Waterloo City Council Met June 21.

Here is the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

Approval of City Council Meeting Minutes dated June 07, 2021. Motion made by Alderman Darter and seconded by Alderman Kyle Buettner to approve the City Council Meeting Minutes from June 07, 2021. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.

6. Petitions by Citizens on Non-Agenda Items. None

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

The report is in the packet. Motion to accept the report made by Alderman Notheisen and seconded by Alderman Heller. Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

B. Report of Treasurer.

The report is in the packet. Motion to accept the report made by Alderman Row and seconded by Alderman Matt Buettner. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.

C. Report of Subdivision and Zoning Administrator. No report.

D. Report of Director of Public Works.

This is currently a boil water order for the Stonefield subdivision. A contractor accidentally damaged a waterline that services the area.

E. Report of Chief of Police. No report.

F. Report of City Attorney. No report.

G. Report and Communication by Mayor.

1. Certificate of Commendation to Jacob Whitworth of the Gibault Catholic High School Academic Challenge Team for his Finish as State Champion at the State Academic Competition.

2. Certificate of Commendation to Noah Newton of the Gibault Catholic High School Academic Challenge Team for his Third Place Finish in Engineering Graphics at the State Academic Competition.

3. Certificate of Commendation to Jacob Feldker of the Gibault Catholic High School Academic Challenge Team for his Fifth Place Finish in Computer Science at the State Academic Competition.

4. Presentation of Waterloo Beautification Program Check to Tony Groves, Groves Investments Co., in the amount of $7,910.75 for improvements to his property located at 702 Rogers Street.

5. Re-Appointment of Ken Perkins to the Morrison-Talbott Library Board of Trustees for a Three-Year Term beginning July 01, 2021 and expiring June 30, 2024.

Appointment approved unanimously with Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

6. Re-Appointment of Rita Trantham to the Morrison-Talbott Library Board of Trustees for a Three-Year Term beginning July 01, 2021 and expiring June 30, 2024.

Appointment approved unanimously with Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

7. Re-Appointment of Phillip Kelley to the Morrison-Talbott Library Board of Trustees for a Three-Year Term beginning July 01, 2021 and expiring June 30, 2024.

Appointment approved unanimously with Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen.

A. Consideration and Action on Ordinance No. 1825 Approving the Vacation of Public Utility and Drainage Easements On and Between Lots 128 and 129 of “Country Club Hills – Phase III” Subdivision in the City of Waterloo, Illinois.

Motion made by Alderman Kyle Buettner and seconded by Alderman Row on approval of Ordinance No. 1825 Approving the Vacation of Public Utility and Drainage Easements On and Between Lots 128 and 129 of “Country Club Hills – Phase III” Subdivision in the City of Waterloo, Illinois. Motion passed unanimously with Aldermen Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham and Darter voting ‘yea’.

B. Consideration and Action on Ordinance No. 1826 Amending the City of Waterloo, Illinois Revised Code of Ordinances, Chapter 38 Utility Systems, Article I Electric Code, Section 38- 1-18 (E) Reinstatement of Service.

Motion made by Alderman Row and seconded by Alderman Notheisen to approve Ordinance No. 1826 Amending the City of Waterloo, Illinois Revised Code of Ordinances, Chapter 38 Utility Systems, Article I Electric Code, Section 38-1-18 (E) Reinstatement of Service. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.

12. Miscellaneous Business.

A. Consideration and Action on Approval of a Special Event Permit Application from Randy’s Double R Bar for their 30th Anniversary Block Party to be held on Saturday, August 7, 2021, 6:00 a.m. to midnight, to include the closure of Main Street between Mill Street south to alley.

Motion made by Alderman Notheisen and seconded by Alderman Matt Buettner on Approval of a Special Event Permit Application from Randy’s Double R Bar for their 30th Anniversary Block Party to be held on Saturday, August 7, 2021, 6:00 a.m. to midnight, to include the closure of Main Street between Mill Street south to alley. Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

B. Consideration and Action on Entering Into an Agreement with AXON for the Purchase of (16) AXON BODY 3 Cameras and Related Equipment for $67,358.60 and (18) In-Car Cameras and Related Equipment for $139,320, Over a Period of (5) Years for a Total Amount of $206,678.60.

Motion made by Alderman Kyle Buettner and seconded by Alderman Darter to approve Entering Into an Agreement with AXON for the Purchase of (16) AXON BODY 3 Cameras and Related Equipment for $67,358.60 and (18) In-Car Cameras and Related Equipment for $139,320, Over a Period of (5) Years for a Total Amount of $206,678.60. Motion passed unanimously with Aldermen Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham and Darter voting ‘yea’.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. Alderman Notheisen mentioned that the last day to enter the “Yards of Distinction” contest is June 23, 2021, and judging will take place on June 27, 2021.

Alderman Hopkins thanked the City Clerk for the June 07, 2021 meeting minutes that were submitted.

Alderman Trantham wanted to thank the City Crews for their work during the storm last night. Alderman Row congratulated Randy Rehmer on his 30th Anniversary, and thanked Tony Groves for the improvement to his property, which in turn enhances the City.

Alderman Heller congratulated the Gibault Catholic High School men who were recognized for their academic achievements.

Mayor Smith mentioned the City Mural Contest and Sarah Deutch, Community Relations Coordinator, reported that 16 entries have been received. The Beautification Committee has selected 5 finalists, and the winners will be announced on June 18, 2021. Mayor Smith also congratulated the Gibault Catholic High School men for their academic achievements.

14. Motion to Adjourn made by Alderman Kyle Buettner and seconded by Alderman Matt Buettner. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 7:50 p.m.
