City of Red Bud Public Works Committee met Feb. 22.

Committee Chairman Guebert called the meeting to order at 6:45 P.M.
Old Business
I. Power Plant
A. Plant Report
Superintendent Eckart reported that the city generated electricity from Monday through Thursday, for 82 hours and used 27,000 gallons of fuel during the extreme cold. The city will be paid for the generation and reimbursed for the cost of the fuel. He felt it was a good training experience.
II. Utilities/Streets
A. Electric - Underground & Structure Replacement Project
The final payment of $4,500 has been approved and the program is finished except for the audit.
B. Gas
Eckart reported that gas prices may go up a little, but there are no supply problems.
C. Water – Aerator Replacement Project
This project is still waiting approval.
D. Sewer
The IEPA NPES inspection was done in September and everything is compliant.
E. Streets
Eckart said he is looking into writing a snow removal policy, so residents will know what to expect and how they can help.
Donjon asked how the traffic will be rerouted while Route 3 is closed between Spring and Rock Streets. Eckart said that truck traffic will be rerouted on 159 to Hecker and then on 156 to Waterloo.
III. Subdivision/Development Incentives
Chairman Guebert addressed the Potential Subdivision Code Revisions which Jeff Mueller has been working on. Some of these changes would be permanent changes to the subdivision ordinance and some of the utility concessions would be a two-year temporary change. After discussion, the consensus was to give the council time to study the options and get back to Mueller with everyone’s recommendations/ selections.
IV. Utility Tap Fee Updates

New Business
I. Approval of Prior Month’s Meeting Minutes – Meeting January 18, 2021
Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt, to approve the minutes from the January 18, 2021 meeting. Carried
II. IEPA WWTP Sludge Permit Application – Authorization for Signatures & $2,500 Renewal Fee
Recommendation made by Committee Chairman Guebert, seconded by Committee Member Rheinecker, to authorize approval of signatures on the IEPA WWTP Sludge Permit Application and payment of $2,500 for the renewal fee. Carried
III. Training Request – Pesticide Applicator/Operator Testing – Hunter Bauer, Adren Walsh, Chad Grohmann and Chris Remick
Recommendation made by Committee Chairman Guebert, seconded by Committee Member Esker, to authorize approval to send Hunter Bauer, Adren Walsh, Chad Grohmann and Chris Remick to training entitled “Pesticide Applicator/Operator Testing License Renewal” in Waterloo on March 25, 2021, with a cost of license renewal. Transportation is required. Carried
IV. Proposal from Hydro-Kinetics Corporation – SCADA Systems Updates in Water Plant
Recommendation made by Committee Chairman Guebert, seconded by Committee Member Rheinecker, to authorize approval of the purchase of SCADA Systems Updates as proposed by Hydro-Kinetics, NTE $3,400. Carried
V. Proposal from Pump Shop – Taylor Street Lift Station Pump Replacement Proposal has not been received. The cost of the pump should be in the $10,000- 11,000 range and it is in the budget. It should be on the council agenda in March.
VI. Public Comments/Anything for the Good of the City
Harbaugh thanked the utility department for their hard work in keep the lights on and the gas flowing.
