ROLL CALL
Mayor Robert L. Spencer called the special meeting of the Pinckneyville City Council to order at 9:00 a.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Administrative staff present: City Clerk Melissa S. Kellerman and City Attorney Don Bigham.
ORDINANCE NO. O-2020-31 ESTABLISHING AN ENTERPRISE ZONE IN THE CITY OF DU QUOIN, ILLINOIS, THE CITY OF PINCKNEYVILLE, ILLINOIS, THE VILLAGE OF ST. JOHNS, ILLINOIS, AND PERRY COUNTY, ILLINOIS
Mayor Spencer presented Ordinance No. O-2020-31, an ordinance placed on file at the November 23, 2020, regular council meeting, establishing an enterprise zone in the City of Du Quoin, Illinois, the City of Pinckneyville, Illinois, the Village of St. Johns, Illinois, and Perry County, Illinois. Commissioner Cicardi made a motion to approve Ordinance No. O-2020-31. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
ORDINANCE NO. O-2020-32 ENACTING A POLICY STATEMENT WITHIN THE PERRY COUNTY ENTERPRISE ZONE
Mayor Spencer presented Ordinance No. O-2020-32, an ordinance placed on file at the November 23, 2020, regular council meeting, enacting a Policy Statement expressing a commitment to encourage the development of business entities owned by minorities, women and persons with disabilities, and to encourage the hiring of minority persons, women and persons with disabilities within the Perry County Enterprise Zone. Commissioner Hicks made a motion to approve Ordinance No. O-2020-32. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
RESOLUTION NO. R-2020-40 AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO A MEMORANDUM OF UNDERSTANDING WITH THE CITY OF DU QUOIN, VILLAGE OF ST. JOHNS AND PERRY COUNTY, ILLINOIS, REGARDING THE PERRY COUNTY ENTERPRISE ZONE APPLICATION
Mayor Spencer presented Resolution No. R-2020-40, a resolution authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a memorandum of understanding with the city of Du Quoin, Village of St. Johns and Perry County, Illinois, regarding the Perry County Enterprise Zone Application. Commissioner Cicardi made a motion to approve Resolution No. R-2020-40. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
ORDINANCE NO. O-2020-33 TO AMEND ORDINANCE NO. O-2020-22, AUTHORIZING A REQUEST FOR FINANCIAL SUPPORT UNDER THE ILLINOIS LOCAL CURE PROGRAM
Mayor Spencer presented Ordinance No. O-2020-33, an ordinance to amend Ordinance No. O-2020-22, an ordinance of the City of Pinckneyville, Perry County, Illinois, authorizing a request for financial support under the Illinois Local CURE Program. Commissioner Cicardi made a motion to approve Ordinance No. O-2020-33. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
DISCUSSION TO PAY DOWN PRINCIPAL ON METER LOANS
Commissioner Stotlar stated he would like to discuss paying down the principal on the meter loans at First National Bank in Pinckneyville and Murphy-Wall State Bank and Trust Company. He would like to use funds in the GO Bond Account to pay down $200,000.00 on each loan for a total of $400,000.00. This would cut both loan balances in half. He stated there were enough funds in the account to pay the loans off, but Mayor Spencer stated he would prefer not to deplete the account completely. City Attorney Don Bigham stated the funds must be used for utility-related expenses, so this would be appropriate. Commissioner Stotlar stated he would place this request on the agenda of the next regular council meeting.
DISCUSSION OF BICYCLE LANE ON ILLINOIS STATE ROUTE 13/127 FROM TOWN SQUARE SOUTH TO VIADUCT
Mayor Spencer stated IDOT is planning to resurface State Route 13/127 going through town, and they have plans to put a bicycle lane where the current parking lane is unless the City prefers to keep the parking lane. It is a possibility that the City may be responsible for 25% of the construction cost if they choose the parking lane rather than the bicycle lane, which would otherwise be covered 100% by IDOT. Mayor Spencer will get more information from IDOT.
