City of Chester Beautification/Tourism Commission Met June 7.

I.CALL TO ORDER

The City Council of Chester, Illinois, met in regular session in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

II.ROLL CALL

Present: Alderman Bryce Hill        Alderman Ray Allison

III.PLEDGE OF ALLEGIANCE

IV.READING OF MINUTES OF PREVIOUS MEETING

Alderman Maes moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Maes, Allison, Platt, Dudenbostel, Hill. Nays: None. Absent: Aldermen Rader, Bert. Motion carried.

Alderman Dudenbostel moved to approve minutes of Executive Session held on May 10, 2021, as prepared by the city clerk. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Maes, Allison, Platt, Dudenbostel, Hill. Nays: None. Absent: Aldermen Rader, Bert. Motion carried.

Alderman Platt moved to approve minutes of Executive Session held on May 17, 2021, as prepared by the city clerk. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Maes, Allison, Platt, Dudenbostel, Hill. Nays: None. Absent: Aldermen Rader, Bert. Motion carried.

V.CORRESPONDENCE

The following correspondence was acknowledged:

VI.REPORTS

City Clerk:

The city clerk presented an application for raffle license for the VFW Kaskaskia Post 3553. Alderman Allison moved to issue the raffle license and waive the fidelity bond required of the raffle managers. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Hill, Maes. Nays: None. Absent: Aldermen Bert, Rader. Motion carried.

VII.COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Platt moved to approve payment of bills, subject to audit. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Hill, Maes. Nays: None. Absent: Aldermen Rader, Bert. Motion carried.

Chairman Platt moved to approve the May report of the Evergreen Cemetery Clerk as presented. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Hill, Maes. Nays: None. Absent: Aldermen Rader, Bert. Motion carried.

Park & Recreation Committee (Chairman Maes):

Chairman Maes advised the monthly Park and Recreation Meeting will be rescheduled.

Economic Development, Chamber & Beautification Committee (Chairman Allison):

Chairman Allison advised the Beautification/Tourism Commission would like to have the anchor relocated on the riverfront. Secondly, the Commission is searching for a landscaper for the intersection of State Street and Swanwick Street.

VIII.DEPARTMENT HEADS

Chief of Police (Bobby Helmers):

Chief Helmers reported the police department responded to 454 calls in the month of May.

Fire Chief (Marty Bert):

Mayor Page presented a plaque to Assistant Fire Chief Ron Shemonic and thanked him for the thirty-three years of service to the fire department.

Bids – 110 Morrison Street:

Mayor Page opened the following bid: 1) Chester School District $6,085.00. Alderman Maes moved to accept the bid for 110 Morrison Street from the Chester School District for $6,085.00. Alderman Buckham seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Maes, Hill. Nays: None. Absent: Aldermen Rader, Bert. Mayor Page voted in the affirmative. Motion carried.

Assistant Fire Chief:

Fire Chief Marty Bert recommended the council approve Jerre Atchison as the Assistant Fire Chief. Alderman Maes moved to approve the mayor’s appointment. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Maes, Hill. Nays: None. Absent: Aldermen Rader, Bert. Motion carried.

Proposed Budget/Statement of Income:

Alderman Platt moved to approve the proposed budget and estimated income for Fiscal Year 2022. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Maes, Hill. Nays: None. Absent: Aldermen Rader, Bert. Motion carried.

Appropriation Ordinance Hearing:

After explanation from City Attorney Kerkhover, Alderman Platt moved to set the Annual Appropriation Hearing for July 6, 2021 at 5:30 p.m. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Maes, Hill. Nays: None. Absent: Aldermen Rader, Bert. Motion carried.

Parks – Side by Side:

Park Superintendent Billy Belton presented a quote from Van’s Motorsports for a 2021 Ranger for $11,345.00 with the trade-in of the city’s 2015 Brutus. It is nearly impossible to find parts for the 2015 Brutus. After an inquiry from Alderman Platt, Superintendent Belton advised that no other dealer would offer a good trade-in price for the Brutus. Alderman Platt moved to approve the purchase of a 2021 Ranger and trade-in the 2015 Brutus for $11,345.00. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Maes, Hill. Nays: None. Absent: Aldermen Rader, Bert. Motion carried.

Adult Worker:

Mayor Page recommends the council hire John Rowold as a part time adult worker. Alderman Platt’s motion was seconded by Alderman Allison. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Maes, Hill. Nays: None. Absent: Aldermen Rader, Bert. Motion carried.

Salary Cap & Starting Salary:

Mayor Page presented a resolution increasing the starting salary for a regular city employee to $32,960.00. Alderman Allison asked the council to discuss setting a salary cap for superintendents. Mayor Page advised a salary cap for superintendents is a completely different topic and not on the agenda for discussion this evening. Alderman Maes moved to pass the resolution increasing the starting salary for a regular city employee to $32,960.00. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Maes, Hill. Nays: None. Absent: Aldermen Rader, Bert. Motion carried

ORDINANCE #1754 – AN ORDINANCE AMENDING SECTION 1-2-9 OF CHAPTER 1 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS, RELATING TO MEMBERS REFUSING TO ATTEND MEETINGS:

Mayor Page advised the revised Ordinance states any member of the City Council who without permission from the Mayor is absent for three or more meetings of the City Council in any fiscal year (May 1 -April 30) shall not receive compensation for his/her third absence and each absence thereafter. Alderman Platt’s motion was seconded by Alderman Hill. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Maes, Hill. Nays: None. Absent: Aldermen Rader, Bert. Motion carried

ORDINANCE #1755 – AN ORDINANCE AMENDING SCHEDULE “P” OF CHAPTER 24 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS:

Attorney Kerkhover advised the proposed Ordinance designates one handicapped parking space along Swanwick Street (East) from a point 100 feet West of East German Street to a point 122 feet West of East German Street. Alderman Hill’s motion was seconded by Alderman Dudenbostel . UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Maes, Hill. Nays: None. Absent: Aldermen Rader, Bert. Motion carried.

XII.ADJOURNMENT

At 6:32 p.m., Alderman Maes moved to adjourn the meeting. Alderman Dudenbostel seconded the motion. VOTE: Ayes: Aldermen Maes, Dudenbostel, Hill, Allison, Platt, Buckham. Nays: None. Absent: Aldermen Rader, Bert. Motion carried.
