City of Waterloo City Council Met March 1.

Here is the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

Approval of City Council Meeting Minutes dated 02-16-2021. Motion made by Alderman Darter and seconded by Alderman Hopkins to approve the City Council Meeting Minutes from 02-16- 21. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting ‘yea’.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector. No report.

B. Report of Treasurer. No report.

C. Report of Subdivision and Zoning Administrator. No report.

D. Report of Director of Public Works.

There was equipment damage a couple of Sundays ago at the metering point near the ambulance garage. Electrical power was restored after rerouting.

F. Report and Communication by Mayor.

1. Presentation of Façade Grant Check to Steve Wightman in the amount of $5,363.72. 

2. Commendation to Butch’s Polka Kings in Recognition of their 50th Anniversary. 

3. Congratulations to Alderman Hopkins on the birth of his new grandson.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen. 

A. Consideration and Action on Ordinance No. 1816 Amending the City Code of the City of Waterloo, Illinois Chapter 38 Utility Systems, Article III Sewers, Section 38-3-65(A) Sewer Tap-Ins, Connection Fee.

Motion made by Alderman Darter and seconded by Alderman Heller to approve Ordinance No. 1816 Amending the City Code of the City of Waterloo, Illinois Chapter 38 Utility Systems, Article III Sewers, Section 38-3-65(A) Sewer Tap-Ins, Connection Fee. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting ‘yea’.

B. Consideration and Action on Resolution No. 21-04 Approving the Appropriation for Funding of the South Market Street Sidewalk Project in the amount of $80,900.00. 

Motion made by Alderman Row and seconded by Alderman Heller to approve Resolution No. 21-04 Approving the Appropriation for Funding of the South Market Street Sidewalk Project in the amount of $80,900.00. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Buettner voting ‘yea’.

C. Consideration and Action on Resolution No. 21-05 Approving the Appropriation for Funding of the Moore Street Phase V Project in the amount of $978,500.00.

Motion made by Alderman Hopkins and seconded by Alderman Buettner to approve Resolution No. 21-05 Approving the Appropriation for Funding of the Moore Street Phase V Project in the amount of $978,500.00. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Buettner, Row, Heller, Notheisen and Thomas voting ‘yea’.

12. Miscellaneous Business.

A. Consideration and Action on Warrant No. 599.

Motion made by Alderman Darter and seconded by Alderman Notheisen to approve Warrant No. 599. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting ‘yea’.

B. Consideration and Action on City’s Annual $7,500.00 Contribution to Western Egyptian. 

Motion made by Alderman Buettner and seconded by Alderman Hopkins to approve the City’s Annual $7,500.00 Contribution to Western Egyptian. Motion passed unanimously with Aldermen Buettner, Row, Heller, Notheisen, Thomas, Hopkins, Trantham and Darter voting ‘yea’.

C. Consideration and Action on Procedure and Schedule of Proceedings Relative to the Adoption of the Annual Budget for the Fiscal Year of May 1, 2021 through April 30, 2022.

Motion made by Alderman Notheisen and seconded by Alderman Heller to approve Procedure and Schedule of Proceedings Relative to the Adoption of the Annual Budget for the Fiscal Year of May 1, 2021 through April 30, 2022.

Alderman Notheisen read the Finance Committee Chairman Motion that was included in the packet for this evening’s meeting with an amendment that under Item 4 “Waterloo Republic Times” should be replaced with “Republic Times”. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting ‘yea’.

D. Consideration and Action on Ad to be placed in the Tourism Times Spring / Summer Issue in the amount of $480.00 to be paid out of the Hotel / Motel Tax Fund.

Motion made by Alderman Thomas and seconded by Alderman Hopkins to approve an ad to be placed in the Tourism Times Spring / Summer Issue in the amount of $480.00 to be paid out of the Hotel / Motel Tax Fund. Motion passed unanimously with Aldermen Thomas, Hopkins, Trantham, Darter, Buettner, Row, Heller and Notheisen voting ‘yea’.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. None.

14. Consideration and Action on Executive Session for the Discussion of Personnel as Provided for by 5 ILCS 120/2(c)(1).

Motion to move into Executive Session made by Alderman Notheisen and seconded by Alderman Hopkins. Motion passed unanimously to enter into Executive Session with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting “yea”. Entered into Executive Session at 7:41 p.m.

Adjourned Executive Session at 7:46 p.m. Motion to Resume Regular City Council Meeting made by Alderman Notheisen and seconded by Alderman Heller. Motion passed with unanimous voice vote.

15. Motion to Adjourn made by Alderman Buettner and seconded by Alderman Thomas. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 7:47 p.m.
