Pinckneyville City Council Met Feb. 8.

Here is the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: Deputy City Clerk Terri Lindner, City Attorney Tyson Tanner, Police Chief Kenny Kelley, and Fire Chief Jim Gielow. Due to the COVID-19 Pandemic, the public was invited to attend by social distancing in the lobby area and the Council Chambers of City Hall or by calling in on a conference line. The Pledge of Allegiance was led by Commissioner Cicardi.

PREVIOUS MINUTES

Motion was made by Commissioner Cicardi, seconded by Commissioner Stotlar, to approve the minutes of the January 25, 2021, regular council meeting. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed treasurer’s report and stated that Total Gross Payroll was $142,315.66 for the payroll ending January 2021, up just a little from last year. He stated that the overtime hours were down from last year and the lowest they have been in the past 4 years. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Cicardi added a sales order in the amount of $3,200.00 from KGM for a new gas meter at the prison. Commissioner Stotlar made a motion, seconded by Commissioner Hicks, to approve the accounts payable with the addition from Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Cicardi projects the next boil order due to the chlorine tank replacement at the water plant will be February 16, 2021.

RESOLUTION NO. R-2021-04 AUTHORIZING A NON-FEDERAL REIMBURSABLE AGREEMENT WITH THE DEPARTMENT OF TRANSPORTATION FEDERAL AVIATION ADMINISTRATION FOR A FLIGHT INSPECTION OF IMPROVEMENTS AT THE PINCKNEYVILLE-DUQUOIN AIRPORT

Commissioner Hicks presented Resolution No. R-2021-04, a resolution placed on file at the January 25, 2021 regular council meeting, authorizing a non-federal reimbursable agreement with the Department of Transportation Federal Aviation Administration for a flight inspection of improvements at the Pinckneyville-DuQuoin Airport. Commissioner Hicks made a motion to approve Resolution No. R-2021-04. Commissioner Stotlar seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST FROM PINCKNEYVILLE CHAMBER OF COMMERCE FOR COLLECTION ON CITY STREETS

The Pinckneyville Chamber of Commerce requested to have a collection on the city streets October 2, 2021 from 9:00 a.m. to 1:00 p.m. Christian Feltmeyer, Executive Director from the Chamber stated that they were getting the ball rolling for Mardi Gras. Commissioner Hicks made a motion to approve the street collection. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2021-05 TO ACCEPT A PROPOSAL FROM BARR TRUCKING, INC TO FURNISH MATERIALS AND TO APPROVE THE AWARD OF A CONTRACT

Commissioner Peradotta introduced Resolution No. R-2021-05, a resolution to be placed on file, to accept a proposal from Barr Trucking, Inc., to furnish materials and to approve the award of a contract. Commissioner Peradotta made a motion to place on file Resolution No. R-2021-05. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2021-06 TO ACCEPT A PROPOSAL FROM ILLINI ASPHALT CORPORATION, INC TO FURNISH MATERIALS AND TO APPROVE THE AWARD OF A CONTRACT

Commissioner Peradotta introduced Resolution No. R-2021-06, a resolution to be placed on file, to accept a proposal from, Illini Asphalt Corporation to furnish materials and to approve the award of a contract. Commissioner Peradotta made a motion to place on file Resolution No. R-2021-06. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2021-02, AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO AN AGREEMENT WITH RICE SULLIVAN, LLC, FOR ANNUAL AUDIT SERVICES

Commissioner Stotlar presented Resolution No. R-2021-02, a resolution placed on file at the January 25, 2021, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into an agreement with Rice Sullivan, LLC, for annual audit services for the financial and TIF audits for fiscal year ends 2021, 2022, and 2023. Commissioner Stotlar made a motion to approve Resolution No. R-2021-02. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2021-01 AUTHORIZING APPROVAL OF AN APPLICATION FROM AEGIS VENTURE, LLC FOR BUSINESS DISTRICT FUNDS AND COMMITTING BUSINESS DISTRICT FUNDS FROM THE CITY OF PINCKNEYVILLE

Mayor Spencer presented Ordinance No. O-2021-01, an ordinance authorizing approval of an application from Aegis Venture, LLC, for Business District Funds and committing Business District Funds from the City of Pinckneyville, Perry County, Illinois, in the amount of $25,000.00. Mayor Spencer asked owner Jack Queen, owner of Aegis Venture, LLC to come forward and explain what his intentions were with the building formally known as the SIR building that was owned by the Pinckneyville Community Hospital. Owner Jack Queen said that he has had several requests for office spaces, Yoga studio, and a hair salon. He stated that he has two spots rented as of this date. Mr. Queen’s son, Abijah Queen stated that he was moving his family from Franklin County and was bringing his businesses with him. One business is an agriculture business and the other is a natural resources company that manages oil, gas, and minerals. Mr. Jack Queen stated that other plans include a business that provides security consulting and ballistic products to schools, churches, hospitals, and police departments. Commissioner Peradotta made a motion to approve Ordinance No. O-2021-01. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2021-02, AUTHORIZING APPROVAL OF AN APPLICATION FOR FAÇADE IMPROVEMENT GRANT FUNDS TO AEGIS VENTURE, LLC AND COMMITTING FAÇADE IMPROVEMENT GRANT FUNDS FROM CITY OF PINCKNEYVILLE

Mayor Spencer presented Ordinance No. O-2021-02, an ordinance authorizing approval of an application from Aegis Venture, LLC for Façade Improvement Grant funds and committing façade improvement grant funds from the City of Pinckneyville, Perry County, Illinois, in the amount of $10,000.00. Commissioner Peradotta made a motion to approve Ordinance No. O-2021-02. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2021-03, AN ORDINANCE AUTHORIZING THE CITY OF PINCKNEYVILLE TO ENTER INTO A SALES AGREEMENT FOR PURCHASE OF REAL ESTATE LOCATED ALONG WEST WATER STREET FROM JOHN P. MANN

Mayor Spencer introduced Ordinance No. O-2021-03, an ordinance to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a sales agreement for the purchase of real estate located along West Water Street, Pinckneyville, Illinois from John P. Mann. Commissioner Cicardi made a motion to approve Ordinance No. O-2021-03. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT TO EXECUTIVE SESSION

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to move the meeting to Executive Session at 6:17 p.m. for the discussion of Section 2 (c) (6) Setting of a price for the sale or lease of property owned by the public body. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to return to the regular meeting at 6:28 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to adjourn the meeting at 6:29 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
