines and towing charges will apply to violation of the street signs, and will be the responsibility of the owner of the vehicle. Streets affected are: Prince Drive, Palace Drive, Queens Way, Treasure Lane, Indian Trail, Alyssum Road, Illinois Street, Missouri Street, Wisconsin Street, Kentucky Street, Iowa Street, Indiana Street, Water Street, Oxbow Road, Short Street, Sunny Lane, Wabash Street, Unicorn Road, Dalmation Road, Red Bud Lane, Cedar Point Lane, Cripple Creek Road, Sunset Drive, Spring Valley, Melody Lane, Cemetery Roads, and Railroad Street.

RESOLUTION NO. R-2020-22 AUTHORIZING THE CLOSING OF THE CITY’S REVOLVING LOAN FUND AND TRANSFER OF PROGRAM FUNDS TO THE ILLINOIS DEPARTMENT OF COMMERCE AND ECONOMIC OPPORTUNITY

Mayor Spencer presented Resolution No. R-2020-22, a resolution authorizing the closing of the City’s Revolving Loan Fund and Transfer of Program Funds to the Illinois Department of Commerce and Economic Opportunity. He stated this program has been discontinued and there are two loans to be repurchased and the account to be closed. Commissioner Peradotta made a motion to approve Resolution No. R-2020-22. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2020-17 ADOPTING A POLICY FOR THE CITY OF PINCKNEYVILLE, ILLINOIS PROHIBITING SEXUAL HARASSMENT

Mayor Spencer introduced Ordinance No. O-2020-17, an ordinance adopting a policy for the City of Pinckneyville, Illinois prohibiting sexual harassment. He stated the City already has a policy, but the General Assembly had published updated rules on sexual harassment. Commissioner Hicks made a motion to approve Ordinance No. O-2020-17. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2020-18 AUTHORIZING APPROVAL OF BUSINESS DISTRICT GRANT FROM JOSHUA L. BAGLEY AND GRANDMA’S COFFEE AND CAKES, LLC

Mayor Spencer tabled this Ordinance until the June 22, 2020, regular council meeting.

RESOLUTION NO. R-2020-24 TO AUTHORIZE AND SUPPORT THE APPLICATION OF THE CITY OF PINCKNEYVILLE FOR A COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM GRANT

Mayor Spencer presented Resolution No. R-2020-24, a resolution to authorize and support the application of the City of Pinckneyville for a Community Development Block Grant Program Grant. Mayor Spencer stated this was the Community Development Block Grant (CDBG) Economic Development Downstate Small Business Stabilization Program discussed during the Public Hearing prior to this meeting. Commissioner Cicardi made a motion to approve Resolution No. R-2020-24. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT TO EXECUTIVE SESSION

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to move the meeting to Executive Session at 6:15 p.m. for the discussion of: Section 2 (c) (5) Purchase or lease of real property for the use of the public body. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Peradotta, seconded by Commissioner Cicardi to return to the regular meeting at 6:41 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2020-23 AUTHORIZING A LEASE OF OFFICE SPACE TO THE UNIVERSITY OF ILLINOIS EXTENSION

Mayor Spencer introduced Resolution No. R-2020-23, a resolution to be placed on file authorizing a lease of office space to the University of Illinois Extension. Commissioner Peradotta asked the term of the lease. Attorney Bigham stated it is a one year lease with two renewal options. He also stated that an updated resolution had been passed out to the council which corrected the address of the building and that the resolution authorizes the Extension to start repairs to the property. Commissioner Peradotta made a motion to place on file Resolution No. R-2020-23. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

DISCUSS DECREASE IN REVENUE DUE TO COVID-19

Mayor Spencer tabled this discussion until the June 22, 2020, regular council meeting.

PUBLIC COMMENTS

Commissioner Peradotta wanted to inform the public that there will be core drilling on West Water Street Thursday, June 11, 2020, from 10:00 a.m. until approximately 2:00 p.m. The highway will be down to one lane between Mill Street and Fallon Street with flaggers at each end. Grant Street will also be closed between West Mulberry Street and Water Street due to the street maintenance.

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to adjourn the meeting at 6:51 p.m.
