City of Chester City Council Met Oct. 5.

CALL TO ORDER

The City Council of Chester, Illinois, met in regular session in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

ROLL CALL

PLEDGE OF ALLEGIANCE

READING OF MINUTES OF PREVIOUS MEETING

Alderman Ohlau moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Maes, Ohlau, Allison, Platt, Rader, Blechle, Dudenbostel, Geisen. Nays: None. Absent: None. Motion carried.

The following correspondence was acknowledged:

Monthly Superintendent Reports

Fish Fry for the Chester Police Dept. at the Chester Eagles on Oct. 11th

Halloween Howl-A-Baloo on Oct. 30th at Cole Park

Cole Park Drive-In Movies on Oct. 17th

Chester Fall Festival on Oct. 17th from 9 a.m. to 4 p.m.

Mayor Page asked the aldermen to review Superintendent Tim Crow’s monthly status report. Mayor Page advised a Water-Sewer Committee meeting will be scheduled soon to discuss some issues at the Chester Water Plant.

COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Platt moved to approve payment of bills, subject to audit. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Rader, Blechle, Ohlau, Maes, Geisen. Nays: None. Absent: None. Motion carried.

Chairman Platt moved to approve the September report of the Evergreen Cemetery Clerk as presented. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Rader, Blechle, Ohlau, Maes, Geisen. Nays: None. Absent: None. Motion carried.

Water-Sewer Committee (Chairman Rader):

Chairman Rader presented a sewer bill ($25.13) of Kenneth Moore, 104 Clifford Drive, for adjustment due to a water leak that did not infiltrate the sewer system. Alderman Rader’s motion to adjust the bill in the usual manner, was seconded by Alderman Blechle. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Rader, Blechle, Ohlau, Maes, Geisen. Nays: None. Absent: None. Motion carried.

Chairman Rader presented a sewer bill ($43.28) of Donna Page, 806 Cedar, for adjustment due to a water leak that did not infiltrate the sewer system. Alderman Rader’s motion to adjust the bill in the usual manner, was seconded by Alderman Blechle. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Rader, Blechle, Ohlau, Maes, Geisen. Nays: None. Absent: None. Motion carried.

DEPARTMENT HEADS

Chief of Police (Bobby Helmers):

Chief Helmers reported the police department responded to 441 calls in the month of September resulting in 75 arrests.

Fire Chief (Marty Bert):

Chester Fire Department responded to eight calls during the month of September. Secondly, Chief Bert requested a meeting be scheduled to figure out plans for October 28th to remember Officer James Brockmeyer.

NEW BUSINESS

Illinois Boat Access Development Grant:

Alderman Platt moved to ratify the action of the city council and authorize the mayor and city clerk to sign the financial certificate statement for the Illinois Boat Access Development Grant. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Dudenbostel, Geisen, Ohlau, Maes, Platt, Rader, Blechle, Allison. Nays: None. Absent: None. Motion carried.

Christmas on the River – Snow Globe and Trackless Train:

Recreation Director Patti Carter presented a quote from Elite Events for a trackless train and snow globe for Christmas on the River for $2,345.00. Recreation Director Carter noted that the city has received $1,100.00 of donations for these two events. Alderman Ohlau moved to approve the rental of a trackless train and snow globe for Christmas on the River. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Rader, Blechle, Ohlau, Maes, Geisen. Nays: None. Absent: None. Motion carried.

Cole Memorial Park – Drive-In:

Alderman Maes moved to ratify the action of the city council and allow a drive-in movie night at Cole Park on October 17th. Alderman Blechle seconded the motion. UPON ROLL CALL: Ayes: Aldermen Dudenbostel, Ohlau, Platt, Rader, Blechle, Allison Maes, Geisen. Nays: None. Absent: None. Motion carried.

Street Department – 2020 Ford F-550 Dump Truck:

Street Superintendent Steve Renner presented a quote from Bonnell Industries Inc. for a 2020 Ford F-550 diesel dump truck for $109,557.00. The quote includes a nine-foot upgraded stainless steel bed, spreader box, snow plow, lights, side steps and a toolbox. Alderman Blechle moved to waive formal competitive bidding and approve the purchase of a 2020 Ford F-550 dump truck for $109,557.00. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Platt, Geisen, Maes, Rader, Blechle, Ohlau, Dudenbostel, Allison. Nays: None. Absent: None. Motion carried.

ADJOURNMENT

At 6:16 p.m., Alderman Ohlau moved to adjourn the meeting. Alderman Dudenbostel seconded the motion. VOTE: Ayes: Aldermen Ohlau, Geisen, Dudenbostel, Maes, Allison, Platt, Rader, Blechle. Nays: None. Absent: None. Motion carried.
