City of Pinckneyville City Council met Jan. 11.

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, Police Chief Kenny Kelley, and Fire Chief Jim Gielow. Due to the COVID-19 Pandemic, the public was invited to attend by social distancing in the lobby area and the Council Chambers of City Hall or by calling in on a conference line. The Pledge of Allegiance was led by Commissioner Peradotta.

PREVIOUS MINUTES

Motion was made by Commissioner Peradotta, seconded by Commissioner Hicks, to approve the minutes of the January 11, 2021, regular council meeting. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the treasurer’s report and stated that the ending bank balance total was $6,872,538.33, and unrestricted balance total was $1,661,248.02, for the period ending December 31, 2020. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar made a motion, seconded by Commissioner Peradotta, to approve the accounts payable. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Cicardi thanked the City of Pinckneyville water customers for their patience during the recent boil water order. Notices were sent out to customers ahead of time, and office staff only had a few calls. He stated the old tank has been removed and the new tank is being built, which he hoped would be done Wednesday. Then the tank will need to be filled, disinfected, and tested. He estimated the next boil water order, if necessary, to be next week sometime.

REQUEST FROM PCHS SOCCER PROGRAM TO COLLECT ON CITY STREETS

Commissioner Hicks presented a request from the PCHS Soccer Program to have a collection on the city streets on Saturday, January 30, 2021, from 12:00 p.m. to 4:00 p.m., at the four-way stop and McDonald’s intersection. Commissioner Hicks made a motion to approve the street collection. Commissioner Stotlar seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2021-04 AUTHORIZING A NON-FEDERAL REIMBURSABLE AGREEMENT WITH THE DEPARTMENT OF TRANSPORTATION FEDERAL AVIATION ADMINISTRATION FOR A FLIGHT INSPECTION OF IMPROVEMENTS AT THE PINCKNEYVILLE-DUQUOIN AIRPORT

Commissioner Hicks introduced Resolution No. R-2021-04, a resolution to be placed on file, authorizing a non-federal reimbursable agreement with the Department of Transportation Federal Aviation Administration for a flight inspection of improvements at the Pinckneyville-DuQuoin Airport. Commissioner Hicks made a motion to place on file Resolution No. R-2021-04. Commissioner Cicardi seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

HIRE BARRY KELLERMAN AS PART-TIME STREET DEPARTMENT EMPLOYEE

Commissioner Peradotta requested approval to hire Barry Kellerman as a part-time street department employee subject to passing a background check, drug test, and physical. Barry will replace Steve Moody, who recently retired, and work two to three days per week at a rate of $12.50 per hour. Commissioner Peradotta made a motion to approve hiring Barry Kellerman. Commissioner Cicardi seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

SELL 2009 FORD F550 DIESEL DUMP TRUCK

Commissioner Peradotta requested approval to sell a 2009 Ford F550 diesel dump truck. Commissioner Peradotta stated he has a couple of government agencies interested in the truck. Commissioner Peradotta made a motion, which was seconded by Commissioner Stotlar, to approve the sale of the 2009 Ford F550 diesel dump truck. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST FROM PCHS SOCCER PROGRAM FOR CORPORATE SPONSORSHIP

Commissioner Stotlar requested approval to be a corporate sponsor for the PCHS Soccer Program. He suggested using the same funds which were allotted in the past for other sports sponsorships. Commissioner Stotlar made a motion to approve the corporate sponsorship by making a donation in the amount of $1,500.00. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2021-02, AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO AN AGREEMENT WITH RICE SULLIVAN, LLC, FOR ANNUAL AUDIT SERVICES

Commissioner Stotlar introduced Resolution No. R-2021-02, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into an agreement with Rice Sullivan, LLC, for annual audit services for the financial and TIF audits for fiscal year ends 2021, 2022, and 2023. Rice Sullivan, LLC, recently purchased Emling and Hoffman and kept their DuQuoin staff, who has handled the City’s audited for many years. Commissioner Stotlar made a motion to place on file Resolution No. R-2021-02. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2021-01, AUTHORIZING THE DESTRUCTION OF AUDIO RECORDINGS OF THE CLOSED COUNCIL MEETINGS OF THE CITY OF PINCKNEYIVLLE, PERRY COUNTY, ILLINOIS, CONDUCTED ON OR BEFORE JUNE 30, 2019

Mayor Spencer presented Resolution No. R-2021-01, authorizing the destruction of audio recordings of the closed council meetings of the City of Pinckneyville, Perry County, Illinois, conducted on or before June 30, 2019. Commissioner Hicks made a motion to approve Resolution No. R-2021-01. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2021-02, TO AUTHORIZE AN APPLICATION FOR A GRANT UNDER THE ILLINOIS ABANDONED PROPERTY PROGRAM

Mayor Spencer presented Resolution No. R-2021-03, to authorize an application for a grant under the Illinois Abandoned Property Program. Mayor Spencer explained this program is to assist in tearing down abandoned houses and maintain the property. Commissioner Cicardi made a motion to approve Resolution No. R-2021-03. The motion was seconded by Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT TO EXECUTIVE SESSION

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to move the meeting to Executive Session at 6:14 p.m. for the discussion of Section 2 (c) (11) Litigation, pending or probable. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Peradotta, seconded by Commissioner Hicks to return to the regular meeting at 6:36 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to adjourn the meeting at 6:37 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
