City of Pinckneyville City Council met March 8.

Here is the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, and Mayor Robert L. Spencer. Mayor Spencer requested permission for Commissioner William B. Stotlar to attend the meeting by phone. Commissioner Hicks made the motion, seconded by Commissioner Peradotta to allow Commissioner Stotlar to attend by phone. On roll call: Commissioners Cicardi, Hicks and Peradotta and Mayor Spencer voted YEA. NAYS: None. Motion declared carried and Commissioner Stotlar joined the meeting by phone. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, Police Chief Kenny Kelley, and Fire Chief Jim Gielow. Due to the COVID-19 Pandemic, the public was invited to attend by social distancing in the lobby area and the Council Chambers of City Hall or by calling in on a conference line. The Pledge of Allegiance was led by Commissioner Peradotta.

PREVIOUS MINUTES

Motion was made by Commissioner Cicardi, seconded by Commissioner Peradotta, to approve the minutes of the February 22, 2021, regular council meeting. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar asked City Clerk Melissa Kellerman to review the treasurer’s report and she stated that Total Gross Payroll was $283,627.64 for the payroll ending February 2021, up from last year. She stated that the regular hours of 11,541 and overtime hours of 340 were both down slightly from last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

City Clerk Melissa Kellerman added four invoices to the accounts payable. One invoice from Frontier in the amount of $51.19 for the Community Center phones; one from Egyptian Electric in the amount of $10.16 for the safety light by the hospital; one from CTS in the amount of $464.97 for the Economic Development Office’s new phone system; and one from IMGA in the amount of $177,298.18 for February gas. The total added to accounts payable was $177,824.50. Commissioner Hicks made a motion, seconded by Commissioner Cicardi, to approve the accounts payable with the additional invoices. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Hicks, on behalf of his family, thanked the Council for the wreath that was sent to his family for the loss of his brother.

RESOLUTION NO. R-2021-07 AUTHORIZING THE LEASE OF REAL ESTATE OWNED BY THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS FOR AGRICULTURAL PURPOSES (LESSEES: STEVEN AND BRENT EPPLIN AND EDWARD J. BRUNS)

Commissioner Cicardi presented Resolution No. R-2021-07, a resolution placed on file at the February 22, 2021, regular council meeting, authorizing the lease of real estate owned by the City of Pinckneyville, Perry County, Illinois for agricultural purposes (Lessees: Steven and Brent Epplin and Edward J. Bruns). Commissioner Cicardi made a motion to approve Resolution No. R-2021-07. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST TO PURCHASE POOL CHEMICALS FROM SPEAR CORPORATION

Commissioner Cicardi requested approval to purchase pool chemicals from Spear Corporation at a cost of $6,255.20. Commissioner Cicardi made a motion to approve the purchase. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST FROM PERRY COUNTY HUMANE SOCIETY FOR COLLECTION ON CITY STREETS

The Perry County Humane Society requested to have a collection on the city streets October 16, 2021 from 8:00 a.m. to 12:00 p.m. Dawn Kiefer, Secretary of the Perry County Humane Society Board, expressed her appreciation to the City for allowing them to have this fundraiser opportunity. Commissioner Hicks made a motion to approve the street collection. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST FOR PINCKNEYVILLE FIREMAN’S ASSOCIATION TO HOLD ANNUAL GOOD FRIDAY FISH FRY

Commissioner Hicks stated the Pinckneyville Fireman’s Association has requested permission to hold their annual Good Friday Fish Fry on April 2, 2021, at the Columbian Club Hall from 11:00 a.m. to 2:00 p.m. Commissioner Hicks stated this is the primary benefit for the fire department, and they weren’t able to have it last year due to COVID-19. Commissioner Hicks made a motion to approve the request. Commissioner Cicardi seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCEPT RESIGNATION OF FRED E. PABST FROM FIRE AND POLICE COMMISSION BOARD

Mayor Spencer presented a letter of resignation from Fred E. Pabst from the Fire and Police Commission Board effective March 15, 2021. Commissioner Cicardi made a motion to accept the resignation. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVAL OF TASK ORDER #6 FROM HMG FOR DESIGN PROJECT ON ILLINOIS STATE ROUTE 13/154 AND MANN DRIVE

Mayor Spencer presented Task Order #6 from HMG for the design project on Illinois State Route 13/154 and Mann Drive and for sidewalk and drainage improvements at a cost of $30,000.00. Commissioner Peradotta made a motion to approve Task Order #6. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT TO EXECUTIVE SESSION

Motion by Commissioner Hicks, seconded by Commissioner Cicardi to move the meeting to Executive Session at 6:12 p.m. for the discussion of Section 2 (c) (2) Collective negotiating matters or deliberations concerning salary schedules. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Peradotta, seconded by Commissioner Hicks to return to the regular meeting at 6:40 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to adjourn the meeting at 6:41 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
